Unter dem Titel „Von der Transformation zur Europäischen Integration: Wachstumsfaktor Bildung besser nutzen“ wird das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) am Mittwoch, dem 22. Februar 2017 gemeinsam mit Wissenschaftlerinnen und Wissenschaftlern aus mit dem IWH vernetzten Instituten und Universitäten Forschungsergebnisse zu verschiedenen Aspekten des Wachstumsfaktors Bildung präsentieren.

IWH-Industrieumfrage zum Jahresauftakt 2017: Ostdeutsche Hersteller gehen nach Aufschwung im Jahr 2016 von weiterhin günstigen Geschäftsaussichten aus
Die vom IWH befragten rund 300 Unternehmen des Verarbeitenden Gewerbes Ostdeutschlands gehen nach einem erfolgreichen Geschäftsjahr 2016 zuversichtlich in das neue Jahr. Die Umsätze stiegen im Jahr 2016 meist stärker als vor einem Jahr von ihnen erwartet. Bei den Konsumgüterherstellern war die Umsatzentwicklung besonders erfreulich. In allen Sparten war die Industriekonjunktur mit viel Schwung in das Jahr 2016 gestartet und bremste erst im späteren Verlauf des Jahres etwas ab. Mit Blick auf das Jahr 2017 zeigt sich die überwiegende Mehrheit der befragten Unternehmen aber wieder optimistisch. Die Ertragslage konnte sich im Jahr 2016 im Vergleich zum Vorjahr zwar nicht weiter verbessern, jedoch schafften es mehr Unternehmen, aus der Verlustzone zu kommen. Die Exportunternehmen, die in den Jahren zuvor eine besonders gute Performance gezeigt hatten, konnten diesmal nicht durchweg überdurchschnittlichen glänzen. Das soll im Jahr 2017 wieder aufgeholt werden, wie Umsatz- und Beschäftigungspläne zeigen. Insbesondere die größeren ostdeutschen Industrieunternehmen planen häufig, ihren Personal-bestand zu erhöhen.

Deutsches Bruttoinlandsprodukt im Jahr 2016: Baukonjunktur noch kräftiger als zu vermuten war
Das Bruttoinlandsprodukt ist in Deutschland nach ersten Berechnungen des Statistischen Bundesamts im Jahr 2016 preisbereinigt um 1,9% gestiegen. Dies entspricht der IWH-Prognose vom Dezember.

Polen am Scheideweg
Polen hat bislang einen recht erfolgreichen wirtschaftlichen Aufholprozess durchlaufen, der nun ins Stocken gerät. Der so genannte „Morawiecki-Plan“, den Oliver Holtemöller und Martina Kämpfe vom Leibniz-Institut für Wirtschafts-forschung Halle (IWH) nun genauer unter die Lupe nahmen, soll dem Aufholprozess wieder mehr Schwung verleihen. Ihr Fazit: Um nicht in der „Middle-Income-Trap“ zu landen, muss Polen innovative und junge Unternehmen stärker fördern und den Bildungssektor weiter ausbauen.

Arbeitsleistung: Osten und Westen gleichauf
75% der erwerbsfähigen Personen in Ostdeutschland hatten 2016 dort auch einen Arbeitsplatz. In Westdeutschland waren es 81% – also sechs Prozentpunkte mehr. Hans-Ulrich Brautzsch vom Leibniz-Institut für Wirtschaftsforschung Halle (IWH) zeigt aber jetzt: Wenn Pendlerströme und Arbeitszeiten eingerechnet werden, liegen Osten und Westen bei der Arbeitsleistung gleichauf – und das Gefälle entsteht erstaunlicherweise zwischen Nord- und Süddeutschland.

The medium-term economic development in Germany from 2017 to 2022 and opportunities for fiscal policies of a new federal government
Due to the cyclical upswing in Germany, in case of unaltered legislation, the general government would achieve considerable budget surpluses in the years ahead. As a consequence, there is large fiscal scope for a new federal government. With the fiscal policy simulation model of the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association, the macroeconomic effects of various fiscal policy measures are analysed. The results show that additional government expenditures, like the expansion of social benefits, do have a stronger effect on GDP than revenue cuts, like for instance tax reliefs. „Due to the already high capacity utilisation, revenue cuts seem to be advantageous from a business cycle perspective. Moreover, a reduction of the high taxes and charges on labour would, in contrast to an expansion of social benefits, have a positive effect on potential output“, says Oliver Holtemöller, head of the Department of Macroeconomics and IWH vice president.

Cyclical upswing in Germany and in the world
At the turn of the year, the cyclical upswing in Germany continues. Gross domestic product is expected to increase by 2.2% in 2017, and because this year has seen significantly fewer working days than before, the rate of change amounts, adjusted for calendar effects, to even 2.5%. “The upswing is broad-based”, says Oliver Holtemöller, head of the Department Macroeconomics and IWH vice president. “For quite a long time now, significant increases in employment have been driving private incomes, consumption and housing construction. The latter was, in addition, stimulated by low interest rates.” Currently, German exports are benefiting from the vivid international economy. Not least since monetary policy in the euro area remains expansionary for the time being, we expect the upturn to continue in 2018 and production to increase again by 2.2%. Consumer price inflation is, with 1.7%, still moderate in both 2017 and 2018. Although domestic price pressures are on the rise, the effects of the energy price increase in 2017 expire in 2018, and the appreciation of the euro in the summer of 2017 will dampen price dynamics.

Ostdeutsche Wirtschaft: Rückstand bleibt trotz kräftigem Aufschwung groß, Finanzausgleich fließt auch nach Reform vor allem in den Osten
Ostdeutschland hat vom gegenwärtigen Aufschwung in Deutschland bisher besonders deutlich profitiert. In jedem der Aufschwungsjahre 2014 bis 2016 nahm die gesamtwirtschaftliche Produktion schneller zu als in Westdeutschland; auch für das Jahr 2017 prognostiziert das IWH, dass der Zuwachs der Produktion in Ostdeutschland mit 1,8% etwas höher liegt als in Westdeutschland. „Freilich ist auch nach mehr als 25 Jahren Deutscher Einheit in jeder der ostdeutschen Regionen die Produktivität immer noch niedriger als in derjenigen westdeutschen Region mit der geringsten Produktivität“, räumt Oliver Holtemöller, Leiter der Abteilung Makroökonomik und Vizepräsident des Leibniz-Instituts für Wirtschaftsforschung Halle (IWH), ein. Der größte Teil der Zuweisungen vom Bund wird auch ab dem Jahr 2020, wenn der reformierte Länderfinanzausgleich gilt, in den Osten der Republik fließen. Die Reform des Länderfinanzausgleichs hat dabei nicht zu einer Verbesserung der wirtschaftspolitischen Anreize für die finanzschwachen Bundesländer geführt, was auch dazu beitragen könnte, dass die ökonomische Konvergenz nur schleppend verläuft.

Politicians share responsibility for the risk of their state defaulting
Investors assume higher risks of default when a country is politically unstable or governed by a party at the left or right end of the political spectrum. However, according to findings obtained by Stefan Eichler from the Halle Institute for Economic Research (IWH), the more democratic the country is and the more it is integrated into the global economy, the lower is the impact that such political factors have.
