Determinants of Knowledge Exchange Between Foreign and Domestic Enterprises in European Post-transition Economies

Abstract
The aim of this paper is to contribute to the literature on internationalised research and development by investigating determinants of knowledge and technology transfer between foreign subsidiaries and the local economy in European post-transition economies. This inquiry leads to a better understanding of determinants that influence this knowledge and technology exchange. Applying a logit model, we find that, in particular, the foreign subsidiary’s corporate governance structure, its embeddedness in the multinational enterprise’s internal knowledge base, its own technological capacity, the growth of the regional knowledge stock and the regional sectoral diversification are all positively associated with the transfer of knowledge. Subsidiaries’ investment motives and the relative weight of the sector of investment in the region’s economy appear to be of less importance. The analysis focuses on European post-transition economies, using the example of five selected Central Eastern European countries and East Germany. We exploit a unique dataset, the IWH FDI Micro database, which contains information on one thousand two hundred forty-five foreign subsidiaries in this region.

Micro-Based Evidence of EU Competitiveness: The CompNet Database

Abstract
Drawing from confidential firm-level balance sheets in 11 European countries, the paper presents a novel sectoral database of comparable productivity indicators built by members of the Competitiveness Research Network (CompNet) using a newly developed research infrastructure. Beyond aggregate information available from industry statistics of Eurostat or EU KLEMS, the paper provides information on the distribution of firms across several dimensions related to competitiveness, e.g. productivity and size. The database comprises so far 11 countries, with information for 58 sectors over the period 1995-2011. The paper documents the development of the new research infrastructure, describes the database, and shows some preliminary results. Among them, it shows that there is large heterogeneity in terms of firm productivity or size within narrowly defined industries in all countries. Productivity, and above all, size distribution are very skewed across countries, with a thick left-tail of low productive firms. Moreover, firms at both ends of the distribution show very different dynamics in terms of productivity and unit labour costs. Within-sector heterogeneity and productivity dispersion are positively correlated to aggregate productivity given the possibility of reallocating resources from less to more productive firms. To this extent, we show how allocative efficiency varies across countries, and more interestingly, over different periods of time. Finally, we apply the new database to illustrate the importance of productivity dispersion to explain aggregate trade results.

Technological Activities in CEE Countries: A Patent Analysis for the Period 1980-2009

Abstract
The aim of this paper is to analyze the technological activities of Central and Eastern European (CEE) economies and to compare them with the technological activities of other world regions. Using data from the EPO World Wide Statistical Database for the period 1980-2009 the analysis is based on counts of priority patent applications over time. In terms of priority patent applications, CEE reduced its technological activities drastically in absolute and per capita terms after 1990. The level of priority patent applications in this world region maintained more recently a stable level below the performance of EU15, South EU and the former USSR. In what concerns technological specialization, the results suggest a division of labor in technological activities among world regions where Europe, Latin America and the former USSR are mainly specializing in sectors losing technological dynamism in the global patent activities (Chemicals and/or Mechanical Engineering) while North America, the Middle East (especially Israel) and Asia Pacific are increasingly specializing in Electrical Engineering, a sector with strong technological opportunities.

Abstract
With the integration of post-communist countries into the European and global economy
after 1990, there was strong research interest into the role of multinational enterprises
(MNEs) for economic restructuring and technological catching-up. Most of the existing
empirical studies on locational determinants of FDI and host country effects did not take
account of East Germany. This might be for different reasons: Firstly, theoretical and
empirical difficulties derive from the fact that East Germany followed a distinct transition
pattern as it became a region subsumed in a larger and more mature economy. Secondly,
East Germany received private investment from foreign as well as West German firms. Only
the first can be considered as a foreign direct investment (FDI). Finally, there had long been
a lack of micro data to adequately analyse the activities of corresponding firms from a
production as well as technological perspective.

Abstract
The aim of this paper is to contribute to the literature by investigating the determinants of R&D co-operation between MNEs’ foreign subsidiaries and enterprises in the region of location, thereby leading to a better understanding which firm- and region-specific factors influence this co-operation behavior. Applying a logit model, this paper investigates which firm- and region-specific determinants influence technological cooperation between foreign subsidiaries and suppliers, customers, and research institutions in the region of location. Results suggest that especially the foreign subsidiary’s mandate in terms of R&D, its internal technological embeddedness, its technological capability but also the regional knowledge stock are positively associated with these co-operations. The analysis focuses on post-transition economies, using the example of five selected CEE countries and East Germany. We exploit a unique dataset - the IWH FDI Micro database - which holds information on 1,245 foreign subsidiaries in this region.

