Abstract
This study analyzes the relationship between the specialization of a region in certain industries and the efficiency of the region in generating new knowledge. The efficiency measure is constructed by relating regional R&D input and output. An inversely u-shaped relationship is found between regional specialization and R&D efficiency, indicating the presence of externalities of both Marshall and Jacobs’ type. Further factors influencing efficiency are externalities resulting from high R&D intensity of the local private sector as well as knowledge from local public research institutions. The impact of both the specialization and the additional factors is, however, different for regions at different efficiency levels.

Abstract
Das Polyzystische Ovarialsyndrom (PCOS) ist mit einer Krankheitshäufigkeit von 4–12 % die häufigste endokrine Erkrankung der Frau im reproduktiven Alter. Neben dem unerfüllten Kinderwunsch stellt es ein hohes Risiko für metabolische (stoffwechselbedingte) und kardiovaskuläre (Herz und Blutgefäße betreffende) Erkrankungen dar. Die Studie stellt die ersten Ergebnisse der Behandlung des PCOS mit dem oralen Antidiabetikum Metformin in einer Vierjahres-Analyse dar und versucht Kriterien für den Einsatz des Arzneistoffes zu definieren.

Abstract
Innovation processes are characterized by a pronounced division of labor between actors. Two types of externality may arise from such interactions. On the one hand, a close location of actors affiliated to the same industry may stimulate innovation (MAR externalities). On the other hand, new ideas may be born by the exchange of heterogeneous and complementary knowledge between actors, which belong to different industries (Jacobs’ externalities). We test the impact of both MAR as well as Jacobs’ externalities on innovative performance at the regional level. The results suggest an inverted u-shaped relationship between regional specialization in certain industries and innovative performance. Further key determinants of the regional innovative performance are private sector R&D and university-industry collaboration.

Abstract
We assess the efficiency of regional innovation systems (RIS) in Germany by means of a knowledge production function. This function relates private sector research and development (R&D) activity in a region to the number of inventions that have been registered by residents of that region. Different measures and estimation approaches lead to rather similar assessments. We find that both spillovers within the private sector as well as from universities and other public research institutions have a positive effect on the efficiency of private sector R&D in the respective region. It is not the mere presence and size of public research institutions, but rather the intensity of interactions between private and public sector R&D that leads to high RIS efficiency. We find that relationship between the diversity of a regions’ industry structure and the efficiency of its innovation system is inversely u-shaped. Regions dominated by large establishments tend to be less efficient than regions with a lower average establishment size.

Abstract
Wir messen die Effizienz der regionalen Innovationssysteme (RIS) in Deutschland anhand einer Wissensproduktionsfunktion. Diese Funktion stellt einen Zusammenhang zwischen der Anzahl der von den Einwohnern einer Region angemeldeten Patente und der Anzahl der FuE-Beschäftigten im Privatsektor in der Region. Zwei alternative Methoden zur empirischen Berechnung der Wissensproduktionsfunktion werden vorgestellt. In einem ersten Ansatz nehmen wir an, dass sich Unterschiede der Produktivität der FuE-Beschäftigten in der Steigung der Wissensproduktionsfunktion und somit in der Grenzproduktivität der FuE-Aktivitäten niederschlagen. Ein zweiter Ansatz bestimmte die Durchschnittsproduktivität der FuE-Beschäftigten mittels einer stochastischen Frontier-Wissensproduktionsfunktion. Wir vergleichen die Resultate beider Ansätze und diskutieren kritische Fragen hinsichtlich der Verteilungscharakteristika der technischen Effizienz von Regionen, der adäquaten Größe regionaler Innovationssysteme sowie der Präsenz und der Effekte räumlicher Interdependenzen zwischen den Regionen (räumlicher Autokorrelation).

Abstract
Wir untersuchen die Bedeutung verschiedener Inputs, insbesondere verschiedener Wissensquellen, für den regionalen Output an Erfindungen (Patente) mithilfe einer Wissensproduktionsfunktion. Als Wissensquellen werden die FuE-Beschäftigte im Privatsektor, die Größe der Universitäten und Fachhochschulen sowie das Volumen der von ihnen aus verschiedenen Quellen eingeworbenen Drittmittel berücksichtigt. Die Bedeutung dieser Wissensquellen wurde systematisch auf der Ebene der westdeutschen Kreise getestet, wobei Informationen sowohl über den jeweiligen Kreis als auch über die Nachbarkreise einbezogen wurden. Es stellt sich heraus, dass von der Qualität der in den Universitäten und Fachhochschulen betriebenen Forschung ein signifikanter Einfluss auf die regionale Innovationstätigkeit ausgeht. Die reine Größe der Universitäten und Fachhochschulen in der Region hat hingegen keinen Einfluss. Darüber hinaus ermitteln wir Unterschiede nach Herkunft von Drittmitteln sowie Unterschiede in der Bedeutung verschiedener Fachdisziplinen für regionale Innovationsaktivitäten. Wissensspillover sind im Wesentlichen auf die angrenzenden Kreise begrenzt.

A glimpse on sectoral convergence of productivity levels

Abstract
This paper examines the presence of sectoral convergence of labor productivity between 14 OECD countries. Using the OECD International Sectoral Data Base (ISDB), the paper looks at the developments within 12 distinct sectors during the period 1970-1995. The change of the coefficients of variance suggests that there is strong sectoral convergence within most service sectors while the evidence of convergence for Manufacturing as well as for Communication is rather weak. These findings are in line with most studies undertaken on this subject so far. It is concluded that economic theories at hand to explain growth and convergence (or divergence respectively) are of different importance for the sectors concerned. While models of the New Growth Theory seemed to be useful to explain growth mechanisms within Manufacturing and Communication, traditional models seemed to apply to most other sectors.
