Abstract
Wie auch andere ostdeutsche Bundesländer steht Thüringen noch immer einer hohen Arbeitslosigkeit in Folge des ökonomischen Transformationsprozesses gegenüber und erfährt eine schnellere Alterung und Schrumpfung der Bevölkerung als die meisten Regionen Westeuropas. Unter Verwendung von Extrapolationsmethoden wird im Beitrag für das Bundesland Thüringen eine Fortschreibung des Angebots und der Nachfrage nach Fachkräften – disaggregiert nach Qualifikationsarten – bis 2015 vorgestellt. Dabei weist die Analyse nicht auf einen unmittelbar bevorstehenden Fachkräfteengpass hin, dennoch liefert sie Hinweise auf einen enger werdenden Arbeitsmarkt für Fachkräfte. Auf Grundlage einer im Sommer 2008 durchgeführten Befragung von rund 1 000 thüringischen Unternehmen wird untersucht, inwieweit Unternehmen diese Entwicklung bereits heute als Problem einschätzen und welche Vorkehrungen sie im Bereich Personalpolitik gegebenenfalls treffen werden. Die Mehrzahl der Unternehmen plant den Ausbau von Weiterbildungsaktivitäten sowie die Einstellung bzw. die Beschäftigung von älteren Arbeitnehmern. Die Studie schließt mit Handlungsempfehlungen zur Reduzierung des Mismatch zwischen Qualifikationsangebot und -nachfrage.

Warum exportiert der Osten so wenig? Eine empirische Analyse der Exportaktivitäten deutscher Bundesländer

Abstract
In den ersten Jahren nach der Vereinigung gingen die Warenausfuhren der Neuen Bundesländer mit dem Zusammenbruch des COMECON-Handels zunächst um 70% zurück. Obgleich die ostdeutschen Länder seit Mitte der 1990er Jahre durchweg höhere Exportzuwächse verzeichneten als die westdeutschen, sind ihre Exportquoten nach wie vor vergleichsweise niedrig. Während über einen langen Zeitraum hinweg die preislichen Wettbewerbsnachteile der ostdeutschen Industrie als wesentliche Ursache für deren Exportschwäche angesehen wurden, sind mittlerweile die strukturellen Defizite der Neuen Länder in den Mittelpunkt gerückt. Im vorliegenden Beitrag wird auf der Basis bilateraler Außenhandelsdaten der deutschen Bundesländer und mit Hilfe eines klassischen Gravitationsmodells gezeigt, dass letzteres die Handelsströme der Neuen Länder nicht hinreichend erklären kann. Erweitert man den Modellansatz jedoch um zusätzliche strukturelle unabhängige Variablen, können diese die im Vergleich zu Westdeutschland geringeren Exportvolumina Ostdeutschlands nahezu vollständig erklären. Demzufolge sind die kleinteilige Unternehmensstruktur und der relativ geringe Anteil des Verarbeitenden Gewerbes an der Bruttowertschöpfung wesentliche Ursachen der schwachen Exportleistung der Neuen Länder.

Abstract
Mit dem im August 2007 von Bund und Ländern unterzeichneten Hochschulpakt 2020 verpflichten sich die Länder, dem erwarteten Anstieg der Zahl an Studienberechtigten durch eine Ausweitung der Hochschulkapazitäten Rechnung zu tragen. Aufgrund unterschiedlicher demographischer Entwicklungstrends in den Ländern, doch auch durch die mit den Doppelabiturjahrgängen verbundenen Sondereffekte ergibt sich dabei ein Bedarf der räumlichen Umverteilung von Studienanfängern.
In diesem Zusammenhang ist die Attraktivität einer Hochschule von entscheidender Bedeutung. Ein wichtiges Instrument zur Beeinflussung der Studienplatzwahl stellen Studiengebühren dar. Bislang haben alle Neuen Bundesländer darauf verzichtet, Studiengebühren einzuführen – nicht zuletzt zur Steigerung der Attraktivität der ostdeutschen Hochschulen. Mit Blick auf die Einführung von Studiengebühren bzw. den Verzicht darauf durch die einzelnen Bundesländer beschreibt der vorliegende Beitrag das Wanderungsverhalten von Studienanfängern.

Studiengebühren verändern Hochschullandschaft
Eine Untersuchung des Zusammenhangs zwischen der Einführung von Studiengebühren und der Veränderung der Hochschulwanderung zwischen den einzelnen Bundesländern hat ergeben, dass Länder ohne Studiengebühren Wanderungszugewinne verbuchen können, während Bundesländer mit Studiengebühren eher Verluste hinnehmen müssen. Zu diesem Ergebnis kamen Alexander Kubis, Lutz Schneider und Marcel Demuth vom Institut für Wirtschaftsforschung Halle (IWH) in einer am Mittwoch erscheinenden Studie.

