Abstract
Die Bundesländer haben sowohl einnahmen- als aus ausgabenseitig nur eng begrenzte finanzielle Handlungsspielräume. Aus dieser Situation heraus resultierte ein seit Jahr¬zehnten zu beobachtender Anstieg der öffentlichen Schulden. Gegenwärtig steht die Verschuldung der Bundesländer aufgrund der Beschlüsse der Föderalismuskommission II vom März 2009 erneut im Mittelpunkt des Interesses. Die Schuldenbremse beinhaltet die schrittweise erfolgende Rückführung der strukturellen Defizite sowie ein strukturelles Netto-neuverschuldungsverbot der Länder ab dem Jahr 2020. Auf kurze Sicht bedeuten diese Regelungen für die Mehrzahl der Länder eine Einschränkung ihrer finanziellen Hand-lungsspielräume. Der vorliegende Beitrag untersucht, inwieweit diese Spielräume zum gegenwärti¬gen Zeitpunkt in den einzelnen Ländern bestehen. Hierfür werden die Kreditmarkt-schulden je Einwohner sowie die Zins-Steuer- und Zins-Ausgaben-Quoten der Länder betrachtet. Es zeigt sich, dass die fünf Länder, die ab dem Jahr 2010 Konsolidierungs-zahlungen zum Abbau ihrer strukturellen Defizite erhalten werden, im Jahr 2006 im Länder-vergleich zumeist die geringsten finanziellen Handlungsspielräume aus¬wiesen. Die höchsten Belastungen verzeichneten die Stadtstaaten Berlin und Bremen.

Koexistenz von Arbeitslosigkeit und Fachkräftemangel? Befunde für Thüringen
Trotz abkühlender Konjunktur könnte sich in naher Zukunft der Fachkräftemangel schon bald dauerhaft bemerkbar machen, da Deutschland aufgrund des langfristigen demographischen Wandels mit immer weniger Arbeitskräften auskommen muss. Von dieser Entwicklung dürften die Neuen Bundesländer besonders stark erfasst werden.

Abstract
Mit der Globalisierung ist über den Wettbewerb auf den Gütermärkten hinaus vor allem der Wettbewerb der Ordnungen deutlich fühlbarer geworden. In dieser „flachen Welt“ sind Staaten oder Staatenbünde aufgefordert, Rahmenbedingungen zu schaffen, die es den einzelnen Unternehmen ermöglichen, wirtschaftlich erfolgreich auf den Weltmärkten aufzutreten und damit Wachstum zu erzielen sowie Beschäftigung zu sichern. Dieser Sachverhalt wird auf unterer, regionaler Ebene als Wettbewerb der Standorte besonders fühlbar. In föderalen Systemen wie dem der Bundesrepublik Deutschland besitzen einzelne Bundesländer wirtschaftspolitische Gestaltungsfreiheiten, diesen wirtschaftlichen und letztlich auch politischen Wettbewerb zu nutzen. Das gemeinsame regulatorische Dach beschränkt die Handlungsmöglichkeiten, damit Grundprinzipien einer freiheitlichen Wirtschaftsordnung nicht verletzt werden.

Abstract
Die demographischen Projektionen für ostdeutsche Länder beschreiben für die kommenden Dekaden – bei aller regionalen Differenzierung – das Szenario einer erheblichen Schrumpfung und Alterung der Bevölkerung. Mit Blick auf die wirtschaftliche Entwicklung der Neuen Länder werden daraus dämpfende Einflüsse auf Produktivität und Innovationsfähigkeit sowie Engpässe bei der Fachkräfterekrutierung abgeleitet. Vor diesem Hintergrund ist die Frage nach der Attraktivität der östlichen Länder als Zuwanderungsregion von essenziellem Interesse. Dabei überdeckt die Debatte um die Wanderungsverluste Ostdeutschlands nicht selten die Tatsache, dass viele Regionen Ostdeutschlands auch erhebliche Zuzüge zu verzeichnen haben – nicht zuletzt aus Westdeutschland, auch wenn die Westzuwanderung in allen ostdeutschen Regionen – außer in Berlin – hinter der Abwanderung in die Alten Bundesländer zurückbleibt. Dennoch weisen zahlreiche ostdeutsche Regionen mittlerweile einen positiven Binnenwanderungssaldo aus, weil sie die Verluste gegenüber Westdeutschland durch Zuwanderung aus anderen ostdeutschen Regionen kompensieren können.

