Abstract
Seit Beginn der 1990er Jahre haben mehrere der Beitrittskandidatenländer für eine Mitgliedschaft in der Europäischen Union (EU) sowie Russland und die Ukraine Finanzkrisen durchlaufen. Das jüngst betroffene Land ist die Türkei, wo im November 2000 eine schwerwiegende Finanzkrise ausbrach und deren Folgen immer noch nicht gänzlich absehbar sind. Die Finanzkrisen umfassten dabei sowohl Währungskrisen als auch Bankenkrisen. Eine wichtige Rolle für den Ausbruch von Währungskrisen spielte die oftmalige Fixierung des Wechselkurses mit dem Ziel, das Preisniveau zu stabilisieren. Bei allerdings anhaltend hohen Inflationsraten mündete diese Politik in einer realen Aufwertung der inländischen Währungen und in einem Anstieg der Leistungsbilanzdefizite.

Covered Bonds and Bank Portfolio Rebalancing

Abstract
We use administrative and supervisory data at the bank and loan level to investigate the impact of the introduction of covered bonds on the composition of bank balance sheets and bank risk. Covered bonds, despite being collateralized by mortgages, lead to a shift in bank lending from mortgages to corporate loans. Young and low-rated firms in particular receive more credit, suggesting that overall credit risk increases. At the same time, we find that total balance sheet liquidity increases. We identify the channel in a theoretical model and provide empirical evidence: Banks with low initial liquidity and banks with sufficiently high risk-adjusted return on firm lending drive the results.

Abstract
Der Aufbau wettbewerbsfähiger marktwirtschaftlicher Strukturen in den neuen Bundesländern erweist sich als ein langwieriger Prozess. Er erschöpft sich nicht in der Errichtung der systemadäquaten Institutionen. Dies geschah nach dem Untergang der DDR recht schnell auf deren Gebiet durch die Übernahme der Einrichtungen und des Regelwerks der sozialen Marktwirtschaft der alten Bundesrepublik Deutschland. Der Aufbau ist bis heute eng mit der Entwicklung eines Unternehmenssektors verbunden, der sich auf einen neuen Produktionsapparat und attraktive Infrastrukturanlagen stützen kann. Allein modern ausgerüstete Unternehmen mit innovativen Produktangeboten sichern in der Wettbewerbswirtschaft Arbeitsplätze und Einkommen.

Abstract
In der wirtschaftswissenschaftlichen und wirtschaftspolitischen Diskussion wird seit langem darüber diskutiert, inwieweit das in Deutschland bestehende Regulierungssystem noch angemessen ist. Tatsächlich sind seit Beginn der achtziger Jahre, dem Beginn der Deregulierungsdebatte, eine ganze Reihe von Märkten liberalisiert worden, die früher durch staatliche Monopole gekennzeichnet waren. Darüber hinaus wurden Regulierungen aber auch in anderen Bereichen abgebaut, so im Handwerk, im Einzelhandel oder auch auf dem Arbeitsmarkt, weil sie sich zunehmend als hemmend für die wirtschaftliche Dynamik erwiesen haben. Mit Blick auf die fortbestehenden Wachstumsprobleme Deutschlands stehen Möglichkeiten der Deregulierung auch weiterhin im Vordergrund des Interesses.

Wissens- und Technologietransfer und wissensbasierte Wirtschaftsentwicklung — ein Weg zur Förderung des wirtschaftlichen Aufholprozesses in Ostdeutschland?

Abstract
Der wirtschaftliche Transformations- und Aufholprozess in Ostdeutschland seit 1990 hat sich gemäß verschiedenen Analysen und Publikationen nicht zuletzt des Leibniz-Instituts für Wirtschaftsforschung Halle in einer deutlichen Steigerung der Arbeitsproduktivität niedergeschlagen: Während in Ostdeutschland 1991 nur rund 45% des Bruttoinlandsprodukts Westdeutschlands pro Erwerbstätigen erwirtschaftet wurden, so stieg dieser Wert bis 2018 auf 83%. Die Erklärungen für diese noch immer bestehende ostdeutsche „Produktivitätslücke“ sind multifaktoriell und werden etwa in fehlenden Headquarterfunktionen, der Betriebsstruktur mit wenigen Großbetrieben, der auf Arbeitsplätze fokussierten Investitionsförderung, siedlungsstrukturellen Unterschieden, einem zunehmenden Fachkräftemangel und nicht zuletzt niedrigeren Preisen für in Ostdeutschland produzierte Güter und Dienstleistungen gesucht. Folglich braucht es auch in vielen Wirtschafts- und Lebensbereichen und auf allen Ebenen Strategien und Maßnahmen. Während eine Angleichung der Unternehmensstrukturen hinsichtlich Branchen, Größenstrukturen oder Funktionen, wie etwa der Durchführung von Forschung und Entwicklung (FuE) in Ostdeutschland, sowohl mittels Unternehmensverlagerungen als auch Neugründungen von Unternehmen als Maßnahmen mit langfristiger Wirkung betrachtet werden, wurde und wird große Hoffnung in den öffentlichen Bildungs- und Forschungssektor und seinen Beitrag zu einer wissens- und technologiegestützten Entwicklung gesetzt.

