Investitionen in Köpfe stärker in den Fokus rücken – Stellungnahme zu den Neuregelungsplänen der GRW-Förderung in Sachsen-Anhalt
Die wirtschaftliche Lücke zu den westdeutschen Ländern kann in Sachsen-Anhalt nur verringert werden, wenn die Förderstrategie von Sachkapitalinvestitionen auf Investitionen in Köpfe umschwenkt. Für mehr Effizienz kommt es nun auf Innovationen an – und diese hängen vor allem von der Kreativität und der Qualifikation der Menschen im Land ab.

Abstract
Für das Jahr 2016 prognostiziert das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) einen Anstieg des ostdeutschen Bruttoinlandsprodukts um 1,7% (Deutschland insgesamt: 1,8%). Maßgeblicher Treiber ist wie in Deutschland insgesamt die Binnennachfrage. Insbesondere profitiert die Wirtschaft von der hohen Dynamik des Dienstleistungssektors in Berlin. Der Zuwachs in den ostdeutschen Flächenländern bleibt dagegen mit 1,3% wieder hinter dem in Westdeutschland zurück. Um wirtschaftlich aufzuholen, sollten Bildung und Forschung im Mittelpunkt der Wachstumspolitik stehen; mit traditioneller Förderpolitik lassen sich keine weiteren Aufholerfolge mehr erzielen.

Abstract
Die Bedeutung der lokalisierten verbundenen Vielfalt für die internationale Diversifizierung von Unternehmenstechnik.
Die Internationalisierung der Forschung und Entwicklung hat sich in den letzten Jahren erheblich verstärkt. In diesem Beitrag analysieren wir die Determinanten der räumlichen Verteilung von ausländischen Technikaktivitäten in 96 deutschen Regionen. Zur Identifizierung ausländischer Technikaktivitäten wird das Konzept des grenzübergreifenden Eigentums auf Patentanträge angewandt. Die wichtigste Prämisse lautet, dass Regionen mit einer höheren verbundenen Vielfalt von Technikaktivitäten zwischen den einzelnen Sektoren mehr ausländische Technikaktivitäten anziehen. Aus den Schätzungen geht hervor, dass dies auf Regionen zutrifft, die sich durch ein hohes Maß an genereller technischer Stärke auszeichnen. Dies lässt darauf schließen, dass verbundene Vielfalt die technische Diversifizierung von ausländischen Unternehmen in Regionen an der Spitze der geografischen Hierarchie begünstigt.

Abstract
Der Staat fragt Produkte und Dienstleistungen mit ganz unterschiedlichem technologischen Niveau nach – von Büroklammern bis zu Forschungssatelliten. Dieser Beitrag zeigt zunächst in einem theoretischen Modell, dass der Staat durch die technologische Intensität seiner Nachfrage den Markt für technologieintensive Produkte und Dienstleistungen erweitern kann. Denn eine stärkere staatliche Nachfrage nach innovativen Produkten und Dienstleistungen erlaubt es privaten Unternehmen, die überwiegend fixen Kosten für Forschung und Entwicklung auf größere Absatzmengen umzulegen, lässt die privaten Erträge aus Forschung und Entwicklung ansteigen und generiert somit zusätzliche Anreize, in die Entwicklung neuer Technologien zu investieren. Anhand von Daten aus den USA wird auch empirisch belegt, dass eine – budgetneutrale – Erhöhung der technologischen Intensität der staatlichen Nachfrage die privaten FuE-Ausgaben erhöht. Damit rückt die staatliche Nachfrage erneut in die Diskussion über mögliche Instrumente einer effektiven Wirtschafts- und Innovationspolitik.

Arbeitslosigkeit des Vaters spornt Mädchen zu Bildungsaufstieg an
Arbeitslosigkeit vererbt sich nicht nur vom Vater auf den Sohn, sondern auch auf die Tochter. Kinder arbeitsloser Väter investieren zudem weniger in Bildung. Doch während bei den Söhnen vor allem indirekte Faktoren wie das gemeinsame Umfeld eine negative Rolle spielen, werden die Töchter zusätzlich auch direkt durch väterliche Arbeitslosigkeit beeinflusst. Eine neue Studie des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH) zeigt: War der Vater arbeitslos, ist zwar auch bei der Tochter die Wahrscheinlichkeit künftiger Arbeitslosigkeit höher. Gleichzeitig existiert bei ihnen aber eine Gegenbewegung: Ihre Investitionen in Bildung steigen.

Abstract
Nahezu alle entwickelten Volkswirtschaften haben Programme zur Förderung von Forschung und Entwicklung (FuE) eingeführt. Allerdings ist sehr wenig darüber bekannt, welche Programme eigentlich genau zur Anwendung kommen, welche finanziellen Mittel dafür aufgebracht werden und ob die Programme in der Art und Weise wirken, wie sie ursprünglich intendiert waren. Evaluationsstudien, die auf kausalen Untersuchungsdesigns basieren, können einen wertvollen Beitrag zur Beantwortung der Frage leisten, ob ein Programm tatsächlich Wirkungen entfaltet und welcher der verschiedenen Ansätze am erfolgversprechendsten ist.

Abstract
Die Abteilung Strukturwandel und Produktivität des IWH veranstaltete am 17. und 18. Juli 2015 einen Workshop zum Thema „Firm Exit and Job Displacement“. Dabei trafen sich hochkarätige Forscher (u. a. von der University of California Berkeley und der Harvard University) aus zahlreichen Ländern, um aktuelle Arbeiten zu Themen wie Unternehmenswachstum und Beschäftigungsstabilität zu diskutieren. Kernthema des Workshops war jedoch die aktuelle Forschung zu den Folgen unfreiwilliger Arbeitsplatzverluste (job displacement).
