Abstract
Eine Insolvenz ist nur eine von mehreren möglichen Varianten, wie Unternehmen aus dem Markt austreten können. Viele Unternehmen schließen einfach ohne Insolvenz, wieder andere werden übernommen oder fusionieren. Tatsächlich schließen sehr viel mehr Unternehmen ohne Insolvenz, als Unternehmen eine Insolvenz anmelden (Müller und Stegmaier, 2015). Der Hauptunterschied zwischen den Marktaustrittsformen besteht darin, dass ein Marktaustritt ohne Insolvenz nicht immer ein Scheitern des Unternehmens als Ursache hat und oft freiwillig geschieht.1 Der Marktaustritt über den Weg der Insolvenz ist hingegen ein deutlicher Hinweis auf ökonomisches Scheitern. Marktaustritten ohne Insolvenz geht oft eine mehrjährige geordnete Schrumpfungsphase vorweg, während insolvente Unternehmen sich bis zum Schluss gegen den Austritt stemmen (Fackler et al., 2018). Das Interesse an Insolvenzen ergibt sich zum einen daraus, dass sie ein sehr aktueller und gut messbarer Indikator für ökonomisches Scheitern und Arbeitsplatzverluste sind. Zum anderen bergen massenhafte Insolvenzen die Gefahr von Ansteckungseffekten bis hin zu Bankenkrisen.

The downturn in 2023 is milder in East Germany than in Germany as a whole – Implications of the Joint Economic Forecast Autumn 2023 and of Länder data from recent publications of the Statistical Offices
The German economy has been in a downturn for more than a year. In East Germany, however, the economy has been somewhat stronger in the past four quarters: According to the Halle Institute for Economic Research (IWH), East German gross domestic product (GDP) is expected to increase by 0.5% in 2023, while production in Germany as a whole will fall by 0.6%. Next year, expansion rates of 1.3% are forecast in both the east and the west. For 2025, East German gross domestic product is expected to grow by 1.2%, which is slightly slower than in Germany as a whole (1.5%).

Joint Economic Forecast 2/2023: Purchasing power returns ‒ political uncertainty high
According to the Joint Economic Forecast, Germany's gross domestic product declines by 0.6% in 2023. This is a strong downward revision of 0.9 percentage points from the forecast made in spring 2023. "The most important reason for this revision is that industry and private consumption are recovering more slowly than we expected in spring," says Oliver Holtemöller, Vice President and Head of the Macroeconomics Department at the Halle Institute for Economic Research (IWH).

Abstract
Die Weltwirtschaft verliert im Herbst 2023 weiter an Schwung. Die Produktion im Verarbeitenden Gewerbe und der globale Warenhandel stagnieren, gestiegene Leitzinsen verschlechtern das Investitionsklima. Die restriktive Wirtschaftspolitik drückt vor allem die europäische Konjunktur, welche zusätzlich von der Unsicherheit durch den russischen Angriffskrieg belastet wird. In Deutschland belasten die hohe Inflation, gestiegene Zinsen, eine schwache Auslandsnachfrage und Verunsicherung unter privaten Haushalten und Unternehmen die Wirtschaft. Die konjunkturellen Risiken sind für die Bauwirtschaft besonders hoch. Alles in allem dürfte das Bruttoinlandsprodukt 2023 um 0,5% zurückgehen, für das kommende Jahr wird ein Zuwachs von 0,9% prognostiziert.

Safety Net or Helping Hand? The Effect of Job Search Assistance and Compensation on Displaced Workers

Abstract
We provide the first systematic evidence on the effectiveness of a contested policy in Germany to help displaced workers. So-called “transfer companies” (Transfergesellschaften) employ displaced workers for a fixed period, during which time workers are provided with job-search assistance and are paid a wage which is a substantial fraction of their pre-displacement wage. Using rich and accurate data on workers’ employment patterns before and after displacement, we compare the earnings and employment outcomes of displaced workers who entered transfer companies with those that did not. Workers can choose whether or not to accept a position in a transfer company, and therefore we use the availability of a transfer company at the establishment level as an IV in a model of one-sided compliance. Using an event study, we find that workers who enter a transfer company have significantly worse post-displacement outcomes, but we show that this is likely to be the result of negative selection: workers who lack good outside opportunities are more likely to choose to enter the transfer company. In contrast, ITT and IV estimates indicate that the use of a transfer company has a positive and significant effect on employment rates five years after job loss, but no significant effect on earnings. In addition, the transfer company provides significant additional compensation to displaced workers in the first 12 months after job loss.
