Abstract
Trotz Liberalisierung des Energiemarktes und der absehbaren Deregulierung des Öffentlichen Personennahverkehrs (ÖPNV) innerhalb der EU hat die Quersubventionierung des Nahverkehrs über die Gewinne der kommunalen Versorgungsunternehmen nach wie vor eine große quantitative Bedeutung in Deutschland. Dies belegt eine Erhebung des IWH in deutschen Großstädten. Diese Praxis kann aus wohlfahrtsökonomischer Sicht und aus der Verteilungsperspektive als ineffizient bzw. nicht mit den üblichen Vorstellungen von Bedarfsgerechtigkeit vereinbar beurteilt werden. Soll aus politischen Gründen das ÖPNV-Angebot im bisherigen Umfang aufrechterhalten werden, wäre unter Umständen eine alternative Finanzierungsform geboten.

Local conditions for the New Economy in structurally weak areas: The Example of Saxony-Anhalt

Abstract
Der Artikel präsentiert Befunde einer Analyse der Standortbedingungen für die New Economy in Sachsen-Anhalt, d. h. für die Sektoren der modernen Biotechnologie und der modernen Informationstechnologie. Hierfür wurden die Standortbedingungen zwischen Sachsen-Anhalt und der Raumordungsregion (ROR) München verglichen, die zu den fortgeschrittenen Regionen in diesen Branchen in Deutschland zählt. Erwartungsgemäß schneidet die ROR München bei den meisten Feldern besser ab. Die Analyse zeigt aber auch, dass noch nicht so fortgeschrittene Regionen auch Entwicklungschancen in neuen Branchen haben. Dazu müssen diese Regionen ihre Potentiale und Standortvorteile noch besser nutzen sowie noch vorhandene Standortdefizite abbauen.

Abstract
Die Wirtschaft der neuen Bundesländer konnte sich zu Beginn des Jahres 2003 der konjunkturellen Flaute in Deutschland nicht entziehen. Die Industrieproduktion ist nur noch leicht gestiegen, die Bauleistungen sind – auch wegen der harten Wintermonate – deutlich gesunken. Darüber hinaus mussten die Anbieter von Dienstleistungen im ersten Vierteljahr Produktionseinbußen hinnehmen. Der Rückgang der Bautätigkeit dürfte sich allerdings aufgrund der Vorzieheffekte im Zusammenhang mit der angekündigten Kürzung der Eigenheimzulage und den Sondereffekten durch die Beseitigung der Flutschäden vorerst so nicht fortsetzen. Nennenswerte Produktionsanstöße werden jedoch wegen der allgemein gedrückten Nachfrage der Investoren und der privaten Haushalte zunächst nicht ausgelöst werden. Erst mit der erwarteten Belebung der Konjunktur im Ausland und deren Ausstrahlung auf das Inland wird die gesamtwirtschaftliche Produktion in Ostdeutschland wieder anziehen. Dafür spricht die fortgesetzte Verbesserung der Wettbewerbsposition vor allem der Unternehmen des Verarbeitenden Gewerbes. Ihnen ist es in konjunkturell schwierigen Zeiten gelungen, ihre Exportfähigkeit zu erhalten und die Lohnstückkosten weiter unter das Niveau der Wettbewerber – nicht zuletzt aus den alten Bundesländern – zu senken. Unterstützt wurden diese Fortschritte durch einen maßvollen Anstieg der Effektivlöhne, wenngleich die hohen Tarifabschlüsse im Jahr 2002 angetan waren, einen wichtigen Standortvorteil für die Unternehmen in Ostdeutschland zu verspielen....

Abstract
Das vereinigte Deutschland weist ein deutlich geringeres Wirtschaftswachstum auf als das Frühere Bundesgebiet vor der Vereinigung. Lag die Wachstumsrate 1970 bis 1991 bei durchschnittlich 2,4%, beträgt sie seit der Vereinigung nur noch durchschnittlich 1,1%. Auch im internationalen Vergleich ist Deutschland beim Wachstum deutlich abgeschlagen. Tatsächlich ist das vereinigte Deutschland auch 2002 – also 12 Jahre nach der Vereinigung – noch immer rechnerisch „ärmer“ als das Frühere Bundesgebiet am Vorabend der Vereinigung. Das reale Bruttoinlandsprodukt je Einwohner liegt im Jahr 2002 mit 24 100 Euro nach wie vor unter dem Wert von 24 300 Euro, den das Frühere Bundesgebiet 1991 erzielt hatte.

