Natural-resource or Market-seeking FDI in Russia? An Empirical Study of Locational Factors Affecting the Regional Distribution of FDI Entries

Abstract
This paper conducts an empirical study of the factors that affect the spatial distribution of foreign direct investment (FDI) across regions in Russia; in particular, this paper is concerned with those regions that are endowed with natural resources and market-related benefits. Our analysis employs data on Russian firms with a foreign investor during the 2000-2009 period and linked regional statistics in the conditional logit model. The main findings are threefold. First, we conclude that one theory alone is not able to explain the geographical pattern of foreign investments in Russia. A combination of determinants is at work; market-related factors and the availability of natural resources are important factors in attracting FDI. The relative importance of natural resources seems to grow over time, despite shocks associated with events such as the Yukos trial. Second, existing agglomeration economies encourage foreign investors by means of forces generated simultaneously by sector-specific and inter-sectoral externalities. Third, the findings imply that service-oriented FDI co-locates with extraction industries in resource-endowed regions. The results are robust when Moscow is excluded and for subsamples including only Greenfield investments or both Greenfield investments and mergers and acquisitions (M&A).

Abstract
Das IWH führt in Ostdeutschland (inklusive Berlin) seit dem Jahr 2007 regelmäßig Befragungen von Tochterunternehmen multinationaler Konzerne mit Hauptsitz im Ausland bzw. in den westdeutschen Bundesländern durch. Im September 2012 wurden insgesamt 466 Tochterunternehmen bezüglich ihrer Geschäftserwartungen für das Jahr 2013 befragt. Die befragten Unternehmen gehören entweder dem Verarbeitenden Gewerbe oder ausgewählten Dienstleistungssektoren an. Ihr Gewicht in der ostdeutschen Wirtschaft ist erheblich: Beispielsweise ist jeder vierte Arbeitnehmer im Verarbeitenden Gewerbe bei einem Tochterunternehmen mit multinationalem Investor beschäftigt.

Abstract
The focus of this article is the empirical identification of factors influencing Foreign Direct Investment (FDI) in the knowledge-intensive business service (KIBS) sector on the regional level of «Raumordnungsregionen» in East Germany. The analysis focuses on the impact of regional agglomeration and technological capability on the location decision of foreign investors and West German MNEs. It shows that localisation, patent activity and the share of employees with an R&D occupation affect significantly the location decision of FDI. This result provides an explanation for the strong concentration of KIBS in urban areas in a post-transition economy.

Abstract
Investitionen in die Energieeffizienz von Mehrfamilienhäusern müssen sich langfristig für ihre Eigentümer lohnen. Dies ist die notwendige Voraussetzung für höhere Neubau- und Sanierungsaufwendungen, die gewünscht sind, um die von der Europäischen Union und der Bundesregierung aufgerufenen Klimaziele zu erreichen. Der vorliegende Beitrag untersucht die Determinanten der Kapitalintensität im Wohnungsbau, als Näherungsgröße für die hergestellte (energetische) Qualität, und daran anschließend die Frage, wie sich diese auf den durchschnittlichen regionalen Energieverbrauch auswirkt. Die Analyse bezieht sich dabei bewusst auf Mehrfamilienhäuser, Immobilien, die nicht nur den Charakter eines Konsumguts besitzen, sondern darüber hinaus weitgehend als Renditeobjekte unterhalten werden. Dies hat Implikationen für „grüne Investitionen“ zur Verbesserung der Energieeffizienz: Geringere Energiekosten kommen nicht unmittelbar dem Investor zugute – sein Gewinn liegt vielmehr in der Veränderung der erwarteten Kaltmiete, die – neben regionalen Unterschieden in ihrer absoluten Höhe – auch unterschiedlich stark mit Risiko behaftet sein kann. Untersucht wurden diese Zusammenhänge im Rahmen der Energieeffizienzdebatte bisher jedoch noch nicht. Tatsächlich zeigt die durchgeführte empirische Untersuchung, dass Investoren Standorte mit geringerem erwartetem Risiko sowie größeren Mieterträgen bevorzugen und dort entsprechend höhere Mittel für den Geschosswohnungsbau aufwenden.

Equity Home Bias and Corporate Disclosure

Abstract
I show that more comprehensive corporate disclosure reduces investors’ uncertainty about domestic companies’ payoffs at no cost, thereby decreasing investors’ equity home bias toward a country. Since investors should base their investment decisions on valid and easily interpretable company information only, more comprehensive disclosure will reduce the home bias only if domestic securities law is sufficiently stratified and domestic companies use international accounting standards. Using panel data for 38 countries from 2003 to 2008 I find that more comprehensive disclosure reduces investors’ home bias, though significantly only for countries that sufficiently enforce their securities law and implement international accounting standards.

Abstract
We propose a new approach to measuring the effect of unobservable private information on volatility. Using intraday data, we estimate the effect of a well-identified shock on the volatility of stock returns of European banks as a function of the quality of public information available about the banks. We hypothesize that as publicly available information becomes stale, volatility effects and its persistence increase, as private information of investors becomes more important. We find strong support for this idea in the data. We further show that stock volatility is higher just before important announcements if information is stale.

Abstract
We study whether ADR (American depositary receipt) investors perceive the risk that countries such as Greece, Ireland, Italy, Portugal or Spain could leave the eurozone to address financial problems produced by the sub-prime crisis. Using daily data, we analyse the impact of vulnerability measures related to currency crisis theories on ADR returns. We find that ADR returns fall when yield spreads of sovereign bonds or CDSs (credit default swaps) rise (i.e. when debt crisis risk increases); when banks' CDS premiums rise or stock returns fall (i.e. when banking crisis risk increases); or when the euro's overvaluation increases (i.e. when the risk of competitive devaluation increases).

Abstract
The focus of this article is the empirical identification of factors influencing Foreign Direct Investment (FDI) in transition economies on a regional level (NUTS 2). The analysis is designed as benchmark between three neighboring post-communist regions, i.e. East Germany, the Czech Republic and Poland. Their different transition paths have not only resulted in economic differences. We can also observe today that the importance of pull factors for FDI varies significantly across the regions. This analysis shows that in comparison with Poland and the Czech Republic, East Germany’s major benefit is its purchasing power, its geographical proximity to West European markets, and its modern infrastructure. Furthermore, the analysis suggests that intra-industry linkages such as specialization and agglomeration economies are relevant factors for the location decision of foreign investors. This result can help to explain the regional divergence of FDI streams in transition economies.
