Abstract
Armut im Alter galt lange Zeit als ein weitgehend überwundenes Problem. Doch bereits seit den 1980er Jahren wird diskutiert, ob die gesetzliche Rente wirklich sicher sei und zur Finanzierung des Lebensunterhalts im Alter ausreichen wird, auch wenn zuvor viele Jahre lang eingezahlt wurde. In den letzten Jahren wächst spürbar die Sorge, dass die Armutsrisiken für alte Menschen in Zukunft stark wachsen könnten. Zunehmend durch lange Zeiten der Arbeitslosigkeit geprägte Erwerbsbiographien, prekäre Beschäftigungsverhältnisse, die schwache Entwicklung der Reallöhne und der demographische Wandel mit einer immer ungünstiger werdenden zahlenmäßigen Relation zwischen junger und alter Generation liegen dem zugrunde. Dieser Beitrag versucht, Einflussfaktoren der Altersarmut zu erforschen. Auf dieser Grundlage wird anschließend eine Projektion künftiger Altersarmut erstellt, wobei zwischen West- und Ostdeutschland unterschieden
wird.

Abstract
Noch vor wenigen Jahren galt der deutsche Arbeitsmarkt als verkrustet, starr und kaum in der Lage, angemessen auf sich verändernde Anforderungen der Wirtschaft und das Auf und Ab der konjunkturellen Entwicklung zu reagieren. Dies hat sich in den letzten Jahren deutlich geändert – auch durch die Arbeitsmarktreformen und intelligent eingesetzte Maßnahmen zur Vermeidung von Arbeitslosigkeit. Begünstigt wurde dieser Trend durch eine gute wirtschaftliche Entwicklung sowie durch die sich immer deutlicher zeigenden Folgen des demographischen Wandels.

Abstract
Die Staaten Mittel- und Osteuropas haben nach der Transformation umlagefinanzierte Rentenversicherungen nach westeuropäischem Vorbild errichtet. Zunehmende Finanzierungsprobleme aufgrund hoher Arbeitslosigkeit
und der sich abzeichnende demographische Wandel erzeugten das Bewusstsein eines Reformbedarfes, der in den meisten dieser Länder zur Einführung einer obligatorischen Privatvorsorge nach dem Kapitaldeckungsverfahren führte. Allerdings erwies sich dieser Weg als kostspielig, da neben dem Aufbau von Kapitalbeständen (in den neuen privaten Pensionsfonds) weiterhin die aktuellen Renten gezahlt werden müssen. Die Finanzkrise offenbarte die Krisenanfälligkeit kapitalgedeckter Systeme. Vor diesem Hintergrund werden derzeit insbesondere in
Polen und Ungarn die Reformen teilweise wieder zurückgenommen. In der Tschechischen Republik, deren Alterssicherung von der Finanzkrise verschont wurde, soll dagegen die Privatvorsorge stärker gefördert werden. Angesichts der Erfahrungen sollte jedoch der Aufbau kapitalgedeckter Vorsorgesysteme sehr behutsam erfolgen. Eine Schwächung der umlagefinanzierten Rentenversicherung ist nicht zu empfehlen.

Abstract
Die sich wieder erholende Wirtschaft und die sichtbar schrumpfende Arbeitslosigkeit zählen wohl zu den schönsten Weihnachtsgeschenken dieses Jahres. Glaubten wir noch zum Ende des Jahres 2009, dass erst zum Jahre 2012 oder 2013 wieder die wirtschaftliche Leistung des Jahres 2008 erreicht sein würde, so dürfen wir nun mit dem break even bereits im Frühjahr 2011 rechnen. Erst die Krise wegen des massiven Wirtschaftseinbruchs und danach der Aufschwung wegen der sich nun wieder manifestierenden Leistungsbilanzungleichgewichte im Euroraum haben das „Geschäftsmodell Deutschland“, also das Verbinden einer leistungsfähigen, exportorientierten Wirtschaft und eines im Vergleich zu anderen europäischen Ländern weniger schuldenbereiten Staates, in die Kritik gebracht. Wenig wird hingegen moniert, dass der aufgeblähte Finanzsektor in den vergangenen Jahren in erheblichem Maße gesamtwirtschaftliche Gewinne auf sich gelenkt und in seinem Bereich für eine beachtliche Lohnexpansion gesorgt hat. Im „Kampf um Talente“ ist die Realwirtschaft dann dort benachteiligt, wo der Finanzsektor besonders stark vertreten ist. Dessen scheinbare Wettbewerbskraft erscheint heute als Folge massiver Marktunvollkommenheiten, nämlich des Nutzens faktischer, aber impliziter Staatsgarantien in der Zeit vor der Krise. Auch die so genannte Systemik ist nichts anderes als die Kehrseite wettbewerbsreduzierender Interdependenzen.

