Euro Area External Imbalances and the Burden of Adjustment

Abstract
The objective of this paper is to explore the consequences of the correction of Euro area trade imbalances on real exchange rates. This analysis requires one additional dimension with respect to the standard Global Imbalances framework à la Obstfeld and Rogoff (2005), since the adjustment takes place within and outside the Euro area. Both types of adjustments are analyzed in a three-country general equilibrium model with a tradable and a non-tradable sectors, and heterogeneous firms built upon Pappadà (2011). ECB (CompNet) data are used to measure the differences in firm size and productivity dispersion across Euro area countries. With respect to the surplus country (Germany), countries running a trade deficit (Spain, Italy) are characterised by a productivity distribution with a lower mean and a less fat right tail. This increases the relative price movement associated with the external adjustment because of the limited role played by the extensive margin. We show that the real exchange rate movements are underestimated when the cross-country differences in terms of productivity distributions are neglected.

Do Better Pre-migration Skills Accelerate Immigrants' Wage Assimilation?

Abstract
This paper analyzes wage assimilation of ethnic German immigrants to Germany using unique administrative data that include an administrative estimate of immigrants' expected wage in Germany at the time of migration. We find that a 10% higher wage potential translates into a 1.6% higher wage in Germany when also controlling for educational attainment, thus pointing at partial transferability of pre-migration skills to the host country's labor market. We also document that wage assimilation is significantly accelerated for immigrants with higher wage potentials. Our results are both in line with complementarities between pre-migration skills and host country-specific human capital and a U-shaped pattern of immigrants' job mobility with initial downgrading and subsequent upgrading.

Determinants of Knowledge Exchange Between Foreign and Domestic Enterprises in European Post-transition Economies

Abstract
The aim of this paper is to contribute to the literature on internationalised research and development by investigating determinants of knowledge and technology transfer between foreign subsidiaries and the local economy in European post-transition economies. This inquiry leads to a better understanding of determinants that influence this knowledge and technology exchange. Applying a logit model, we find that, in particular, the foreign subsidiary’s corporate governance structure, its embeddedness in the multinational enterprise’s internal knowledge base, its own technological capacity, the growth of the regional knowledge stock and the regional sectoral diversification are all positively associated with the transfer of knowledge. Subsidiaries’ investment motives and the relative weight of the sector of investment in the region’s economy appear to be of less importance. The analysis focuses on European post-transition economies, using the example of five selected Central Eastern European countries and East Germany. We exploit a unique dataset, the IWH FDI Micro database, which contains information on one thousand two hundred forty-five foreign subsidiaries in this region.

Abstract
Die konjunkturelle Schwäche der deutschen Wirtschaft im zweiten Quartal erfasste auch die Produktions- und Dienstleistungsstandorte in den Neuen Ländern. Das Bruttoinlandsprodukt ist hier – saisonbereinigt nach dem Berliner Verfahren – um 0,4% gegenüber dem ersten Quartal gesunken, und damit etwas stärker als in den Alten Bundesländern (−0,2%). Gegenüber dem Vorjahreszeitraum bedeutete das aber einen Zuwachs von 1,2%. Die Wachstumstreiber zu Jahresbeginn, das Verarbeitende Gewerbe und das Baugewerbe, wurden zu Wachstumsbremsen im zweiten Quartal. Ausschlaggebend dafür waren der erwartete Wegfall der Sondereffekte aus dem ersten Quartal, aber auch die regionale Übertragung der Schwäche der Inlandskonjunktur in Deutschland und die nachlassenden Impulse von den wichtigsten Auslandsmärkten der ostdeutschen Industrie in Westeuropa.

Abstract
Die deutsche Wirtschaft expandiert im Jahr 2014 in mäßigem Tempo. Der hohe Produktionszuwachs vom Jahresanfang hat sich nicht fortgesetzt, und die Unternehmen schätzen ihre Aussichten nicht mehr ganz so günstig ein, denn eine kräftige Erholung des Euroraums lässt weiter auf sich warten. Zudem verunsichert der Konflikt zwischen Russland und dem Westen. Die binnenwirtschaftlichen Bedingungen sind aber weiter günstig. Das reale Bruttoinlandsprodukt dürfte im Jahr 2014 um 1,5% und im Jahr 2015 um 1,6% zunehmen.

Abstract
Nach der Stagnation der Wirtschaftsleistung im vergangenen Jahr hat die Konjunktur auch in Ostdeutschland zu Beginn dieses Jahres kräftig Fahrt aufgenommen. Das Bruttoinlandsprodukt stieg – saisonbereinigt nach dem Berliner Verfahren – im ersten Quartal 2014 um 1,2% und damit doppelt so stark wie in den Alten Bundesländern (0,6%). Wachstumstreiber waren das Verarbeitende Gewerbe und das Baugewerbe. Hier sind vor allem die deutschlandweiten Impulse wirksam geworden, die von den deutlich erhöhten Investitionen in Ausrüstungen und Bauten herrühren.

Ceremonial Encapsulation and the Diffusion of Renewable Energy Technology in Germany

Abstract
This inquiry employs ideas advanced by institutionalist thinker Paul Dale Bush to shed light on technology diffusion in Germany’s electrical generation and distribution industry. Research findings suggest that what Bush labeled as ceremonial dominance affects outcomes in technology selection. Evidence suggests that fossil fuel and nuclear technologies have remained favored by power producers despite the externalized environmental costs to society associated with their implementations. Advances in government policy have indeed created a framework that favorably accommodates renewable energy technologies. However, what Bush labeled ceremonial dominance is shown to persist and to contribute to ceremonial encapsulation. Consequently, renewable energy technologies have diffused only to the point that the powers behind the industry remain in dominant positions. Although there is measurable, incremental technological change in the electrical power industry, in light of the urgency of climate change problems, technologies supporting the electrical power system need to be selected more judiciously.
