Die Bedeutung der lokalisierten verbundenen Vielfalt für die internationale Diversifizierung von Unternehmenstechnik.
Die Internationalisierung der Forschung und Entwicklung hat sich in den letzten Jahren erheblich verstärkt. In diesem Beitrag analysieren wir die Determinanten der räumlichen Verteilung von ausländischen Technikaktivitäten in 96 deutschen Regionen. Zur Identifizierung ausländischer Technikaktivitäten wird das Konzept des grenzübergreifenden Eigentums auf Patentanträge angewandt. Die wichtigste Prämisse lautet, dass Regionen mit einer höheren verbundenen Vielfalt von Technikaktivitäten zwischen den einzelnen Sektoren mehr ausländische Technikaktivitäten anziehen. Aus den Schätzungen geht hervor, dass dies auf Regionen zutrifft, die sich durch ein hohes Maß an genereller technischer Stärke auszeichnen. Dies lässt darauf schließen, dass verbundene Vielfalt die technische Diversifizierung von ausländischen Unternehmen in Regionen an der Spitze der geografischen Hierarchie begünstigt.

Is the 'Central German Metropolitan Region' Spatially Integrated? An Empirical Assessment of Commuting Relations

Abstract
The 'Central German Metropolitan Region' is a network of cities and their surroundings, located in the three East-German states of Saxony, Saxony-Anhalt and Thuringia. It was founded to bring the bundled strengths of these cities into an inter-municipal cooperation, for making use of the possible advantages of a polycentric region. As theory claims, a precondition for gains from polycentricity is spatial integration of the region. In particular, markets for high skilled labour should be integrated. To assess how this precondition is fulfilled in Central Germany, in the framework of a doubly constrained gravity model the commuting relations between the functional regions of the (until 2013) 11 core cities of the network are analysed. In particular for higher educated employees, the results display that commuting relations are determined not only by distance, but also by the state borders that cross the area.

A Market-based Indicator of Currency Risk: Evidence from American Depositary Receipts

Abstract
We introduce a novel currency risk measure based on American Depositary Receipts(ADRs). Using a multifactor pricing model, we exploit ADR investors’ exposure to potential devaluation losses to derive an indicator of currency risk. Using weekly data for a sample of 831 ADRs located in 23 emerging markets over the 1994-2014 period, we find that a deterioration in the fiscal and current account balance, as well as higher inflation, increases currency risk. Interaction models reveal that these macroeconomic fundamentals drive currency risk, particularly in countries with managed exchange rates, low levels of foreign exchange reserves and a poor sovereign credit rating.

Abstract
It has been frequently argued that a firm’s location in the core of an industry’s innovation network improves its ability to access information and absorb technological knowledge. The literature has still widely neglected the role of peripheral network positions for innovation processes. In addition to this, little is known about the determinants affecting a peripheral actors’ ability to reach the core. To shed some light on these issues, we have employed a unique longitudinal dataset encompassing the entire population of German laser source manufacturers (LSMs) and laser-related public research organizations (PROs) over a period of more than two decades. The aim of our paper is threefold. First, we analyze the emergence of core–periphery (CP) patterns in the German laser industry. Then, we explore the paths on which LSMs and PROs move from isolated positions toward the core. Finally, we employ non-parametric event history techniques to analyze the extent to which organizational and geographical determinates affect the propensity and timing of network core entries. Our results indicate the emergence and solidification of CP patterns at the overall network level. We also found that the paths on which organizations traverse through the network are characterized by high levels of heterogeneity and volatility. The transition from peripheral to core positions is impacted by organizational characteristics, while an organization’s geographical location does not play a significant role.

Abstract
German Fiscal Federalism is characterized by a high degree of fiscal equalization which lowers the efficiency of local tax administration. Currently, a reform of the fiscal equalization scheme is on the political agenda. One option is to grant federal states the right to raise surtaxes on statutory tax rates set by the central government in order to reduce the equalization rate. In such an environment, especially those federal states with lower economic performance would have to raise comparatively high surtaxes. With capital mobility, this could further lower economic performance and thus tax revenues. Although statutory tax rates are so far identical across German federal states, corporate tax burden differs for several reasons. This paper tries to identify the impact of such differences on firm location. As can be shown, effective corporate taxation did seemingly not have a significant impact on firm location across German federal states.

