Abstract
Exporte gelten seit langem als Wachstumsmotor der deutschen Wirtschaft. Durch sie wird Beschäftigung erhöht bzw. gesichert und Wohlstand geschaffen.
Allerdings realisiert bislang lediglich eine Minderheit der ostdeutschen Betriebe des Verarbeitenden Gewerbes und des Baus Umsätze im Ausland. Der Beitrag untersucht für zwei Zeitpunkte, welche Einflüsse die betrieblichen Exportaktivitäten in Ostdeutschland bestimmen und ob sich diese Einflüsse verändert haben. Dabei zeigt sich, dass Exporterfolge besonders häufig von solchen Betrieben erzielt werden, die in internationale Unternehmensstrukturen eingebunden sind und eine hohe Spezialisierung aufweisen. Begünstigt wird eine hohe Exportquote außerdem durch die Nutzung von Größenvorteilen, die sich aus der umgesetzten Warenmenge ableiten lassen. Auch hat die Höhe der Löhne und Gehälter einen positiven Einfluss auf den Exportumfang. Dies alles steht im Einklang mit den bisherigen Forschungsergebnissen zum internationalen Handel. Während der Einfluss der genannten Größen im Zeitvergleich stabil blieb, wandelte sich ein Teil der übrigen Determinanten. Waren im Jahr 2000 die Branchenzugehörigkeit und die Höhe der Lohnstückkosten noch wichtige Einflussgrößen für die Exportaktivitäten, so haben diese im Jahr 2008 an Bedeutung verloren. An ihre Stelle traten die Ausstattung mit Humankapital und Investitionen.

Abstract
Diese Studie untersucht den komparativen Vorteil multinationaler Banken gegenüber dem grenzüberschreitenden Handel mit Finanzdienstleistungen hinsichtlich der Fähigkeit, vom globalen Zugang zu Finanzierungsquellen zu profitieren. Es wird argumentiert, dass der komparative Vorteil durch Nutzen und Kosten einer besonderen Kenntnis lokaler Märkte bestimmt wird. Für multinationale Banken liegt der Nutzen darin, eine höhere Produktivität zu erreichen und mehr Liquidität bereit zu stellen. Die Kosten bestehen darin, dass bestehdne Interessenskonflikte nur aufgrund der Spezifität des Wissens auch zu Ineffizienzen auf den bankinternen Kapitalmärkten führen; diese sind aber erforderlich, um Liquidität grenzüberschreitend zu alloziieren. Es werden die Bedingungen analysiert, unter denen multinationale Banken einen komparativen Vorteil haben, und es wird gezeigt, dass Mindesteigenkapitalvorschriften einen Einfluss hierauf ausüben, da sie das Ausmaß der Ineffizienzen interner Kapitalmärkte für verschiedene Organisationsformen unterschiedlich beeinflussen.

Warum exportiert der Osten so wenig? Eine empirische Analyse der Exportaktivitäten deutscher Bundesländer

Abstract
In den ersten Jahren nach der Vereinigung gingen die Warenausfuhren der Neuen Bundesländer mit dem Zusammenbruch des COMECON-Handels zunächst um 70% zurück. Obgleich die ostdeutschen Länder seit Mitte der 1990er Jahre durchweg höhere Exportzuwächse verzeichneten als die westdeutschen, sind ihre Exportquoten nach wie vor vergleichsweise niedrig. Während über einen langen Zeitraum hinweg die preislichen Wettbewerbsnachteile der ostdeutschen Industrie als wesentliche Ursache für deren Exportschwäche angesehen wurden, sind mittlerweile die strukturellen Defizite der Neuen Länder in den Mittelpunkt gerückt. Im vorliegenden Beitrag wird auf der Basis bilateraler Außenhandelsdaten der deutschen Bundesländer und mit Hilfe eines klassischen Gravitationsmodells gezeigt, dass letzteres die Handelsströme der Neuen Länder nicht hinreichend erklären kann. Erweitert man den Modellansatz jedoch um zusätzliche strukturelle unabhängige Variablen, können diese die im Vergleich zu Westdeutschland geringeren Exportvolumina Ostdeutschlands nahezu vollständig erklären. Demzufolge sind die kleinteilige Unternehmensstruktur und der relativ geringe Anteil des Verarbeitenden Gewerbes an der Bruttowertschöpfung wesentliche Ursachen der schwachen Exportleistung der Neuen Länder.