Abstract
Seit Beendigung des Baubooms Mitte der 90er Jahre unternehmen die ostdeutschen Baubetriebe enorme Anstrengungen, die Nachfrageverluste in der heimischen Region mit einer Bautätigkeit außerhalb des lokalen Markts abzufedern. Regelmäßige Stichprobenerhebungen belegen auch für den aktuellen Rand einen Trend zur Ausdehnung des Absatzradius. Das ostdeutsche Baugewerbe konzentriert sich dabei sehr stark auf das Gebiet der Alten Bundesländer. Während im Jahr 2000 bereits etwa ein Viertel der ostdeutschen Baubetriebe auch in den Alten Ländern tätig war, betraf dies im Jahr 2006 sogar 37% der Betriebe. Im westdeutschen Baugewerbe dagegen hat sich in dieser Zeitspanne wenig an den Bauleistungsströmen geändert. In den Neuen Ländern bieten nur 7% der westdeutschen Betriebe ihre Leistungen an. Im Ausland sind sie mit 5% der Betriebe geringfügig stärker engagiert als das ostdeutsche Baugewerbe.

In which Ways do Universities React to New Technologies? The Case of Photovoltaics

Abstract
Hochschulen kommt als Akteuren in regionalen Innovationssystemen die Aufgabe zu, neues Wissen für eine Region verfügbar zu machen, durch Lehre zur Humankapitalbildung und durch Forschung zur Erweiterung des Wissens beizutragen. Diese Funktionen sind insbesondere wichtig bei der Adaption neuer Technologien, wie dies bei der Photovoltaik der Fall ist. 89 deutsche Hochschulen – darunter 65 Fachhochschulen – bieten mittlerweile 171 Vollzeitstudiengänge mit Ausrichtung auf die Photovoltaik an. Jedes Bundesland verfügt über mindestens einen Hochschulstandort mit entsprechendem Studienangebot. Ansätze für eine räumliche Ballung von Studiengängen lassen sich für Sachsen, für das Ruhrgebiet und für die Rhein-Main-Region erkennen. Nahezu 90% des Studienangebots werden von ingenieurwissenschaftlichen Fakultäten und Fachbereichen bestritten. Weniger als die Hälfte der Hochschulen mit Photovoltaik-Studiengängen hat Drittmittel aus der Forschungsförderung des Bundes eingeworben. Die meisten
Projekte und die höchste Fördersumme verzeichnet der Hochschulstandort Stuttgart, gefolgt von Darmstadt, Konstanz und München. Damit zeichnet sich eine relativ starke Ballung der Photovoltaik-Forschung im Süden der Republik ab. Auffällig ist weiterhin, dass sich mehrere kleinere ostdeutsche Hochschulstädte (Freiberg, Ilmenau, Stralsund, Cottbus) als relativ forschungsstark darstellen. Unter Berücksichtigung des Tatbestands, dass sich in Ostdeutschland viele größere Produktionsstätten für Solarzellen und die Sitze einiger wichtiger Photovoltaik-Unternehmen befinden, lässt sich feststellen, dass das mit der Weiterentwick-
lung der Photovoltaik verbundene Potenzial zu Kooperationen mit Unternehmen der Branche und zur Fokussierung der Hochschulstrukturen auf diese
Technologie von den dort gelegenen Hochschulen noch nicht ausgeschöpft wird.

Abstract
Hochqualifizierte Fachkräfte werden von den Unternehmen oft überregional rekrutiert, sodass gerade unter Akademikern eine hohe Mobilität zu beobachten ist. Aus der Perspektive der Bundesländer, die einen Großteil der Kosten der Akademikerausbildung bestreiten, kann ein hoher Zu- bzw. Abwanderungssaldo eine Schieflage bei der finanziellen Lastenverteilung zur Folge haben. Es liegt auf der Hand, dass einzelne Bundesländer im Ausbildungswesen nur ungern eine Zubringerfunktion für andere übernehmen wollen.