Abstract
Nach fast 20 Jahren wirtschaftlicher Entwicklung im vereinten Deutschland ist der Rückstand der Neuen Bundesländer noch immer beträchtlich. Zwar wuchs die Wirtschaft nach der Vereinigungskrise in der ersten Hälfte der 90er Jahre – ausgehend von einem niedrigen Niveau – kräftig, danach ging der Wachstumsvorsprung jedoch weitgehend verloren.
Vor diesem Hintergrund stellt sich die Frage, wie der weitere Aufholprozess Ostdeutschlands zukünftig gestaltet sein wird. Ist zu erwarten, dass Ostdeutschland bezüglich des Wohlstandsniveaus zügig aufschließen wird, oder ist Ostdeutschland endgültig abgehängt und wird niemals das westdeutsche Niveau erreichen? Diese Fragestellung wird im Rahmen einer Konvergenzanalyse auf Ebene der Bundesländer und im direkten Ost-West-Vergleich anhand der Pro-Kopf-Produktion empirisch untersucht.
Auf Bundesländerebene kann für die Jahre 1995 bis 2008 eine durchschnittliche Konvergenzgeschwindigkeit von ungefähr 2% nachgewiesen werden. Demographische Effekte und die Migration von Ost nach West sind dabei wichtige Faktoren. In der aggregierten Betrachtung erscheint der Aufholprozess Ostdeutschlands noch schleppender zu verlaufen. Die Aufholgeschwindigkeit beträgt dabei ungefähr 1% jährlich.
Die Resultate der hier verwendeten empirischen Untersuchungen geben wenig Anlass zu Optimismus im Hinblick auf die baldige Angleichung der Pro-Kopf-Produktion zwischen Ost- und Westdeutschland. Insgesamt spricht die Datenlage zwar für die Konvergenz Ostdeutschlands relativ zum westdeutschen Wohlstandsniveau. Allerdings verläuft dieser Prozess sehr langsam – eine vollständige Angleichung kann somit erst in einigen Jahr-zehnten erwartet werden.

East German Exports: Remarkable Catch-up, but Still Lagging Behind

Abstract
Die Deutsche Einheit brachte für die Exportindustrie in den Neuen Bundesländern gravierende Anpassungsprozesse mit sich. So brach mit dem politischen Wandel in Osteuropa An-fang der 90er Jahre und der damit einhergehenden realwirtschaftlichen Transformation die Nachfrage der damaligen Hauptzielländer der ostdeutschen Ausfuhren zunächst schlag-artig ein. Zudem kam die D-Mark-Einführung in Ostdeutschland einer massiven Währungsaufwertung gleich, wodurch sich die preisliche Wettbewerbsfähigkeit der ostdeutschen Exportindustrie verschlechterte. Dennoch erschlossen die Exportgüterproduzenten rasch neue Märkte, insbesondere im westlichen Ausland, sodass sich der Außenhandel nach dem Auslaufen des Bau- und Investitionsbooms Mitte der 90er Jahre als Wachstumsmotor in den Neuen Ländern etablierte. Doch obwohl die Warenausfuhren der Neuen Bundesländer im Jahresdurchschnitt seither doppelt so stark zulegten wie die westdeutschen, ist die ostdeutsche Exportquote derzeit nur halb so hoch wie im Bundesdurchschnitt. Auch im Vergleich zu den osteuropäischen Transformationsländern ist die außenwirtschaftliche Verflechtung Ostdeutschlands vergleichsweise gering. Eine empirische Analyse zeigt, dass dies im Wesentlichen auf die kleinteilige Unternehmensstruktur sowie die geringe Bedeutung des traditionell exportstarken Verarbeitenden Gewerbes in Ostdeutschland zurückzuführen ist. Zudem ist zu berücksichtigen, dass die ostdeutschen Produzenten durch umfangreiche Lieferungen insbesondere von Vorleistungsgütern in die Alten Bundesländer in erheblichem Umfang an den westdeutschen Ausfuhren beteiligt sind.