Abstract
Diese Studie verwendet die Methode der Hausman-Taylor-2SLS Fehler-Komponenten zur Schätzung der Determinanten von Chinas Intraindustriellem
Handel (IIT) im Investitionsgütersektor mit seinen 26 Partnerländern. Sie disaggregiert IIT in horizontalen IIT (HIIT) und vertikalen IIT (VIIT). Investitionsgüter, Endprodukte und Halbfertigwaren werden separat geschätzt, um die Unterschiede des Handels zu interpretieren. Es zeigt sich, dass die wirtschaftliche Ähnlichkeit mit IIT-Halbfertigwaren signifikant negativ korreliert ist, aber bei IIT-Endprodukten keine Signifikanz besteht. Der Faktor Ausstattung weist keine Signifikanz bei der Bestimmung von IIT-Halbfertigwaren auf, obwohl er mit IIT-Endprodukten signifikant positiv korreliert ist. Wirtschaftsgröße ist sowohl mit IIT-Endprodukten als auch mit IIT-Halbfertigwaren signifikant negativ korreliert. Entfernung wirkt sich auf das Niveau von IIT-Endprodukten aus, hat aber einen geringeren Einfluss auf IIT-Halbfertigwaren. China hat im Bereich Halbfertigwaren relativ wenig intraindustriellen Handel mit ASEAN-Staaten. Da jedoch VIIT einen dominierenden Einfluss auf TIIT ausübt, bestehen keine bedeutenden Unterschiede zwischen den Schätzungsergebnissen von TIIT und VIIT.

Abstract
Sachsen-Anhalt wird in diesem Jahr knapp 4% seiner Wirtschaftsleistung verlieren. Damit fällt die Wirtschaft infolge der globalen Finanz- und Konjunkturkrise in etwa auf den Stand von 2006 zurück. Das ist das Ergebnis einer gemeinsamen Studie des IWH mit dem Verband der Vereine Creditreform. Eingeflossen in die Vorausberechnung sind die Auftragseingänge im Verarbeitenden Gewerbe Sachsen-Anhalts gemäß amtlicher Landesstatistik sowie die Umsatzerwartungen von 450 durch die Creditreform befragten Unternehmen aus dem Verarbeitenden Gewerbe, dem Baugewerbe, dem Handel sowie dem privaten Dienstleistungsgewerbe.

Abstract
Die Finanzmarktkrise hat die deutsche Wirtschaft in eine tiefe Rezession gestürzt. Ausschlaggebend ist ein starker Einbruch der Nachfrage aus dem Ausland, der auf die Unternehmensinvestitionen übergesprungen ist. Die deutsche Bundesregierung hält mit zwei Konjunkturpaketen dagegen. Gemäß einer Analyse des IWH umreißt deren investiver Teil ein konjunkturstabilisierendes Volumen von 25,3 Mrd. Euro. Damit werden hauptsächlich die Ausgaben des Bundes, der Länder und der Kommunen für Infrastruktur und Bildung aufgestockt. Zusätzliche Sachinvestitionen der Privaten sind hingegen kaum zu erwarten, Mitnahmeeffekte jedoch schon. Einschließlich der damit induzierten Einkommenszuwächse aus den mit diesen Ausgaben gesicherten Arbeitsplätzen bedeutet dies allenfalls rund einen Wachstumspunkt des Bruttoinlandsprodukts bzw. den Erhalt von 400 000 Beschäftigungsverhältnissen. Die Effekte verteilen sich auf zwei Jahre: 0,4 Prozentpunkte in diesem und 0,7 im kommenden Jahr. Insgesamt entfällt je ein Viertel auf Bauarbeiten und unternehmensnahe Dienstleistungen. Auch in den Produktionsbereichen Handel und Verkehr, Maschinen- und Fahrzeugbau sowie Elektrotechnik wird die Produktion gestützt.
Insgesamt stellen die mit der Input-Output-Analyse gewonnenen Modellergebnisse eine Obergrenze der konjunkturstabilisierenden Effekte der investiven Ausgaben aus den Konjunkturpaketen dar. So könnte die Absorptionsfähigkeit der Impulse durch die Wirtschaft insbesondere im Baubereich geringer sein als hier geschätzt. Ein Teil des erwarteten Mengeneffekts bliebe aus, wenn Knappheitsverhältnisse entstehen, die in kräftige Preisanstiege münden. Auch dürfte die Erfüllung des Kriteriums der Zusätzlichkeit bei der Mittelbewilligung für kommunale Investitionen nach einer drei Jahre währenden Phase des Anstiegs schwierig werden.
Angesichts eines Prognosespektrums zwischen 2% und 5% Rückgang des Bruttoinlandsprodukts im Jahr 2009 mag die hier ermittelte Gegenwirkung durch die Konjunkturpakete gering erscheinen. Dem starken Nachfrageeinbruch aus dem Ausland und seinen Folgen für die Inlandsnachfrage kann wohl mit den Instrumenten der nationalen Wirtschaftspolitik nicht entschieden begegnet werden.

