Abstract
Die Corona-bedingte Wirtschaftskrise könnte den deutschen Bankensektor massiv in Mitleidenschaft ziehen, wenn die nationale und europäische Aufsicht nicht in den nächsten Monaten gegensteuert. Das ist die Aussage einer IWH-Studie, in der wir die Jahresabschlüsse von mehr als einer halben Million deutscher Unternehmen mit den Bilanzdaten von über 1 000 hiesigen Banken verknüpft haben. Die Stichprobe umfasst rund 90% der Bilanzsumme aller Banken und schließt alle großen systemrelevanten Geldhäuser mit ein. Wir benutzen dabei sektorspezifische Prognosen für die wirtschaftliche Entwicklung: Wir beziehen also die Tatsache mit ein, dass die Tourismusbranche besonders und die Baubranche relativ wenig von der Krise betroffen ist. Wir simulieren mehrere Szenarien: eines mit einer schnellen Erholung (V-förmig), eines mit einer relativ langsamen Erholung (U) und ein Szenario, in dem die Krise noch eine längere Zeit anhält (L).

Abstract
The unexpected shock represented by the COVID-19 pandemic illustrates the importance of building robust macroprudential frameworks to increase countries’ resilience against sudden disruptions in financial markets. By now, a widespread opinion among commentators and policy makers is that the macroprudential frameworks that were implemented over the past decades were effective in moderating market stress, a view supported by ample evidence on the effectiveness of macroprudential policies.

Banking Globalization, Local Lending, and Labor Market Effects: Micro-level Evidence from Brazil

Abstract
This paper estimates the effect of a foreign funding shock to banks in Brazil after the collapse of Lehman Brothers in September 2008. Our robust results show that bank-specific shocks to Brazilian parent banks negatively affected lending by their individual branches and trigger real economic consequences in Brazilian municipalities: More affected regions face restrictions in aggregated credit and show weaker labor market performance in the aftermath which documents the transmission mechanism of the global financial crisis to local labor markets in emerging countries. The results represent relevant information for regulators concerned with the real effects of cross-border liquidity shocks.

Abstract
Nachdem Teilnehmer eines Online-Experiments an die soziale Isolierung des Lockdowns erinnert wurden, verhielten sich diese egoistischer als eine neutrale Vergleichsgruppe. Allerdings beurteilten Teilnehmer eines weiteren Experiments, die ebenfalls an die soziale Isolation im Lockdown erinnert wurden, ein solches egoistisches Verhalten als prinzipiell sozial unangemessen. Daraus lässt sich schließen, dass lediglich die Neigung zur Befolgung sozialer Normen, welche menschliches Verhalten in den verschiedensten Lebenssituationen maßgeblich beeinflussen, durch die soziale Distanzierung gesunken ist. Auch für eine Zeit nach der Bewältigung der Corona-Pandemie werfen diese Ergebnisse Fragen auf: Wie lässt sich in einer digitalisierten Welt, in der persönliche Interaktionen immer seltener werden, die Bereitschaft zur Einhaltung sozialer Normen aufrechterhalten?

Abstract
Im vorliegenden Beitrag wird unter Verwendung mehrerer Wellen des IAB-Betriebspanels die Rolle ausländischer und westdeutscher Betriebe im Innovationsprozess des ostdeutschen Verarbeitenden Gewerbes untersucht. Die deskriptive Analyse kommt unter Berücksichtigung verschiedener Kennzahlen des Innovationsinputs und -outputs sowie der Arbeitsproduktivität zu dem Ergebnis, dass auswärtige Betriebe durch eine deutlich höhere technologische Leistungsfähigkeit gekennzeichnet sind als ostdeutsche Betriebe. Die regressionsanalytische Untersuchung zeigt jedoch, dass die betriebliche Innovationsneigung vorrangig durch allgemeine Firmencharakteristika determiniert wird, insbesondere FuE, Betriebsgröße, Exportintensität und Modernität der Anlagen. Ein signifikanter Einfluss von Faktoren, die exklusiv auswärtigen Investoren zugeschrieben werden, kann hingegen nicht nachgewiesen werden. Aufgrund der Tatsache, dass diejenigen Einflussfaktoren, die die Innovationsneigung am stärksten befördern, besonders häufig in auswärtigen Betrieben anzutreffen sind, kann jedoch davon ausgegangen werden, dass auswärtige Investoren auf diesem Weg einen positiven Einfluss auf die Innovationsfähigkeit des ostdeutschen Verarbeitenden Gewerbes ausüben.