Abstract
Der Beitrag untersucht, welche Entwicklung die ostdeutsche Industrie in der Zeit nach dem Übergang in die Marktwirtschaft genommen hat und ob die hinter den wirtschaftlichen Ergebnissen stehenden Faktoren und Strukturen Merkmale wirtschaftlicher Nachhaltigkeit aufweisen. Gemessen an den wirtschaftlichen Ergebnissen wurde seit Beginn der 90er Jahre viel erreicht: Die Bruttowertschöpfung ist auf das Zweieinhalbfache gestiegen, die industrielle Produktivität liegt bei reichlich vier Fünfteln des westdeutschen Vergleichswertes. Die Produktivitätssteigerung allerdings ging mit einer Halbierung der Industriebeschäftigung im Zeitraum von 1991 bis 2008 einher, trotz eines leichten Zuwachses in den Jahren 2006 bis 2008. Die Lage und Entwicklung der Industrie in den einzelnen Neuen Ländern stellt sich allerdings sehr unterschiedlich dar. Beim industriellen Beschäftigtenbesatz liegt das Bundesland Thüringen vor einigen westdeutschen Bundesländern.
Bei den hinter den Ergebnissen stehenden Faktoren und Strukturen deutet nicht alles auf ökonomische Nachhaltigkeit hin. Zwar wurde im Vergleich zur westdeutschen Industrie überdurchschnittlich viel in die Modernisierung des Sachkapitalstocks investiert, und beim Humankapital verfügt die ostdeutsche Industrie über einen Anteil von Beschäftigten mit Hoch- und Fachschulabschluss, der jenem in Westdeutschland entspricht. Doch bei den Forschungs- und Entwicklungs-(FuE-)Aktivitäten, die für ökonomisch nachhaltige, sprich zukunftsgerichtete, Industrieaktivitäten stehen, offenbaren sich gemessen an wichtigen Inputgrößen Defizite. Letztere resultieren aus den strukturellen Besonderheiten der ostdeutschen Industrie, zu denen nicht zuletzt die Dominanz kleiner und mittlerer Unternehmen und das Fehlen größerer Unternehmen gehören. Mit der inputseitig schwach ausgeprägten FuE im Unternehmenssektor korrespondiert ein vergleichsweise geringer Anteil technologieintensiver Branchen, während der Anteil arbeitsintensiver Branchen höher als in den Alten Bundesländern ausfällt. Ein weiterer Wandel hin zu nachhaltigeren Industriestrukturen wird also nottun. Denn aus wachstumstheoretischer Sicht lässt sich ein dauerhafter Wachstumspfad hauptsächlich mit technologieintensiven Produktionen verwirklichen. Arbeitsintensive Branchen stehen dagegen im internationalen Wettbewerb besonders unter Kostendruck. Auch die funktionalen Strukturen offenbaren in puncto ökonomischer Nachhaltigkeit Defizite. Der Anteil von Beschäftigten in industriellen Fertigungsfunktionen liegt über den westdeutschen Verhältnissen, und jener in hochwertigen -Dienstleistungs- ebenso wie in den übrigen Dienstleistungsfunktionen liegt darunter. Dies weist erneut auf den Mangel an Unternehmen mit Führungsfunktionen in den Neuen Ländern hin. Will die ostdeutsche Industrie auf dauerhaftem Wachstumskurs bleiben, wird demnach ein weiterer Strukturwandel zugunsten technologie- und humankapitalintensiver Produktionen erforderlich sein, den die Wirtschaftspolitik durch günstige Rahmenbedingungen unterstützen sollte.

20 Jahre Deutsche Einheit: Konvergenzprozesse weiterhin befördern!
Im Vorfeld des 20. Jahrestages des Mauerfalls am 9. November veröffentlicht das Institut für Wirtschaftsforschung Halle (IWH) am Donnerstag, 22. Oktober 2009, die erste von zwei Ausgaben der „Wirtschaft im Wandel“ zum Thema „20 Jahre Deutsche Einheit, in der neue Forschungsergebnisse zur wirtschaftlichen Entwicklung Ostdeutschlands präsentiert werden. Die fünf Aufsätze sind dabei dem 20 Jahre währenden Aufholprozess der Neuen Bundesländer gewidmet und befassen sich mit Fragen der Konvergenz, der Integration in die internationale Arbeitsteilung, der De- und Re-Industrialisierung sowie der Stadtentwicklung.

Rückwanderung nach Ostdeutschland: Erfolg bremst Heimkehrneigung
Aus Ostdeutschland Abgewanderte, die in den Alten Bundesländern Erfolge auf dem Arbeitsmarkt verbuchen können, neigen weniger dazu, in die Neuen Bundesländer zurückzuwandern. Arbeitsmarkterfolg bedeutet für die Abgewanderten dabei die Verbesserung der beruflichen Position, der Karrierechancen oder der persönlichen Einkommenssituation. Diese Rückkehrneigung wird allerdings ebenso beeinflusst von sozialen Beziehungen: Wer Kontakte zur Abwanderungsregion aufrechterhält, sei es durch regelmäßige Besuche oder Telefonate, dessen Rückkehr in die Heimatregion ist weitaus wahrscheinlicher.

Abstract
Zum Thema „Analysen und Politik für Ostdeutschland – aus der Forschung des IWH –“ fand am 4. Juni 2009 zum dritten Mal in Folge eine Konferenz, diesmal in den Räumen des IWH, statt. Die Vorstellung der Forschungsergebnisse des Instituts richtete sich an die eingeladenen Abgeordneten der Landtage der Neuen Bundesländer, die Fachreferenten der Wirtschaftsministerien sowie an interessierte Vertreter aus Forschung, Verwaltung und den Medien. Ziel war es, die Politik auf Grundlage wissenschaftlich belastbarer Analysen über aktuelle Entwicklungen zu informieren, diese gemeinsam zu bewerten und künftige Strategien für eine nachhaltige Entwicklung der ostdeutschen Bundesländer zu formulieren.