Abstract
Seit der Gründung der Europäischen Wirtschafts- und Währungsunion hat sich am Problem der hohen Arbeitslosigkeit in der Eurozone wenig geändert. Der überwiegenden Sichtweise zufolge ist dies vor allem auf dysfunktionale Arbeitsmärkte zurückzuführen. In diesem Beitrag gehen wir der Frage nach, welche Änderungen sich ergeben können, wenn Gewerkschaften und Zentralbank in einem Klima der Unsicherheit zwischen verschiedenen Optionen wählen können. Das wahrscheinlichste Ergebnis im einstufigen Spiel ist eine hohe Arbeitslosenquote. Bei einer Wiederholung des Spiels können sich die Ergebnisse deutlich ändern. Dies wird allerdings dann unwahrscheinlich, wenn die Zentralbank ein außerordentlich hohes Gewicht auf Preisstabilität legt. Zweitens erfordert ein Vollbeschäftigungs-Gleichgewicht ein Mindestmaß an Kooperationsbereitschaft bzw. Koordinierungspotential auf Seiten der Gewerkschaften.

Ausbau der kommunalen Tourismus-Infrastruktur in Sachsen: Positive Effekte in Urlaubsorten mit Tradition, Chancen für Newcomer sind begrenzt

Abstract
In vielen ostdeutschen Kommunen werden vor dem Hintergrund des Zusammenbruchs alter Industrien und der noch immer hohen Arbeitslosigkeit große Hoffnungen in die Möglichkeit gesetzt, den Tourismussektor als Motor für die lokale wirtschaftliche Entwicklung zu nutzen. Demgemäß wurden und werden von zahlreichen ostdeutschen Kommunen Investitionen in die Tourismus-Infrastruktur durchgeführt, um die Attraktivität der Orte für den Fremdenverkehr zu steigern und die Beschäftigung im Gastgewerbe zu erhöhen. Bund und Länder unterstützen diese kommunalen Investitionen nicht zuletzt über Zuschüsse für den Infrastrukturausbau im Rahmen der „Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur“ („GA-Infra-Förderung“). Der Beitrag untersucht am Beispiel der GA-InfraFörderung in Sachsen die Frage, ob bislang wenig touristisch orientierte Kommunen eine Chance haben, sich mit Hilfe des Ausbaus ihrer Infrastruktur zu relevanten touristischen Destinationen zu entwickeln, oder ob die positiven Effekte von infrastrukturellen Maßnahmen vor allem an den „klassischen“ Tourismusorten anfallen.
Im Theorieteil des Beitrags werden die Faktoren herausgearbeitet, die für die erfolgreiche touristische Entwicklung einer Kommune von Bedeutung sind. Es wird gezeigt, dass hierbei Lokalisations- und Urbanisationseffekte und mithin lokale Pfadabhängigkeiten eine große Rolle spielen. Dies spricht dafür, dass sich die lokale Tourismuswirtschaft allein durch Investitionen in die Infrastruktur nicht positiv entwickeln kann. Diese Vermutung wird durch die empirischen Ergebnisse weitgehend bestätigt, die auf einer ökonometrischen Schätzung sowie ergänzenden Befragungen beruhen. Dabei erfolgt eine Differenzierung zwischen den sächsischen Kommunen gemäß ihrer bisherigen Nähe zum Tourismus. Es zeigt sich auch, dass „Newcomer“-Kommunen nur dann eine Chance haben, wenn sie in massivem Umfang größere Infrastrukturprojekte realisiert haben. Für die Förderpolitik des Staates gegenüber den Kommunen folgt daraus, die Mittel gemäß dem Motto „Stärken stärken“ zukünftig noch stärker räumlich zu konzentrieren – auf die traditionellen Destinationen oder auf besonders erfolgversprechende Großprojekte.

German Economy Recovers Surprisingly Quickly from Last Year’s Recession

Abstract
Die deutsche Konjunktur erholt sich schneller von der weltweiten Finanz- und Wirtschaftskrise als weithin erwartet. Im laufenden Jahr dürfte das reale Bruttoinlandsprodukt um 3,5% steigen, im kommenden um 2%. Die Arbeitslosigkeit wird wohl weiter sinken. Das Budgetdefizit des Gesamthaushaltes wird voraussichtlich bereits im Jahr 2011 wieder unter der 3%-Marke des Stabilitäts- und Wachstumspakts liegen – vorausgesetzt, dass die Bundes-regierung die beschlossenen Konsolidierungsmaßnahmen auch tatsächlich umsetzt.
Die Dynamik in den Schwellenländern ist der erste von drei Faktoren, die für den kräftigen Aufschwung in Deutschland von Bedeutung sind. So profitiert die deutsche Wirtschaft mit ihrer Spezialisierung auf Investitionsgüter in hohem Maße vom Produktionsanstieg in den Schwellenländern.
Zweitens sorgt die starke Arbeitsnachfrage der Unternehmen für steigende Be-schäfti¬gung und Einkommen der privaten Haushalte. Diese erhöhte Nachfrage ist nicht allein Reflex der guten Konjunktur, sondern auch Konsequenz der seit Jahren andauernden Lohnzurückhaltung, in deren Folge sich das Verhältnis von realen Arbeitskosten zu Arbeitsproduktivität deutlich verringert hat.
Drittens begünstigt die expansive Geldpolitik angesichts der vergleichsweise geringen Verschuldung von Unternehmen und Haushalten in Deutschland früher und stärker Investitionen und Konsum als in anderen fortgeschrittenen Volks-wirtschaften. Gleichzeitig hat sich die Situation auf den Finanzmärkten erneut etwas entspannt.

