Abstract
European trade unions have attempted to coordinate their bargaining strategies transnationally in order to counter downward pressures on wages. Such coordination is most feasible in broadly integrated and exposed sectors that have to face common competitive constraints on wages. This article investigates collectively negotiated wage increases in the metal sector in Belgium, the Netherlands and Germany. We assume a specific logic of transnational pattern bargaining, with Germany as the ‘anchor’ country. We investigate the emergence of a transnational wage coordination effect before and after institutions for the coordination of wage bargaining were established. Finally, we draw conclusions on prospects for wage bargaining coordination with further integration of Economic and Monetary Union.

Abstract
Die Kontrolle staatlicher Subventionen in Europa hat eine bewegte Geschichte: Bis in die 1970er haben viele europäische Staaten ausgiebig Subventionspolitik betrieben, die nach heutigen Regeln kaum möglich gewesen wären. Mit der Vertiefung des europäischen Binnenmarktes gegen Ende der 1980er und Anfang der 1990er wurden zunehmend europäische Normen für die staatliche Beihilfe-politik auf nationaler Ebene durchgesetzt. Diese Studie untersucht insbesondere die Auswirkungen der Ost-Erweiterung der Europäischen Union im Jahr 2004 auf die Unabhängigkeit der Europäischen Beihilfekontrolle. Hierfür werden neben quantitativen auch qualitative Analysen in Form von Case Studies genutzt. Die Ergebnisse zeigen, dass in den vergangenen Jahren ein einheitliches Level Playing Field zwischen den Mitgliedsstaaten entstanden ist. Auch der Status des EU Kommissars für Wettbewerb zeigt sich als stark und unabhängig und – bis auf wenige Ausnahmen - weitgehend frei von nationaler Einflussnahm.

Abstract
In jüngster Zeit wird wieder einmal kontrovers über die Frage diskutiert, wie effizient und effektiv die strukturpolitischen Programme der EU bislang waren. Wichtige neue Impulse für diese Diskussion liefert der jetzt von einer Arbeitsgruppe der Landesarbeitsgemeinschaft für Bremen, Hamburg, Niedersachsen und Schleswig-Holstein der Akademie für Raumforschung und Landesplanung vorgelegte Sammelband zur EU-Strukturpolitik in der noch laufenden Förderperiode (2007-2013) in den vier genannten nordwestdeutschen Ländern. Die theoretisch fundierten empirischen Untersuchungen zur Ausgestaltung der EU-Strukturpolitik im Nordwesten liefern wichtige Anregungen für die Politikgestaltung und dürften damit auch weit über Nordwestdeutschland hinaus ausstrahlen.

Bertrand Competition with an Asymmetric No-discrimination Constraint

Abstract
Regulators and competition authorities often prevent firms with significant market power, or dominant firms, from practicing price discrimination. The goal of such an asymmetric no-discrimination constraint is to encourage entry and serve consumers' interests. This constraint prohibits the firm with significant market power from practicing both behaviour-based price discrimination within the competitive segment and third-degree price discrimination across the monopolistic and competitive segments. We find that this constraint hinders entry and reduces welfare when the monopolistic segment is small.

Abstract
Aufgrund anhaltender Globalisierungstendenzen und zunehmender Intensität des Austauschs von Informationen, Gütern und Dienstleistungen wird sich der Wettbewerb zwischen Regionen vermutlich weiter verschärfen. Dabei ergeben sich aus den in vielfacher Hinsicht veränderten Rahmenbedingungen auch neuere Planungs- und Steuerungsansätze. Diese reichen von den unterschiedlichen Wettbewerbsarten bis hin zu Fragen neuer Strategien der Regional- und Stadtentwicklungspolitik. Anhand verschiedener Fragestellungen werden in diesem Band die vielseitigen Dimensionen von Strukturveränderungen im Standortwettbewerb und deren Ursache mithilfe von „Querschnittsstudien“ vor allem auf der Basis vorliegender Untersuchungen nachgezeichnet, geordnet und konkretisiert. Da es in der bestehenden Literatur weitestgehend an empirischen Belegen zu den konkreten Folgen der veränderten Wettbewerbsbedingungen fehlt, wurde in explorativen Fallstudien für ausgewählte Städte und Regionen untersucht, inwieweit sich die erwarteten Veränderungen aufgrund der neuen Strukturen des Standortwettbewerbs nachweisen lassen und wie die jeweils zuständigen politischen Akteure hierauf bislang reagiert haben.

Competitive Distortions of Bank Bailouts

Abstract
This study investigates if the Troubled Asset Relief Program (TARP) distorted price competition in U.S. banking. Political indicators reveal bailout expectations after 2009, manifested as beliefs about the predicted probability of receiving equity support relative to failing during the TARP disbursement period. In addition, the TARP affected the competitive conduct of unsupported banks after the program stopped in the fourth quarter of 2009. Loan rates were higher, and the risk premium required by depositors was lower for banks with higher bailout expectations. The interest margins of unsupported banks increased in the immediate aftermath of the TARP disbursement but not after 2010. No effects emerged for loan or deposit growth, which suggests that protected banks did not increase their market shares at the expense of less protected banks.

Abstract
In the early phase of transition that started with the 1990s, Central and Eastern European Countries (CEECs) pursued economic restructuring that involved massive injections of state support. With reference to the history of state aids in centrally planned economies we display state aid practices of CEECs since full EU membership and analyse whether their industrial policies during and after transition challenged the European state aid legislation and whether these fit into the EUs strategy of ‘less but better targeted aid’. Therefore, qualitative analysis in case studies is used to supplement a quantitative description of state aid levels in East and West. Findings suggest that in recent years a level playing field across the EU has indeed emerged. In fact, the most pronounced differences in this respect are not observed between CEECs and the EU-15 but rather between Northern and Southern member states.

Abstract
To what extent and in what form should the intellectual property rights (IPR) of innovators be protected? Should a company with a large technology lead over its rivals receive the same IPR protection as a company with a more limited advantage? In this paper, we develop a dynamic framework for the study of the interactions between IPR and competition, in particular to understand the impact of such policies on future incentives. The economy consists of many industries and firms engaged in cumulative (step-by-step) innovation. IPR policy regulates whether followers in an industry can copy the technology of the leader. We prove the existence of a steady-state equilibrium and characterize some of its properties. We then quantitatively investigate the implications of different types of IPR policy on the equilibrium growth rate and welfare. The most important result from this exercise is that full patent protection is not optimal; instead, optimal policy involves state-dependent IPR protection, providing greater protection to technology leaders that are further ahead than those that are close to their followers. This is because of a trickle-down effect: providing greater protection to firms that are further ahead of their followers than a certain threshold increases the R&D incentives also for all technology leaders that are less advanced than this threshold.

Abstract
As policymakers refocus on growth, the ability to take a firm-level view is key to disentangling the various factors at the root of competitiveness, and thus to designing appropriate policies. Firm-level data provides critical information for the design of appropriate competitiveness measures that complement traditional macro analysis. More work remains to be done assembling firm-level information, but the variance of the distribution of firm characteristics already conveys important information in addition to standard averages. New indicators should be developed to translate the distribution of firm characteristics into indicators of competitiveness designed to capture not only average performance but also the heterogeneity of firm performance. This Policy Contribution builds on ongoing research within EFIGE (www.efige.org), a project to help identify the internal policies needed to improve the external competitiveness of the European Union.