Abstract
Empirical evidence on the evolution of innovation networks within high-tech industries is still scant. We investigate network formation processes by analyzing the timing of firms to enter R&D cooperations, using data on laser source manufacturers in Germany, 1990-2010. Network measures are constructed from a unique industry database that allows us to track both the formation and the termination of ties. Regression results reveal that a firm's knowledge endowment (and cooperation experience) shortens the duration to first (and consecutive) cooperation events. The previous occupation of strategic network positions is closely related to the establishment of further R&D cooperations at a swift pace. Geographic co-location produces mixed results in our analysis.

Abstract
The view that small businesses create the most jobs remains appealing to policymakers and small business advocates. Using data from the Census Bureau's Business Dynamics Statistics and Longitudinal Business Database, we explore the many issues at the core of this ongoing debate. We find that the relationship between firm size and employment growth is sensitive to these issues. However, our main finding is that once we control for firm age, there is no systematic relationship between firm size and growth. Our findings highlight the important role of business start-ups and young businesses in U.S. job creation.

Abstract
In dieser Schwerpunktstudie wird die Internationalisierung von Forschung und Entwicklung (FuE) aus deutscher Perspektive untersucht. Aktuelle Trends wurden auf Basis der internationalen FuE-Statistik identifiziert. Darüber hinaus werden patentbasierte Indikatoren berechnet, die vor allen Dingen zu den Technologiefeldern der erfinderischen Aktivitäten deutscher Unternehmen im Ausland neue Erkenntnisse liefern. Eine mikroökonometrische Analyse gibt Aufschluss über die relevanten Standortfaktoren für ausländische FuE in Deutschland und der EU27. Zusätzlich wurden neue Befragungsdaten zu FuE deutscher Unternehmen an „neuen Standorten“ in Ost- und Mitteleuropa analysiert. Abschließend wurden an Hand eines Datensatzes europäischer multinationaler Unternehmen sowie der Fallstudie eines deutschen Konzerns strategische Faktoren und Managementpraktiken identifiziert, welche den Wissenstransferin multinationalen Unternehmen beeinflussen.

Abstract
Obwohl es sich grundsätzlich um kein neues Phänomenhandelt, so hat in den letzten beiden Jahrzehnten die Internationalisierung von Forschungund Entwicklung (FuE) deutlich zugenommen. So zeigen z. B. Untersuchungen der OECD, dass die FuE-Ausgaben ausländischer Tochterunternehmen in der Periode zwischen 1995 und2003 doppelt so schnell angestiegen sind wie ihr Umsatz oder die aggregierten Importe des Gastlandes. Dies deutet darauf hin, dass FuE zu den dynamischen Elementen der Globalisierung gehört. Allerdings steht der Grad der FuE-Internationalisierung dem der Produktion oft noch nach, wenn man zumindest unterschiedliche Bereiche des Verarbeitenden Gewerbes in EU und OECD-Ländern betrachtet.

Abstract
Die Untersuchung der Internationalisierung von Forschung und Entwicklung (FuE) kann gegenüber der Verwendung der FuE-Statistik mit der Analyse von Patentindikatoren ergänzt werden. Ein Vorteil gegenüber der internationalen FuE-Statistik liegt dabei in der Möglichkeit zur Unterscheidung nach technologischen Feldern sowie in der Regionalisierung der Forschungs- bzw. Erfinderaktivitäten auf verschiedenen Ebenen. Insbesondere im Falle der Betrachtung von FuE deutscher Unternehmen im Ausland stehen nur eingeschränkt Daten aus der FuE-Statistik zur Verfügung. So fehlen konsistente Daten zu den Zielländern und den Ziel-branchen der FuE deutscher Unternehmen im Ausland. Daher bieten patentbasierte Indikatoren eine neue und komplementäre Datenquelle, um die FuE-Internationalisierung Deutschlands im Zeitverlauf detailliert zu analysieren.
