Abstract
Anders als in der Wirtschaftskrise hat der Unternehmenssektor im Jahr 2010 seine tragende Rolle für Wachstum und Beschäftigung in Sachsen-Anhalt zurückgewonnen. Die Unternehmen haben ihre Wettbewerbsposition gefestigt: Die Produktivität ist gestiegen, Arbeitsstunden und Beschäftigung wurden aufgestockt. Das Bruttoinlandsprodukt (BIP) erhöhte sich im Jahr 2010 um 2,4% und damit stärker als im Durchschnitt der ostdeutschen Flächenländer. Es wird im Jahr 2011 um 2,6% steigen. Der Produktionsausfall in der Industrie während der Krise konnte bis auf 6% bereits wieder wettgemacht werden. Trotz des für Ostdeutschland überdurchschnittlichen Produktionswachstums blieb Sachsen-Anhalt bei der Pro-Kopf-Produktion unter dem ostdeutschen Durchschnitt. Bei der Erwerbstätigenproduktivität gehört das Land jedoch zu den Spitzenreitern, auch wenn das Vorkrisenniveau noch nicht wieder erreicht wurde.

Is Rated Debt Arm's Length? Evidence from Mergers and Acquisitions

Abstract
In this paper we challenge the view that corporate bonds are always arm's length debt. We analyze the effect of bond ratings on the stock price return to acquirers in M&A transactions, which tend to have significant effects on creditor wealth. We find acquirers abnormal returns to be higher if they are unrated, controlling for a wide variety of other effects identified in the literature. Tracing the difference in returns to distinct managerial decisions, we find that, everything else constant, rated firms increase their leverage in takeover transactions by less than their unrated counterparts. Consistent with a significant role for rating agencies, we find monitoring effects to be strongest when acquirer bonds are rated at the borderline between investment grade and junk. Finally, we are able to empirically exclude a large number of alternative explanations for the empirical regularities that we uncover.

Business Volatility, Job Destruction, and Unemployment

Abstract
Unemployment inflows fell from 4 percent of employment per month in the early 1980s to 2 percent by the mid 1990s. Using low frequency movements in industry-level data, we estimate that a 1 percentage point drop in the quarterly job destruction rate lowers the monthly unemployment inflow rate by 0.28 points. By our estimates, declines in job destruction intensity account for 28 (55) percent of the fall in unemployment inflows from 1982 (1990) to 2005. Slower job destruction accounts for similar fractions of long-term declines in the rate of unemployment.

The unemployment-growth relationship in transition countries

Abstract
Does the disappointingly high unemployment in Central and East European countries reflect non-completed adjustment to institutional shocks from transition to a market economy, or is it the result of high labour market rigidities, or rather a syndrome of too weak aggregate demand and output? In the case of transitional causes, unemployment is expected to decline over time. Otherwise, it would pose a challenge to the European Union, particular in case of accession countries, for it jeopardizes the ambitious integration plans of, and may trigger excessive migration to the Union. In order to find out which hypothesis holds 15 years after transition has started, we analyze the unemploymentgrowth dynamics in the eight new member countries from Central-Eastern Europe. The study is based on country and panel regressions with instrument variables (TSLS). The results suggest to declare the transition of labour markets as completed; unemployment responds to output and not to a changing institutional environment for job creation. The regression coefficients report a high trend rate of productivity and a high unemployment intensity of output growth since 1998. The conclusion is that labour market rigidities do not to play an important role in explaining high unemployment rates. Rather, GDP growth is dominated by productivity progress, while the employment relevant component of aggregate demand is too low to reduce substantially the high level of unemployment.