Abstract
Die zunehmende internationale Arbeitsteilung führt dazu, dass bei der Fertigung deutscher Exportgüter verstärkt importierte Vorleistungen eingesetzt werden. So ist ein Anstieg der exportinduzierten Importe zu beobachten, der sich in der zweiten Hälfte der 90er Jahre beschleunigt hat (vgl. Statistisches Bundesamt 2004; Brautzsch und Ludwig 2004, 2005). Dies nährt die Befürchtung, dass im Zuge der Globalisierung nationale Produktion verdrängt wird und in Deutschland Arbeitsplätze verloren gehen. Mit dem Schlagwort „Basarökonomie Deutschland“ wurde diese Tendenz auf den Punkt gebracht.

Abstract
Zu den Quellen des ökonomischen Denkens zählt mit Sicherheit die Philosophie, die vor allem in der angelsächsischen Tradition der Klassiker als zentrales Fundament begriffen wurde. Dies verknüpft die Debatte über die Menschenwürde, die vor allem eine philosophische und religiöse, aber auch eine historische Dimension besitzt, mit der Frage nach den Eigenschaften einer menschenwürdigen Wirtschaftsordnung. Wenn das Grundgesetz von der Unantastbarkeit der Menschenwürde redet, dann determiniert das sicher nicht das Wirtschaftssystem, es legt ihm aber einen Rahmen an, wie durch die Träger staatlichen Handelns auszufüllen ist.

Abstract
Im Rahmen der Privatisierung des ostdeutschen Unternehmensbestandes haben Management Buy-Outs (MBOs) teilweise den Charakter eines aufbaupolitischen Hoffnungsträgers erlangt. Wie kaum eine Unternehmensgruppe sind sie in den letzten Jahren durch die empirische Wirtschaftsforschung begleitet worden. Angesichts der Bedeutung der MBOs für die Schaffung eines eigenständigen, in den neuen Bundesländern verankerten unternehmerischen Mittelstandes hat die Bundesanstalt für vereinigungsbedingte Sonderaufgaben (BvS) das Institut für Wirt-schaftsforschung Halle (IWH) im Sommer 1995 mit einer umfassenden Untersuchung zu diesen Unternehmen betraut.

Aggregate Dynamics with Sectoral Price Stickiness Heterogeneity and Aggregate Real Shocks

Abstract
This paper investigates the relationship between heterogeneity in sectoral price stickiness and the response of the economy to aggregate real shocks. We show that sectoral heterogeneity reduces inflation persistence for a constant average duration of price spells, and that inflation persistence can fall despite duration increases associated with increases in heterogeneity. We also find that sectoral heterogeneity reduces the persistence and volatility of interest rate and output gap for a constant price spells duration, while the qualitative impact on inflation volatility tends to be positive. A relevant policy implication is that neglecting price stickiness heterogeneity can impair the economic dynamics assessment.

Reservation Raises: The Aggregate Labour Supply Curve at the Extensive Margin

Abstract
We measure desired labour supply at the extensive (employment) margin in two representative surveys of the U.S. and German populations. We elicit reservation raises: the percent wage change that renders a given individual indifferent between employment and nonemployment. It is equal to her reservation wage divided by her actual, or potential, wage. The reservation raise distribution is the nonparametric aggregate labour supply curve. Locally, the curve exhibits large short-run elasticities above 3, consistent with business cycle evidence. For larger upward shifts, arc elasticities shrink towards 0.5, consistent with quasi-experimental evidence from tax holidays. Existing models fail to match this nonconstant, asymmetric curve.