Abstract
Der Aufbau wettbewerbsfähiger marktwirtschaftlicher Strukturen in den neuen Bundesländern erweist sich als ein langwieriger Prozess. Er erschöpft sich nicht in der Errichtung der systemadäquaten Institutionen. Dies geschah nach dem Untergang der DDR recht schnell auf deren Gebiet durch die Übernahme der Einrichtungen und des Regelwerks der sozialen Marktwirtschaft der alten Bundesrepublik Deutschland. Der Aufbau ist bis heute eng mit der Entwicklung eines Unternehmenssektors verbunden, der sich auf einen neuen Produktionsapparat und attraktive Infrastrukturanlagen stützen kann. Allein modern ausgerüstete Unternehmen mit innovativen Produktangeboten sichern in der Wettbewerbswirtschaft Arbeitsplätze und Einkommen.

Abstract
Der Beitrag untersucht Kernfragen des Strukturwandels und der Spezialisierungsmuster in den Volkswirtschaften der erweiterten Europäischen Union. In allen Transformationsländern wurden, gemessen an Beschäftigung und Produktivität, Verschiebungen von landwirtschaftlichen und industriellen Sektor hin zum Dienstleistungssektor beobachtet – z.T. mit späteren Reindustrialisierungsphasen. Während einige Ländern, insbesondere Tschechien, Ungarn, die Slowakei, Polen, Estland und Slowenien ihre Produktivität in mittleren technologieintensiven Bereichen verbessert haben und die Technologieleiter aufwärts steigen können, bleiben andere bei einer Struktur mit vielen arbeitsintensiven Zweigen. Im Kontext der EU-Erweiterung sind handelsschaffende Effekte – insbesondere in Verbindung mit einem Anstieg des intra-industriellen Handels – und verstärkte Direktinvestitionen zu erwarten. Alle beteiligten Länder müssen sich gemäß ihren komparativen Vorteilen spezialisieren, allerdings können staatliche F&E-Ausgaben sowie Bildungsanstrengungen auf die Entwicklung solcher Vorteile Einfluss nehmen. Die Gerschenkron-Hypothese postuliert für die Beitrittsländer einen „Vorteil der Rückständigkeit“. Da diese Länder in der ersten Transformationsphase niedrige F&E-Intensitäten in der ersten Transformationsphase aufweisen, ist die Modernisierung des Bildungs- und Forschungssektors wesentlich. Für die EU-15 als Ganzes wird ein Erweiterungsgewinn erwartet, aber die Vorteile werden sich über die Länder hinweg unterschiedlich darstellen, da die ökonomische Geografie eine Rolle spielt. Österreich, Deutschland, die skandinavischen Länder, die Niederlande, Italien und Frankreich werden voraussichtlich stärker von der Erweiterung profitieren als die anderen Mitglieder der EU-15. Deutschland und Österreich spielen zusätzlich eine wichtige Rolle als Ursprungsländer für Direktinvestitionen. Es gibt noch einen erheblichen Forschungsbedarf bezüglich Ausmaß und Richtung des Strukturwandels.

Abstract
Die Weltkonjunktur befindet sich in einer Schwächephase. Erst im weiteren Verlauf des nächsten Jahres wird die Produktion in vielen Regionen etwas rascher expandieren als das Produktionspotential. Die deutsche Wirtschaft verharrt in einer Phase langanhaltender Schwäche. Erst in der zweiten Hälfte des Jahres 2003 setzt eine konjunkturelle Belebung ein. Sie wird aber nur schleppend vorankommen. Die gesamtwirtschaftliche Kapazitätsauslastung wird dabei weiter sinken, und die Lage auf dem Arbeitsmarkt wird sich nochmals verschlechtern. Im Jahr 2004 wird sich die Erholung zwar festigen, dann dürfte auch die Binnennachfrage wieder leicht steigen. Insgesamt dürfte die wirtschaftliche Entwicklung in Deutschland aber im kommenden Jahr ohne große Dynamik bleiben.