Ostdeutsche Wirtschaft im Jahr 2010: Krise durchstanden – Strukturelle Schwächen bremsen wirtschaftliche Erholung

Abstract
Die globale Wirtschafts- und Finanzkrise hat tief in der ostdeutschen Wirtschaft eingeschlagen. Die Unternehmen haben zwar ihre Stellung im Wettbewerb mit Anbietern aus den Alten Bundesländern trotz vorübergehend kräftig gestiegener Kosten halten können. Die Produktion ist aber vom Höhepunkt vor der Krise bis zum Tiefstand Anfang 2009 mit −5,8% ähnlich stark wie in Westdeutschland eingebrochen (−6,4%). Seit Mitte 2009 erholt sich die Wirtschaft allmählich. Vor allem die Industrie, die der Krise außerhalb des Finanzsektors am stärksten ausgesetzt war, hat infolge der konjunkturellen Belebung auf den Auslandsmärkten wieder Fahrt aufgenommen. Die Übertragung dieser Impulse auf die Gesamtwirtschaft wird jedoch infolge der geringeren Exportorientierung und des unterdurchschnittlichen Industrialisierungsgrades in Ostdeutschland abgebremst, sodass die Wirtschaft 2010 im Wachstumstempo der Produktion hinter Westdeutschland zurückbleibt. Die Erholung greift seit dem Frühjahr auf den gesamten Unternehmenssektor, darunter insbesondere auf die produktionsnahen Dienstleister, über. Das Baugewerbe profitiert von den zur Verbesserung der Infrastruktur aufgelegten konjunkturstützenden Maßnahmen. Dagegen bleiben die konsumnahen Zweige infolge des Verbrauchsrückgangs einer weiterhin sinkenden Einwohnerzahl in der Erholung zurück. Insgesamt wird das Bruttoinlandsprodukt in diesem Jahr um 1,5% steigen und damit Ende des Jahres noch um 2,3% unter dem Stand im konjunkturellen Höhepunkt des vergangenen Aufschwungs bleiben. Gemessen an der Stärke des Produktionseinbruchs erwies sich der ostdeutsche Arbeitsmarkt in der Krise als bemerkenswert robust. Allerdings entwickelte sich die Beschäftigung ungünstiger als in Westdeutschland. Während in der Industrie Personal in vergleichbarer Größenordnung wie im Westen abgebaut wurde, konnten im Osten die Beschäftigungsverluste nicht durch Einstellungen im Dienstleistungssektor ausgeglichen werden. In diesem Jahr stabilisiert sich die Beschäftigung in beiden Landesteilen in etwa; die Arbeitslosigkeit sinkt in Ostdeutschland aus demographischen Gründen weiter. Für die Erholung bilden bislang weder das Produktionspotenzial noch die Finanzierung der wirtschaftlichen Aktivitäten einen Engpass. Die Finanzinstitute haben im Osten anders als im Westen ihre Kreditvergabe im Krisenjahr deutlich erhöht. Die Privatbanken haben dabei Boden gutgemacht. Der Produktionsapparat ist bis zum Ausbruch der Krise durch kräftige Investitionen weiter gewachsen. In der Krise ist sowohl seine Auslastung als auch die Auslastung der personellen Ressourcen gesunken. Der Auslastungsgrad des Erwerbspersonenpotenzials ist allerdings demographisch bedingt gestiegen; dies weist auf schwindende Arbeitskräftereserven und damit auf Engpässe in der Zukunft hin. Mit der Erholung der wirtschaftlichen Aktivität wird sich das Ungleichgewicht zwischen Produktion und Nachfrage in Ostdeutschland wieder verringern; in der Krise war der zuvor beobachtete Abbau des Leistungsbilanzdefizits vorübergehend unterbrochen worden. Zwar steigen die Anlageinvestitionen, jedoch sinkt der private Konsum im Jahr 2010 trotz weiterhin stabilisierender steuerund beitragsfinanzierter Einkommen deutlich. Nach der Krise nehmen in Ost- wie Westdeutschland Produktion und Einkommen pro Kopf wieder zu und damit der daran gemessene Wohlstand der Einwohner. Das schwächere Produktionswachstum im Osten bremst jedoch die weitere Annäherung. Gegenüber dem Westen bleibt der Rückstand des Ostens mit knapp einem Viertel bei der Produktivität und fast 30% bei der Produktion je Einwohner bestehen.