Abstract
Deutschland ist durch erhebliche regionale Unterschiede in der Wirtschaftskraft gekennzeichnet. Die wirtschaftsstärksten Regionen (gemessen am Bruttoinlandsprodukt je Erwerbstätigen) auf der Kreisebene sind die kreisfreien Städte Wolfsburg (Niedersachsen) und Ingolstadt, gefolgt vom Landkreis München (beides in Bayern); die geringste Wirtschaftskraft weisen der Erzgebirgskreis (Sachsen) sowie die kreisfreie Stadt Suhl (Thüringen) auf, gefolgt vom Landkreis Delmenhorst (Niedersachsen). Auch wenn man die Bedeutung dieser Extremwerte nicht überbewerten sollte, wird deutlich, dass von ausgeglichenen Verhältnissen (wie es dem gesetzgeberischen Ideal entspräche, festgeschrieben in § 2 Absatz 2 Nr. 4 ROG) nicht die Rede sein kann. Gleichzeitig wird deutlich, dass es sich bei den regionalen Wirtschaftskraftunterschieden inzwischen nicht mehr primär um ein Ost-West-Problem handelt: Selbst innerhalb einzelner Bundesländer sind die regionalen Disparitäten enorm und vor allem auch größer als zwischen den Großraumregionen Ost- und Westdeutschland.

Abstract
Ostdeutschland schrumpft, Westdeutschland wächst. Dieser Eindruck drängt sich aus demographischer Sicht auf, wenn die Bevölkerungsentwicklung seit 1989 betrachtet wird. Lebten auf dem Gebiet der fünf östlichen Bundesländer Ende 1988 noch 15,4 Millionen Personen, so waren es Ende 2018 nur 12,6 Millionen Personen – ein Rückgang um fast drei Millionen Einwohner oder beinahe 20%. Die zehn westlichen Bundesländer wuchsen im selben Zeitraum von 59,6 Millionen auf 66,8 Millionen Einwohner. Der überwiegende Teil dieser unterschiedlichen demographischen Entwicklung ist der räumlichen Umverteilung von Bevölkerung geschuldet, einerseits der Nettobinnenwanderung von Ost- nach Westdeutschland, andererseits der sehr unterschiedlichen Verteilung der Nettoaußenwanderungen. Die Umverteilung der Bevölkerung ist dabei nicht homogen, vielmehr in starkem Maße selektiv – vor allem in den Dimensionen von Ausbildung, Alter, Geschlecht und Nationalität.

Die Entfaltung einer Marktwirtschaft – Die ostdeutsche Wirtschaft fünf Jahre nach der Währungsunion

Abstract
Die Öffnung der Mauer am 9. November 1989, die Einführung der Deutschen Mark (DM) in der DDR zum 1. Juli 1990, die Wiedervereinigung am 3. Oktober 1990: Diese drei Daten markieren vor dem Hintergrund des Zusammenbruchs des Sozialismus in Osteuropa eine historische Umwälzung, die nicht nur die politischen Verhältnisse in Deutschland grundlegend verändert hat, sondern auch eine neue deutsche Volkswirtschaft hervorbringen sollte. Das marktwirtschaftliche System, in dessen Ordnungsrahmen der Westen des Landes zu Wohlstand gekommen ist, würde nun – so waren die Erwartungen – auch im Osten des Landes eine dynamische Wirtschaftsentwicklung einleiten und die Mangel des sozialistischen Systems der DDR vergessen machen. Die Erwartungen waren hoch, ja euphorisch. Durch die Aufhebung aller Einfuhrbeschränkungen und die Ausstattung der DDR-Bürger mit konvertibler DM wurden lange aufgestaute Konsumwünsche rasch erfüllbar. Weil nicht mehr wie zuvor chronische Materialengpässe immer wieder Produktionsstillstand verursachen würden, konnte ein sprunghafter Effizienzzuwachs in der Produktion erwartet werden. Das Unternehmertum, in der DDR systematisch eingeengt und bis zur volkswirtschaftlichen Bedeutungslosigkeit reduziert, würde sich entfalten und für Arbeitsplätze und steigende Einkommen sorgen. Angesichts des Nachholbedarfs an Modernisierung im Maschinenpark und in der Infrastruktur versprachen Investitionen im Osten eine hohe Rentabilität; das musste einen reichlichen Zustrom auswärtigen Kapitals auslösen. Zwar würde der Übergang vom Sozialismus zur Marktwirtschaft auch Lasten verursachen, aber nach verbreiteter Auffassung war nur eine „Anschubfinanzierung“ als finanzielle Unterstützung für den Osten durch den Westen nötig. Skeptische Stimmen, die in Ostdeutschland keine signifikanten Standortvorteile entdecken konnten und deswegen einen schmerzhaften Transformationsprozess erwarteten, gab es auch, doch wollte ihnen kaum jemand Gehör schenken. Zu sehr waren die Hoffnungen auf wirtschaftlichen Wohlstand ausgerichtet; die Befreiung von jahrzehntelanger staatlicher Bevormundung und Einschränkung stärkte die Einschätzung, dass das Erhoffte mit entsprechender Anstrengung auch erreichbar ist. Der „Aufholprozess“ – der Abbau des Einkommensrückstandes gegenüber Westdeutschland – schien nur eine Angelegenheit von wenigen Jahren zu sein.
