Abstract
Die Zahl der sozialversicherungspflichtig beschäftigten Ausländer in Deutschland aus den Beitrittsländern und Beitrittskandidaten ist sehr gering: Nur etwa 102 000 SV-pflichtig Beschäftigte in Westdeutschland und knapp 6 000 in Ostdeutschland kamen Mitte des Jahres 2003 aus den Beitrittsländern. Dies entsprach lediglich 0,5% der Arbeitnehmer in Westdeutschland und 0,1% in Ostdeutschland. In Westdeutschland stammten mehr als 90% dieser Beschäftigten aus Polen, Tschechien, Ungarn und der Slowakei, in Ostdeutschland waren es 95%. Aus Bulgarien und Rumänien kamen knapp 29 000 SV-pflichtig Beschäftigte in Westdeutschland und 1 100 in Ostdeutschland. Damit hatten in Westdeutschland 0,1% und in Ostdeutschland 0,03% der Beschäftigten die Staatsangehörigkeit der Beitrittskandidaten.

Abstract
In Deutschland werden erhebliche öffentliche Mittel zur direkten Wirtschaftsförderung aufgewendet. Dies verlangt nach einer ökonomischen Rechtfertigung der Maßnahmen. Insbesondere die Investitionsförderung war dabei bisher selten Gegenstand empirischer Wirkungskontrollen. Um diese Lücke zu schließen, wird beispielhaft die Gemeinschaftsaufgabe zur „Verbesserung der regionalen Wirtschaftsstruktur“ (GA) analysiert. Wegen ihrer Bedeutung für die Entstehung wertschöpfungsintensiver und wettbewerbsfähiger Strukturen werden als Untersuchungsobjekte Betriebe des ostdeutschen Verar-beitenden Gewerbes betrachtet. Anhand eines Methodenvergleichs wird die allgemeine Problematik der Wirkungsanalyse verdeutlicht. Der bisher nicht auf die Investitionsförderung angewandte Matched-Pairs-Ansatz liefert gegenüber einer Regressionsschätzung mit Selektionskorrektur die zuverlässigeren Ergebnisse. Demnach hat die GA-Förderung deutliche Mehrinvestitionen stimuliert.

Die Wachstumsschwäche in Deutschland – ist der Osten schuld?; Ist der Aufbau Ost gescheitert?
Deutschland ist ein wachstumsschwaches Land. Der wirtschaftliche Elan reicht seit langem nicht einmal mehr zur Stabilisierung des Arbeitsvolumens.
Die aktuelle Diskussion um die künftige Wirtschaftspolitik für und in Ostdeutschland lässt den Eindruck entstehen, dass die bisherige Politik des Aufbau Ost gescheitert sei. Diesem Bild muss nachdrücklich widersprochen werden.

Abstract
Am 1. Mai 2004 werden 10 neue Staaten, darunter auch Deutschlands östliche Nachbarn, die Republik Polen und die Tschechische Republik, der Europäischen Union beitreten. Zur Freude über ein erweitertes Integrationsbündnis, das ein Mehr an Stabilität, Sicherheit und Wohlstand für seine alten und neuen Mitglieder verspricht, kommt allerdings die Sorge hinzu, dass nicht alle Regionen in diesem erweiterten Europa von den Wohlfahrtsgewinnen der ökonomischen Integration profitieren werden. Solche Sorgen existieren speziell mit Blick auf die Regionen entlang der östlichen Außengrenze Deutschlands, vom Oderhaff bis zum Bayerischen Wald, wobei die ostdeutschen Grenzregionen als wirtschaftlich besonders schwach gelten. Es gibt sogar Stimmen, die im Zuge der EU-Erweiterung eine wirtschaftliche Entleerung dieser Teilräume befürchten. Sind diese Sorgen gerechtfertigt? Hat die Politik etwa ein schon länger schwelendes Problem verdrängt?