Abstract
We apply a network perspective and study the emergence of core-periphery (CP) structures in innovation networks to shed some light on the relationship between isolation and innovation. It has been frequently argued that a firm’s location in a densely interconnected network area improves its ability to access information and absorb technological knowledge. This, in turn, enables a firm to generate new products and services at a higher rate compared to less integrated competitors. However, the importance of peripheral positions for innovation processes is still a widely neglected issue in literature. Isolation may provide unique conditions that induce innovations which otherwise may never have been invented. Such innovations have the potential to lay the ground for a firm’s pathway towards the network core, where the industry’s established technological knowledge is assumed to be located.
The aim of our paper is twofold. Firstly, we propose a new CP indicator and apply it to analyze the emergence of CP patterns in the German laser industry. We employ publicly funded Research and Development (R&D) cooperation project data over a period of more than two decades. Secondly, we explore the paths on which firms move from isolated positions towards the core (and vice versa). Our exploratory results open up a number of new research questions at the intersection between geography, economics and network research.

Abstract
Previous research indicates that firm innovativeness can either be determined by a firm’s position within the network dimension or by its position within the geographical dimension. Integrative studies addressing both distinct and combined proximity effects remains rare (cf. Whittington et al. 2009). Thus, we address in this Chapter the following research question: Are firm-level innovation outcomes positively or negatively related to network positioning effects, geographical co-location effects or combined proximity effects; and if the latter case is true, are the combined effects substitutional or complementary in nature? Panel data count models with fixed and random effects were used to analyze a firm’s innovative performance as measured by patent application counts. This last empirical analysis is organized as follows: We start with a short introduction in Sect. 12.1. Next, we provide a brief discussion of theoretical background in Sect. 12.2. In Sect. 12.3 we introduce our conceptual framework and derive our hypotheses. In Sect. 12.4 we introduce the data and methods used. Next, we outline the estimation strategy and report our empirical results in Sect. 12.5. Finally, we discuss our findings and conclude with a number of critical remarks in Sect. 12.6.

Multinationale Unternehmen investieren im Ausland, um von standortspezifischen Vorteilen zu profitieren und ihre eigene Wettbewerbsfähigkeit zu verbesser. Gleichzeitig tragen sie zu einer Steigerung der Produktivität und einem wirtschaftlichen Aufholprozess am ausländischen Standort bei. Sie fungieren in diesem Sinne als Treiber für technologische und wirtschaftliche Entwicklung. Das Ziel der Dissertation ist es, einen Beitrag zur aktuellen Forschung zu leisten, indem untersucht wird, durch welche Determinanten ausländische Investoren bei der Standortwahl in den europäischen Post-Transformationsregionen beeinflusst werden, welche Motive sie bei ihrer Investition verfolgen, wie sie die Qualität der Standortfaktoren vor Ort beurteilen und unter welchen Bedingungen ein Austausch von Wissen und Technologie zwischen den ausländischen Tochterunternehmen und den Akteuren der einheimischen Wirtschaft stattfindet.

Abstract
Since the 1990s, local governments in Central and Eastern European (CEE) countries have been confronted by completely new structures and developments. This came after more than 40 years (or even longer in the case of the former Soviet Union) under a socialist regime and behind an iron curtain which isolated them from the non-socialist world. A lack of resources had led to an underinvestment in the refurbishment of older buildings, while relatively cheap ‘prefabricated’ housing had been built, not only in the outskirts of cities, but also within city centres. A lack of resources had also resulted in the fact that the socialist regimes were generally unable to replace old buildings with ‘modern’ ones; hence, there is a very rich heritage of historical monuments in many of these cities today. The centrally planned economies and the development of urban structures (including the shifts of population between cities and regions) were determined by ideology, political rationality and the integration of all CEE countries into the production schemes of the Council for Mutual Economic Assistance and its division of labour by location. The sudden introduction of a market economy, private property, democratic rules, local autonomy for cities and municipalities and access to the global economy and society may be seen as a kind of ‘natural experiment’. How would these new conditions shape the national systems of cities and municipalities? Which cities would shrink and which would grow? How would the relationship between core cities and their surrounding municipalities develop? And what would happen within these cities and with their built environment?

The Regional Distribution of Foreign Investment in Russia: Are Russians more Appealing to Multinationals as Consumers or as Natural Resource Holders?

Abstract
This article conducts a plant-level study of the factors affecting foreign direct investment (FDI) inflow to a large opening economy endowed with specific factor advantages. We conclude that the distribution of FDI in Russian regions depends on market access and can be most notably described by the knowledge-capital framework. Factor endowments built by natural resources are more successful in explaining the location decisions of export–platform affiliates. The impact of natural resources depends on how the availability of these resources is measured. The results reject the crowding out effects of resource FDI and prove co-location mode, when service investments are attracted to resource-rich regions. Labour cost advantages better explain the preferences of non-trading service affiliates.
