Konjunkturausblick des IWH für 2004 - Das lange Warten auf den Aufschwung geht vorüber
Gestiegene Aktienkurse und Kapitalmarktzinsen kündigten seit dem Sommer 2003 eine konjunkturelle Wende in der Weltwirtschaft an. Jetzt nimmt der Aufschwung reale Gestalt an und markiert den Anfang eines neuen Konjunkturzyklus. Allerdings setzt er in den großen Regionen der Welt nicht gleichzeitig ein. Während in den USA und in Ostasien die gesamtwirtschaftlichen Aktivitäten bereits kräftig gestiegen sind, steht der Euroraum gerade am Beginn einer Erholung, und in Deutschland mehren sich erst die Anzeichen, dass die drei Jahre währende Stagnation bald überwunden wird.

Abstract
Schwerpunkte des Berichts sind – neben einer Analyse der technologischen Leistungsfähigkeit der ostdeutschen Wirtschaft und einer regional differenzierten Betrachtung der Infrastrukturausstattung – die Investitionsförderung, die Innovationsförderung und die Aktive Arbeitsmarktpolitik. Festgestellt wird, dass die Wirtschaftsförderung zwar in erheblichem Maße zur Unterstützung des Aufbaus in den neuen Ländern beigetragen hat, zunehmend aber an Wirksamkeit einbüßt. Sie sollte deswegen deutlich reformiert werden. Die Aktive Arbeitsmarktpolitik wiederum ist mit Blick auf die Beschäftigungswirkungen nur eingeschränkt als wirksam zu betrachten und sollte in ihrer jetzigen Form nicht fortgeführt werden. Angesichts dieser Ergebnisse und vor dem Hintergrund der finanzpolitischen Probleme Deutschlands wird vorgeschlagen, die besondere Investitions- und Innovationsförderung für die neuen Länder allmählich auslaufen zu lassen und verstärkt auf die Effizienz der eingesetzten Maßnahmen zu achten. Letzten Endes ist aber erst dann mit einer deutlich verbesserten wirtschaftlichen Lage in Ostdeutschland zu rechnen, wenn die gesamtwirtschaftlichen Wachstumsprobleme in ganz Deutschland gelöst werden.

Abstract
Vor dem Hintergrund der Debatte um die gegensätzliche Wirkung von Lohnerhöhungen auf die Kaufkraft der Arbeitnehmer und die Arbeitskosten in den Unternehmen wird für Deutschland in den Jahren 1971 bis 2003 der Zusammenhang zwischen Lohnentwicklung und Investitionstätigkeit ökonometrisch untersucht. Im Ergebnis zeigt sich eine Verringerung des Investitionszuwachses bei Reallohnsteigerungen, die über dem Produktivitätsanstieg liegen.

Abstract
Auch im Sommer 2003 kann die Entwicklung in der ostdeutschen Wirtschaft niemanden zufrieden stellen. Zusätzlich zu allen Diskussionen um Möglichkeiten einer Belebung der Wachstumsdynamik in ganz Deutschland stellt sich deswegen auch die Frage, wie die Politik dem Aufbau Ost neuen Schwung geben kann. Diese Frage stellt sich um so dringender, weil die finanzpolitischen Schwierigkeiten Deutschlands die Spielräume für finanziell kostspielige Programme für die neuen Länder stark einengen. Wichtige Bestandteile der Wirtschaftspolitik für Ostdeutschland waren in den letzten Jahren die spezifische Wirtschaftsförderung (insbesondere die Investitionsförderung), für die wegen ihrer Befristung wie auch wegen EU-rechtlicher Restriktionen Nachfolgelösungen gesucht werden, sowie die Aktive Arbeitsmarktpolitik, die im Zuge der allgemeinen Arbeitsmarktreformen ebenfalls auf den Prüfstand gestellt worden ist. In Anbetracht der anstehenden Entscheidungen über die weitere Strategie für den Aufbau Ost hat der Bundesminister der Finanzen die mit dem so genannten „Fortschrittsbericht“ betrauten Forschungsinstitute (DIW Berlin, IAB, IfW, IWH und ZEW) deshalb gebeten, diese beiden Politikbereiche einer näheren Analyse zu unterziehen und darauf aufbauend wirtschaftspolitische Schlussfolgerungen abzuleiten. Darüber hinaus wurden als weitere Schwerpunkte des Berichts eine regional differenzierte Analyse der Infrastrukturausstattung in den neuen Ländern, eine Untersuchung der technologischen Leistungsfähigkeit der ostdeutschen Wirtschaft und eine Analyse der finanzpolitischen Situation der ostdeutschen Länder und Gemeinden vereinbart.

