Abstract
Als vor 25 Jahren die Berliner Mauer fiel, gewannen die Bürger der DDR ihre bürgerlichen Freiheiten zurück. Sie können seitdem frei reisen und ihren Wohn- und Arbeitsort frei wählen. Auf den Mauerfall folgten in historisch einmaligem Tempo Weichenstellungen zur Deutschen Einheit: erste freie Volkskammerwahlen am 18.03.1990, die Wirtschafts-, Währungs- und Sozialunion am 01.07.1990 und schließlich die Einheit Deutschlands durch den Beitritt der DDR zum Geltungsbereich des Grundgesetzes der Bundesrepublik Deutschland. Die Integration der ost- und westdeutschen Wirtschaft ist allerdings ein langwieriger Prozess.

Abstract
Multinationale Unternehmen investieren im Ausland, um von standortspezifischen Vorteilen zu profitieren und ihre eigene Wettbewerbsfähigkeit zu verbesser. Gleichzeitig tragen sie zu einer Steigerung der Produktivität und einem wirtschaftlichen Aufholprozess am ausländischen Standort bei. Sie fungieren in diesem Sinne als Treiber für technologische und wirtschaftliche Entwicklung. Das Ziel der Dissertation ist es, einen Beitrag zur aktuellen Forschung zu leisten, indem untersucht wird, durch welche Determinanten ausländische Investoren bei der Standortwahl in den europäischen Post-Transformationsregionen beeinflusst werden, welche Motive sie bei ihrer Investition verfolgen, wie sie die Qualität der Standortfaktoren vor Ort beurteilen und unter welchen Bedingungen ein Austausch von Wissen und Technologie zwischen den ausländischen Tochterunternehmen und den Akteuren der einheimischen Wirtschaft stattfindet.

Abstract
Seit August 2014 werden in Deutschland die neuen Regeln des Europäischen Systems Volkswirtschaftlicher Gesamtrechnungen 2010 (ESVG 2010) für die Berechnung des Bruttoinlandsprodukts angewendet.a Damit ergibt sich ein deutlicher Niveausprung in den Ursprungswerten nach oben, der vor allem aus der Zuordnung der Ausgaben für Forschung und Entwicklung resultiert. Diese werden nun als Investitionen und nicht mehr als Vorleistung verbucht. Ferner wurden datenbedingte Korrekturen und konzeptionelle Änderungen umgesetzt. Die jährlichen Wachstumsraten weichen bis zu 0,3 Prozentpunkte von den im Mai veröffentlichten Zahlen ab. Die generelle Wachstumsdynamik bleibt jedoch nahezu unverändert. Noch größer sind die Revisionen der vierteljährlichen saison- und kalenderbereinigten Werte.

Abstract
Am 16. Dezember 2013 fand am IWH die Konferenz „Von der Transformation zur europäischen Integration – Ostdeutschland und Mittelosteuropa in der Forschung des IWH“ statt. Den Eröffnungsvortrag hielt der Minister für Wissenschaft und Wirtschaft des Landes Sachsen-Anhalt, Hartmut Möllring, zum Thema „Internationalisierungsstrategie für Sachsen-Anhalt: Ziele, Umsetzung und künftige Handlungsbedarfe“. In den darauf folgenden Vorträgen von Wissenschaftlerinnen und Wissenschaftlern des IWH wurden Befunde über die Internationalisierung des FuEStandortes Deutschland, die Umsetzung des europäischen Fiskalpakts und der deutschen Schuldenbremse, die Konjunkturentwicklung in Ostdeutschland und über die Auswirkungen der Preisliberalisierung auf das Städtesystem Russlands präsentiert. Den Abschluss bildete ein Podiumsgespräch mit Persönlichkeiten aus Unternehmen der Region und der Wissenschaft zum Thema: „Ostdeutsche Mittelständler auf Erfolgskurs in Europa – Was steckt dahinter?“

Hallenser Leibniz-Institute präsentieren ihre Forschung zu Transformationsökonomien auf einer der wichtigsten sozialwissenschaftlichen Konferenzen weltweit
Die Erforschung ökonomischer Transformationsprozesse gehört zu den Leitthemen der beiden Forschungsinstitute und stößt nicht nur in den betroffenen Regionen, sondern auch international auf Interesse. Erkenntnisse über die Entwicklungen in Mittel- und Osteuropa und Asien helfen der Wissenschaft, Strukturwandel und dessen wirtschaftspolitische Steuerung besser zu verstehen.