Abstract
Die ostdeutsche Wirtschaft ist von der Finanz- und Konjunkturkrise weniger stark betroffen als die westdeutsche. Natürlich ist der Einbruch auch in Ostdeutschland spürbar, aber es wird keinen „Dammbruch“ geben, so die Prognose des IWH. Die strukturellen Schwächen gereichen der ostdeutschen Wirtschaft in der Krise zum Vorteil. Wer hätte das gedacht? Das Fehlen international operierender Konzernzentralen und – eng damit verbunden – die geringere Integration in den internationalen Handel mildern die Probleme. Selbst die Gruppe der auswärtigen Investoren in den Neuen Bundesländern meldet überraschend positive Geschäftsaussichten für das Jahr 2009, wie der Aktuelle Trend in diesem Heft zeigt.

Financial Crisis Burdens Economic Activity in Poland

Abstract
Die weltweite Finanzmarktkrise hat auch die mittel- und osteuropäischen Länder erfasst, und zwar sowohl ihre Finanz- und Bankensysteme als auch die realwirtschaftliche Entwicklung. Die einzelnen Länder sind allerdings in unterschiedlichem Ausmaß betroffen. In Polen zeigten sich Auswirkungen auf die Stabilität des Finanzsystems und die aktuelle Wirtschaftslage erst in der zweiten Jahreshälfte deutlicher. In der ersten Jahreshälfte verlief die Binnennachfrage kaum schwächer als im Vorjahr: Neben den Unternehmensinvestitionen, die im zweistelligen Bereich expandierten, legte auch der private Konsum weiter kräftig zu, denn trotz höherer Inflation sind die Realeinkommen der privaten Haushalte aufgrund deutlicher Lohnsteigerungen und einer Rentenanpassung gestiegen. Zwar schwächte sich die Nachfrage aus dem Ausland, vor allem aus den Ländern der alten EU, schon im Frühjahr ab, der Außenhandel insgesamt hat sich aber kaum vermindert, da der Handel mit den asiatischen und osteuropäischen Ländern weiterhin sehr dynamisch verlief. Im dritten Quartal machten sich die Auswirkungen der international verunsicherten Finanzmärkte auf das Finanzsystem in Polen dann erstmals in Form von stärkeren Wechselkursschwankungenbemerkbar, die sich nach einer kurzzeitigen Beruhigung im vierten Quartal verstärkten. Der Złoty verlor binnen weniger Tage stark an Wert, und auchdie Aktienkurse der größten polnischen Unternehmen gerieten unter Druck. Die Verschlechterung der Stabilität des Finanzsystems hat in Polen – wie auch weltweit – zu einer Verschärfung der Kreditkonditionen und einer allgemeinen Verunsicherung der Wirtschaftsakteure geführt, deren längerfristige Folgen auf die Wirtschaft noch nicht absehbar sind. Vor diesem Hintergrund ist insgesamt von einer weiteren Abschwächung der wirtschaftlichen Expansion in diesem und dem nächsten Jahr auszugehen.

Foreign Subsidiaries in the East German Innovation System – Evidence from manufacturing industries

Abstract
Die Veröffentlichung analysiert das Ausmaß technologischer Leistungsfähigkeit auf ausländische Tochtergesellschaften, welche in Ostdeutschland angesiedelt sind. Darüber hinaus betrachtet es Determinanten des technologischen Beschaffungsverhaltens ausländischer Tochtergesellschaften. Die Theorie der internationalen Produktion unterstreicht die Wichtigkeit von Variablen auf der strategischen und regionalen Ebene. Dennoch lassen existierende empirische Studien im Großen und Ganzen Faktoren auf regionaler Ebene aus. Wir entnehmen die Studienergebnisse aus der „ADI Mikrodatenbank“ des IWH, welche erst seit kurzem zur Verfügung steht, um die Analyse durchzuführen. Wir fanden heraus, dass ausländische Tochtergesellschaften im Vergleich zum gesamten verarbeitenden Gewerbe in Ostdeutschland überdurchschnittlich technologisch aktiv sind. Dies kann teilweise durch die industrielle Struktur der ausländischen Direktinvestitionen erklärt werden. Dennoch bezieht nur ein begrenzter Teil ausländischer Tochtergesellschaften mit F&E und/oder Innovationsaktivitäten technologisches Wissen aus dem ostdeutschen Innovationssystem. Wenn eine Tochtergesellschaft die Strategie der Kompetenzvermehrung verfolgt oder lokalen Handel betreibt, dann bezieht sie eher technologisches Wissen lokal. Die Ausstattung einer Region mit Humankapital und wissenschaftlicher Infrastruktur hat ebenfalls einen positiven Effekt. Diese Ergebnisse lassen schlussfolgern, dass ausländische Tochtergesellschaften in Ostdeutschland nur teilweise mit dem regionalen Innovationssystem verbunden sind. Strategien werden diskutiert.