Abstract
Wieder einmal erweisen sich die USA als Vorreiter der konjunkturellen Erholung der Weltwirtschaft. Im Laufe des Jahres haben sich die Aussichten für die US-Wirtschaft spürbar aufgehellt, auch wenn gegenwärtig Unsicherheit bezüglich der Stärke und Nachhaltigkeit des Aufschwungs besteht. Es stellt sich die Frage, in welchem Ausmaß die deutsche Wirtschaft von der erwarteten Belebung in den Vereinigten Staaten profitieren kann. Die Warenausfuhren machen immerhin fast ein Drittel des Bruttoinlandsproduktes in Deutschland aus, und mit einem Anteil von gut 10% sind die USA nach Frankreich der zweitwichtigste Abnehmer deutscher Produkte. Es gilt allerdings zu beachten, dass die Exporte neben der Nachfrage aus dem Ausland auch vom Wechselkurs beeinflusst werden. Im März vergangenen Jahres setzte eine markante Aufwertung des Euro ein.

Abstract
Trotz anhaltender politischer und wissenschaftlicher Diskussionen über Berechtigung und Umfang kommunaler Wirtschaftstätigkeit weisen weder die amtliche Statistik noch Erhebungen von Verbänden oder Forschungsinstitutionen konkrete Zahlen zur Bedeutung der Kommunalwirtschaft aus. Eine vom IWH durchgeführte Auswertung verschiedener statistischer Quellen versucht hier für den Bereich kommunaler Unternehmen eine Lücke zu schließen und kommt zu folgenden Ergebnissen: Die gesamtwirtschaftlichen Umsatz- und Beschäftigungsanteile der (Groß-)Unternehmen mit kommunaler Beteiligung sind in Deutschland eher gering. Allerdings dominieren entsprechende Unternehmen in bestimmten Branchen (z. B. Energieversorgung) und ihre regionalwirtschaftliche Bedeutung ist vor allem in Ostdeutschland überdurchschnittlich groß.

Abstract
Derzeit wird wieder intensiv darüber diskutiert, die Subventionen in Deutschland deutlich zu reduzieren – wobei zur Begründung eigentlich nur das Erfordernis einer Konsolidierung der öffentlichen Haushalte genannt wird. Tatsächlich kann auch nur dieses Argument – und das inzwischen kaum mehr verhohlene Eingeständnis eigener Machtlosigkeit gegenüber den organisierten Interessen der Subventionsempfänger – erklären, weshalb der Subventionsabbau dabei nach der „Rasenmähermethode“ vollzogen werden soll, eine Überprüfung der Sinnhaftigkeit einzelner Hilfen aber nicht vorgesehen ist.

Abstract
Mit dieser Prognose aktualisiert das IWH seine Sommerprognose für 2003 und 2004. Die neuesten Daten für das zweite Quartal und die Revision der Daten der Volkswirtschaftlichen Gesamtrechnung für die zurückliegenden vier Jahre durch das Statistische Bundesamt war Anlass die Sommerprognose zu überprüfen. In diesem Jahr wird das Bruttoinlandsprodukt in Deutschland stagnieren. Im kommenden Jahr wird der konjunkturelle Impuls aus dem Ausland an Stärke gewinnen und das Bruttoinlandsprodukt wird einschließlich des Arbeitstageeffekts um 1,8% höher sein als 2003. Auf dem Arbeitsmarkt wird die konjunkturelle Wende erst in der zweiten Hälfte von 2004 zu spüren sein. Die Finanzpolitik ist zwar auf Konsolidierung der öffentlichen Haushalte ausgerichtet. Sie erfolgt aber nicht nachhaltig genug über die Ausgabenseite. Die Defizitquote dürfte in 2003 bei 4,1% und in 2004 bei 3,9% liegen.

Abstract
Im Artikel werden die Faktoren ermittelt, die für den Erfolg von Biotechnologiefirmen und Bioregionen wichtig sind. Dazu werden die Standortbedingungen einer fortgeschrittenen Bioregion mit denen einer nicht so fortgeschrittenen Bioregion in Deutschland in einem Benchmark-Ansatz verglichen. Die signifikanten Erfolgsfaktoren werden mittels logistischer Regression identifiziert. Das Ergebnis ist, dass ein Bündel von Faktoren für den Erfolg von Biotechnologiefirmen und Bioregionen bedeutsam ist. Darin spielen das Humankapitalangebot, Netzwerke und die öffentliche Forschung in der Region eine herausragende Rolle.

Abstract
Auch im Sommer 2003 hat die deutsche Wirtschaft die seit drei Jahren anhaltende Stagnation nicht überwunden. Im vergangenen Winterhalbjahr haben erneut rezessive Tendenzen die Oberhand gewonnen. Die Inlandsnachfrage nach Konsum- und Investitionsgütern hat sich zwar seit Jahresbeginn etwas gefestigt, sie expandierte jedoch nach wie vor schwach – vor allem wegen der weiterhin rückläufigen Bauinvestitionen. Impulse von der Belebung der Weltkonjunktur fehlen noch ganz. Zudem belastet der gegenüber dem Vorjahr höhere Außenwert des Euro Exporte aus Deutschland und regt Importe an. Die an sich nur verhaltenen konjunkturellen Impulse vom Inland fließen stärker als zuvor in die Nachfrage nach Importgütern ab, und die Außenwirtschaft trägt nicht – wie sonst üblich – zum Anstieg der gesamtwirtschaftlichen Produktion bei, sondern entzieht ihr sogar Kaufkraft.