Von der Transformation zur europäischen Integration
Der Prozess der ökonomischen Transformation in den ehemals sozialistischen Staaten gilt mittlerweile als abgeschlossen. Aber wie stark sind die Post-Transformationsökonomien in Ostdeutschland und Mittelosteuropa wirklich und wie lässt sich deren Wettbewerbsfähigkeit weiter entwickeln? Auf der Tagung „Von der Transformation zur europäischen Integration – Ostdeutschland und Mittelosteuropa in der Forschung des IWH“ widmet sich das IWH diesen Fragen und beleuchtet sie in ihrem Zusammenhang mit dem Prozess der europäischen Integration.

In ihrer Antrittsrede als Präsidentin des IWH ruft Prof. Dr. Claudia Buch dazu auf, aus der mehr als zwanzigjährigen Erfahrung der ökonomischen Transformation Mittel- und Osteuropas zu lernen. Zentrale neue Erkenntnisse der Wirtschaftswissenschaft können für die Politik besser nutzbar gemacht werden. Für diese Forschungsagenda, basierend auf modernen Methoden wissenschaftlicher Politikevaluierung, sieht sie das IWH sehr gut gerüstet.

Abstract
Die Europäische Union (EU) hat sich das Ziel gesetzt, bis zum Jahr 2020 drei Prozent des Bruttoinlandsproduktes (BIP) in Forschung und Entwicklung (FuE) zu investieren. Zwar konnte die EU die FuE-Ausgaben von ca. 1,9% im Jahr 2007 auf ca. 2,1% im Jahr 2010 steigern, dennoch liegt sie hinter Ländern wie den USA und Japan deutlich zurück.

Abstract
Die Internationalisierung von Forschung und Entwicklung nimmt seit vielen Jahren zu. Dieses Phänomen weckt die Befürchtung, der Technologiestandort Deutschland könne durch die Verlagerung von Forschungsaktivitäten insbesondere in die aufstrebenden Schwellenländer gefährdet werden. Um ein vollständigeres Bild dieser Vorgänge zu erhalten, gibt der Beitrag auf der Basis transnationaler Patentdaten einen Überblick über das Ausmaß sowie die relevanten Technologie-felder der Erfinderaktivitäten deutscher Unternehmen im Ausland in den ver-gangenen zwei Jahrzehnten. Die Analyse zeigt, dass Westeuropa mit einem stabilen Anteil von gut 60% weiterhin die wichtigste Zielregion für technologische Aktivitäten deutscher Unternehmen mit Patentoutput ist. In den letzten Jahren haben allerdings Schwellenländer, allen voran China, deutlich an Attraktivität gewonnen, wobei sich der Umfang der Erfinderaktivitäten deutscher Firmen in diesen Ländern immer noch auf einem sehr niedrigen Niveau befindet. Gleichzeitig haben die USA an Bedeutung verloren, bleiben jedoch das wichtigste einzelne Zielland. Die aktuelle Internationalisierung der Erfindertätigkeit in Richtung Schwellenländer stellt schon aufgrund ihres geringen Ausmaßes keine Bedrohung für den Forschungsstandort Deutschland dar. Zudem birgt die stärkere technologische Vernetzung mit diesen aufstrebenden Regionen nicht nur Gefahren, sondern eröffnet auch Potenziale für die in Deutschland ansässige FuE der Unternehmen.

FuE-Ausgaben: Ostdeutschland holt auf, aber Strukturprobleme bleiben
Die Europäische Union hat sich das Ziel gesetzt, bis zum Jahr 2020 drei Prozent des Bruttoinlandsproduktes in Forschung und Entwicklung (FuE) zu investieren. Zwar konnte die EU die FuE-Ausgaben von ca. 1,9% im Jahr 2007 auf ca. 2,1% im Jahr 2010 steigern, dennoch liegt sie hinter Ländern wie den USA und Japan deutlich zurück. In Deutschland wurden im Jahr 2010 Ausgaben für FuE in Höhe von rund 2,8% des BIP getätigt. Mehr als zwei Drittel entfielen, wie von der EU angestrebt, auf die Wirtschaft, der Rest auf die Hochschulen und staatlichen Forschungseinrichtungen. Bei einem Vergleich von Ost- und Westdeutschland werden jedoch deutliche Unterschiede sichtbar.