Abstract
Nach mehrjähriger Stagnation rechnen die meisten Konjunkturforscher für das gerade begonnene Jahr wieder mit einer Belebung der gesamtwirtschaftlichen Aktivität in Deutschland. Rund ein Drittel des erwarteten Zuwachses an Bruttoinlandsprodukt zwischen 1,4 und 1,8% ist dabei einem Kalendereffekt zu verdanken, nämlich dem Umstand, dass 2004 außergewöhnlich viele bundesweit und regional geltende Feiertage auf Wochenenden fallen. Dies betrifft unter anderem den Maifeiertag, den Tag der Deutschen Einheit, den Reformationstag und die beiden Weihnachtstage. Einschließlich des Schalttages stehen damit nach Berechnung der Wirtschaftsforschungsinstitute gegenüber dem Vorjahr 3,3 zusätzliche Arbeitstage zur Verfügung. Wird länger gearbeitet, wird auch mehr produziert. Diese Binsenweisheit hat einige Politiker zu der Überlegung veranlasst, die Zahl der Arbeitstage nicht dem Zufall des Kalenders zu überlassen, sondern das Heft des Handelns in die eigenen Hände zu nehmen und beispielsweise Feiertage als arbeitsfreie Tage zu streichen. Schließlich ließe sich durch mehr Arbeit die Wettbewerbsfähigkeit des Standortes Deutschland stärken.

Abstract
Durch die Zunahme der Konkurrenz aus dem Ausland, die ihre Leistungen aufgrund geringerer Lohnstandards zu günstigeren Preisen anbieten kann, verstärkt sich der Wettbewerbsdruck in ganz Deutschland. In den westdeutschen Ländern stellen zudem die ostdeutschen Unternehmen, die nach dem niedrigeren Osttarif bezahlen, eine direkte Konkurrenz dar. Die Tariftreuegesetze sollen Wettbewerbsverzerrungen, die in der Bauwirtschaft durch den Einsatz von Niedriglohnkräften entstehen, entgegen wirken. Eine Studie des IWH ergab, dass die Einführung von Tariftreuegesetzen weder aus beschäftigungspolitischer noch aus ökonomischer Sicht erforderlich erscheint.

Abstract
Für Deutschland zeigen sich trotz inzwischen weitestgehend einheitlicher institutioneller Rahmenbedingungen nach wie vor deutliche Unterschiede in der Erwerbsbeteiligung von ost- und westdeutschen Frauen. Die Zahl der erwerbstätigen Frauen ist in den letzten Jahren in den alten Bundesländern gestiegen; in den neuen Ländern ist sie leicht gesunken, bewegt sich aber dennoch auf hohem Niveau. Diese Differenzen lassen sich erklären durch die unterschiedlichen Erwerbsmuster, die bei der Wiedervereinigung aufeinander trafen, aber auch durch unterschiedliche ökonomische Gegebenheiten in den Haushalten und dem regional und qualitativ unterschiedlichen Angebot an Kinderbetreuungseinrichtungen.

Abstract
Mit dem Jahresausblick aktualisiert das IWH seine Konjunkturprognose für 2004 und gibt zugleich Einschätzungen zur wirtschaftlichen Entwicklung für 2005 ab. Die weltweite Belebung geht vor allem von der starken wirtschaftlichen Dynamik in den USA aus. Der amerikanische Aufschwung kommt aus der Binnenwirtschaft. Dagegen geht die konjunkturelle Wende im Euroraum von der Außenwirtschaft aus. In Deutschland haben die Unternehmen ihre Investitionszurückhaltung noch nicht aufgegeben. Der private Konsum erhält durch die Steuersenkungen einen Anschub. Insgesamt fällt jedoch der konjunkturelle Impuls der finanzpolitischen Maßnahmen gering aus. Das deutsche Bruttoinlandsprodukt steigt in 2004 um 1,6% und in 2005 um 1,8%. Für den Arbeitsmarkt zeichnet sich 2004 noch keine nennenswerte Entlastung ab, erst in der zweiten Hälfte 2004 wird die Beschäftigungsschwelle erreicht; jahresdurchschnittlich nimmt die Beschäftigtenzahl weiter um 100.000 Personen ab. Die Finanzpolitik ist trotz des teilweisen Vorziehens der dritten Stufe der Einkommenssteuerreform restriktiv ausgerichtet. Die Geldpolitik ist deutlich expansiv. Mit dem Rückgang der Produktionslücke im Euroraum dürften die Leitzinsen angehoben werden.
