Start-up Competitions as an Instrument of Entrepreneurship Policy: The German Experience

Abstract
The number of aspiring entrepreneurs in high-tech industries who successfully complete the transition from a nascent start-up project towards an operational new venture is comparatively low in Germany. Since the mid-1990s, policy-makers have initiated numerous start-up competitions (SUCs or business plan competitions) to facilitate this important step in the venture creation process. SUCs have two key objectives. They are aimed at increasing start-up activity by motivating potential entrepreneurs, while they should also help to increase the likelihood of subsequent entrepreneurial success through providing necessary entrepreneurial skills to prospective entrepreneurs. With our explorative study, we provide the first comprehensive empirical evidence from a cross-sectional survey of existing SUCs in Germany. Overall, 71 SUCs are identified which are analysed regarding their development, regional distribution, and main structural characteristics. Finally, we outline an agenda of future research questions concerning the effectiveness and efficiency of SUCs as an instrument of entrepreneurship policy.

Regions as Selection Environments? The Emergence of the Solar Industry in Germany from 1992 to 2008

Abstract
The spatial evolution of the German solar industry is analysed in the light of the “window of locational opportunity” and the “selection environment” approach. The paper argues that differences in the regions' ability to promote the emergence of local external economies contribute to increasing regional differentiation in the German structure of the industry. Applied empirical methods enclose longitudinal firm entry and network analysis. A special focus is given upon the realignment processes in the science system. Our findings show a relatively rapid spatial concentration of production in eastern Germany since the year 2000. This process is accompanied by intensified networking between firms and between firms and universities as well as research institutes. The responsiveness of regional institutions and the self-organizing capabilities of the solar firms substantiate some propositions of the “selection environment” approach.

Abstract
With the integration of post-communist countries into the European and global economy
after 1990, there was strong research interest into the role of multinational enterprises
(MNEs) for economic restructuring and technological catching-up. Most of the existing
empirical studies on locational determinants of FDI and host country effects did not take
account of East Germany. This might be for different reasons: Firstly, theoretical and
empirical difficulties derive from the fact that East Germany followed a distinct transition
pattern as it became a region subsumed in a larger and more mature economy. Secondly,
East Germany received private investment from foreign as well as West German firms. Only
the first can be considered as a foreign direct investment (FDI). Finally, there had long been
a lack of micro data to adequately analyse the activities of corresponding firms from a
production as well as technological perspective.

Abstract
We analyse the impact that political business cycles and party preferences have on smuggling illegal goods across the US–Mexico border during the years 1980–2004. We find that smuggling is significantly reduced prior to Congressional elections – but only if the incumbent President is Republican.

Headquarterlücke zwischen Ost- und Westdeutschland

Headquarterfunktionen generieren in ihrer Region nicht nur höhere Einkommen, sondern sind auch ein idealer Nährboden für regionale Spillovereffekte. Doch wie lässt sich die Headquarterintensität einer Region messen? In der vorliegenden Analyse werden Führungs- bzw. Headquarterfunktionen über typische Managementtätigkeiten definiert (Unternehmer, Geschäftsführer, Bereichsleiter etc.). Das Verhältnis von Fertigungs- zu Managementtätigkeiten in einer Region kann dann als Headquarterintensität betrachtet werden, und je kleiner der Quotient, umso headquarterintensiver die Region. Betrachtet man das Verarbeitende Gewerbe im Jahr 2010, klafft zwischen Ost und West eine „Headquarterlücke“ (17 versus 20).

Regional Determinants of MNE´s Location Choice in Transition Economies

Abstract
The article at hand analyses the impact of agglomeration effects, labour market conditions and other determinants on the location choice of MNEs in transition economies. We compare data from 33 regions in East Germany, the Czech Republic and Poland using a conditional logit model on a sample of 4,343 subsidiaries for the time period between 2000 to 2010. The results show that agglomeration advantages, such as sectoral specialization, a certain economic diversity as well as a region’s economic and technological performance prove to be some of the most important pull factors for FDI in transition regions. In addition, the labour market factors prove to play an important role in the location of FDI.

Related Variety, Unrelated Variety and Regional Functions: Identifying Sources of Regional Employment Growth in Germany from 2003 to 2008

Abstract
This article analyses how regional employment growth in Germany is affected by related variety, unrelated variety and the functions a region performs in the production process. Following the related variety literature, we argue that regions benefit from the existence of related activities that facilitate economic development. However, we argue that the sole reliance of related variety on standard industrial classifications remains debatable. Hence, we offer estimations for establishing that conceptual progress can indeed be made when a focus for analysis goes beyond solely considering industries. We develop an industry-function based approach of related and unrelated variety. Our findings suggest that related variety only in combination with a high functional specialization of the region facilitates regional growth in Germany. Additionally, also unrelated variety per se fails to wield influences affecting development of regions. It is rather unrelated, but functionally proximate variety in the groups “White Collar” and “Blue Collar Workers” positively affects regional employment growth.

Abstract
Selectivity, social ties and spatial mobility. An analysis of preferences for return migration to East Germany. In the public debate, brain drain from East Germany is supposed to be the most critical trend regarding the development and catching up of the New Länder. Therefore, potential for in- and re-migration has attracted much attention at least in the political context. Our contribution analyses the remigration potential on basis of data from a DFG research project focussing on the re-migration intentions of people formerly emigrated from Saxony-Anhalt. The analysis concentrates on the following aspects: the effect of job market success after emigration; the impact of social ties to the origin and the host region and on the selectivity of re-migration preferences. The econometric results confirm several expected effects: On the one hand an individual’s job market success reduces the intention to return. Likewise, the re-migration preference increases for people whose expectations were disappointed. On the other hand, the relevance of social ties to the origin region for re-migration dispositions is confirmed by the estimations. Yet, regarding selectivity of re-migration preferences in terms of human capital econometric results are somewhat ambiguous.

Abstract
Grundschulschließungen werden kritisiert und gefürchtet. Besonders in peripheren Regionen verbindet sich mit der Aufgabe einer Schule vielfach die Sorge des demographischen Unterganges der Gemeinde infolge einer Abwanderung junger Eltern und ausbleibender Zuwanderung junger Familien. Sind Grundschulschließungen aber tatsächlich Ursache einer Verschlechterung der Wanderungsbilanz? Im vorliegenden Beitrag wird diese Fragestellung für die Familienwanderung zwischen Gemeinden Sachsen- Anhalts im Zeitraum von 1991 bis 2008 beantwortet. Die Untersuchung vergleicht im ersten Schritt die Wanderungsraten von Gemeinden mit unterschiedlicher Grundschulausstattung. Im zweiten Schritt wird die Querschnittsbetrachtung um eine Längsschnittanalyse ergänzt: Hier interessiert die Frage, ob sich das Wanderungsverhalten ändert, wenn die letzte Schule einer Gemeinde geschlossen wird. Der Analyse zufolge übt die schulische Infrastruktur von Gemeinden in Sachsen-Anhalt einen signifikanten
Einfluss auf das Wanderungsverhalten der Familien mit jüngeren Kindern aus. So zeigt sich, dass nach der Schließung der letzten Grundschule die Zuzüge zurückgehen; überraschenderweise reduzieren sich jedoch auch die Fortzüge. Da sich beide Effekte gegenseitig gerade aufheben, ist eine Wirkung der Schließung per saldo jedoch nicht mehr erkennbar. Damit ist das Problem eines sich selbst verstärkenden Schrumpfungsprozesses zumindest mit Blick auf junge Familien empirisch nicht ersichtlich.
