Determinants of Foreign Technological Activity in German Regions – A Count Model Analysis of Transnational Patents (1996-2009)

Abstract
This paper analyses the determinants of spatial distribution of foreign technological activity across 96 German regions (1996-2009). We identify foreign inventive activity by applying the ‘cross-border-ownership concept’ to transnational patent applications. The descriptive analysis shows that foreign technological activity more than doubled during the observation period with persistent spatial heterogeneity in Germany. Using a pooled count data model, we estimate the effect of various sources for externalities on the extent of foreign technological activity across regions. Our results show that foreign technological activity is attracted by technologically specialised sectors of regions. In contrast to existing findings this effect applies both to foreign as well as domestic sources of specialisation. We show that the relation between specialisation and foreign technological activity is non-linear and that it is influenced by sectoral heterogeneity. Externalities related to technological diversification attract foreign R&D only into ‘higher order’ regions.

Abstract
The number of aspiring entrepreneurs in high-tech industries who successfully complete the transition from a nascent start-up project towards an operational new venture is comparatively low in Germany. Since the mid-1990s, policy-makers have initiated numerous start-up competitions (SUCs or business plan competitions) to facilitate this important step in the venture creation process. SUCs have two key objectives. They are aimed at increasing start-up activity by motivating potential entrepreneurs, while they should also help to increase the likelihood of subsequent entrepreneurial success through providing necessary entrepreneurial skills to prospective entrepreneurs. With our explorative study, we provide the first comprehensive empirical evidence from a cross-sectional survey of existing SUCs in Germany. Overall, 71 SUCs are identified which are analysed regarding their development, regional distribution, and main structural characteristics. Finally, we outline an agenda of future research questions concerning the effectiveness and efficiency of SUCs as an instrument of entrepreneurship policy.

Abstract
In this paper we establish a direct link between the communist history, the resulting structure of social capital, and attitudes toward spatial mobility. We argue that the communist regime induced a specific social capital mix that discouraged geographic mobility even after its demise. Theoretically, we integrate two branches of the social capital literature into one more comprehensive framework distinguishing an open type and a closed type of social capital. Using the German Socio-Economic Panel (GSOEP) we take advantage of the natural experiment that separated Germany into two parts after the WWII to identify the causal effect of social capital on mobility. We estimate a three equation ordered probit model and provide strong empirical evidence for our theoretical propositions.

Establishment Exits in Germany: The Role of Size and Age

Abstract
Using comprehensive data for West Germany, this paper investigates the determinants of establishment exit. We find that between 1975 and 2006 the average exit rate has risen considerably. In order to test various “liabilities” of establishment survival identified in the literature, we analyzed the impact of establishment size and put a special focus on differences between young and mature establishments. Our empirical analysis shows that the mortality risk falls with establishment size, which confirms the liability of smallness. The probability of exit is substantially higher for young establishments which are not more than 5 years old, thus confirming the liability of newness. There also exists a liability of aging since exit rates first decline over time, reaching a minimum at ages 15–18, and then rise again somewhat. The determinants of exit differ substantially between young and mature establishments, suggesting that young establishments are more vulnerable in a number of ways.

Abstract
In this paper, we investigate regional differences in the gender pay gap both theoretically and empirically. Within a spatial model of monopsonistic competition, we show that more densely populated labour markets are more competitive and constrain employers’ ability to discriminate against women. Utilizing a large administrative data set for western Germany and a flexible semi-parametric propensity score matching approach, we find that the unexplained gender pay gap for young workers is substantially lower in large metropolitan than in rural areas. This regional gap in the gap of roughly 10 percentage points remained surprisingly constant over the entire observation period of 30 years.

Abstract
Im Verarbeitenden Gewerbe Ostdeutschlands setzt sich die Abkühlung des Geschäftsklimas auch im zweiten Quartal 2013 fort. Das zeigen die Ergebnisse der IWH-Industrieumfrage unter rund 300 Unternehmen. Die aktuelle Geschäftslage wird nochmals weniger gut als im Vorquartal eingeschätzt. Seit etwa einem Jahr hat sich die Lagebewertung stetig verschlechtert. Der Saldo entspricht derzeit dem langfristigen Mittel. Die Auftragslage ist gegenüber dem Vorquartal unverändert, ebenso die Produktionslage.

Abstract
Die gesamtwirtschaftliche Produktion in Ostdeutschland dürfte im Jahr 2013 stagnieren, während sie in Gesamtdeutschland wohl um 0,7% zulegt. Die Zuwachsraten liegen nun seit dem Jahr 2010 unter denen im Westen Deutschlands. Das liegt vor allem daran, dass die wichtigen Absatzmärkte der ostdeutschen Wirtschaft nicht in schnell wachsenden Schwellenländern, sondern in Europa liegen und die europäische Wirtschaft in der Krise steckt. Zudem ist in Ostdeutschland die Produktion von Vorleistungsgütern von größerer Bedeutung als in Westdeutschland, und deren Nachfrage entwickelte sich seit dem vergangenen Jahr schwach, nicht zuletzt weil Läger europaweit abgebaut werden. Allerdings wird die Konjunktur in Deutschland, und damit auch im Osten des Landes, im Verlauf des Jahres 2013 deutlich Fahrt aufnehmen.

Abstract
Das Geschäftsklima im ostdeutschen Baugewerbe hat sich laut IWH-Umfrage unter mehr als 300 Unternehmen im zweiten Quartal 2013 kaum verbessert. Die für das Frühjahr erwarteten Nachholeffekte nach den witterungsbedingten Behinderungen zu Jahresbeginn sind offensichtlich aufgrund der langanhaltenden Regenfälle Ende Mai und der darauffolgenden Überschwemmungen nur zum Teil zum Tragen gekommen.

Subsidized Vocational Training: Stepping Stone or Trap? – Assessing Empirical Effects using Matching Techniques

Abstract
Using replacement matching on the basis of a statistical distance function we try to answer the question of whether subsidized vocational training is related to a negative image effect for the graduates. The results show that young people with equal qualifications acquired during subsidized vocational training are disadvantaged solely due to the kind of education they have received. The probability of finding adequate employment is lower than in the control group. Besides the 'general effect' of support we also find less favorable job opportunities for those who attended 'external' as compared to 'workplace-related' training.
