Abstract
Mit dieser Prognose aktualisiert das IWH seinen Jahresausblick für 2003. Angesichts des drohenden Irak-Krieges, der drastisch gestiegenen Ölpreise und der fortgesetzten Euro-Aufwertung wird die Konjunkturprognose für Deutschland leicht zurückgenommen. Das reale Bruttoinlandsprodukt steigt im Jahr 2003 um 0,8% und im Jahr 2004 um 2,1%. Der Druck auf die Beschäftigung nimmt infolge der schwachen Konjunktur weiter zu. Die Arbeitslosigkeit wird in 2003 und 2004 die 4-Millionen-Marke deutlich überschreiten.

Direct investments in Central and Eastern European acceding countries: Repercussions for the German labor market?

Abstract
Die deutschen Direktinvestitionen in den mittel- und osteuropäischen Beitrittsländern werden daraufhin untersucht, inwieweit sie zum Verlust von Arbeitsplätzen oder zu Verteilungskämpfen in Deutschland beitragen. Die Analyse zeigt, die deutschen Direktinvestitionen insgesamt sowohl vom Motiv des Marktzugangs als auch von Kosteneinsparungsbemühungen geleitet sind. Bei den Direktinvestitionen im Dienstleistungsbereich steht der Marktzugang im Vordergrund; sie bringen keine negativen Beschäftigungswirkungen auf dem heimischen Arbeitsmarkt hervor. Etwa 60% der deutschen Direktinvestitionen im Ausland insgesamt gehören dieser Kategorie an. Daneben kann bei den anderen etwa 40% davon ausgegangen werden, dass sie zumindest partiell dem Kostenmotiv folgen und somit zum Outsourcing jener Teile der Wertschöpfungskette führen, in denen u. a. arbeitsintensive Produktionsstufen durch geringer qualifiziertes bzw. entlohntes Personal erbracht werden. In den drei bedeutendsten Empfängerländern Mittelosteuropas (Polen, Tschechien und Ungarn) liegt der Anteil derart motivierter Direktinvestitionen bei etwa der Hälfte aller dort empfangenen deutschen Direktinvestitionen. Die sich abzeichnende Verschiebung in der Höhe der Beschäftigung und Entlohnung heimischer Arbeitskräfte zugunsten höherer Qualifizierungen kann ein Indiz dafür sein, dass diese kostenmotivierten Direktinvestitionen nicht gänzlich ohne Rückwirkungen auf den deutschen Arbeitsmarkt bleiben. Innerhalb des Verarbeitenden Gewerbes Deutschlands sind von dieser Entwicklung besonders die Chemische Industrie und der Kraftfahrzeugbau betroffen.

Abstract
Im Konjunkturausblick wird eine ausführliche Prognose der wirtschaftlichen Entwicklung in der Welt, dem Euroraum und in Deutschland für das Jahr 2003 gegeben und für das Jahr 2004 werden Entwicklungstendenzen aufgezeigt. Die Weltwirtschaft und die Wirtschaft in den USA erholen sich im Jahr 2003 und diese Erholung strahlt auf die Wirtschaft im Euroraum aus. Für Deutschland bleibt der konjunkturelle Impuls aus dem Ausland wohl die einzige Triebkraft für die Belebung der wirtschaftlichen Aktivität in 2003. Wobei die Übertragung des externen Impulses durch den von der Finanzpolitik neu induzierten Einkommensentzug bei den Privaten geschwächt wird. Der Aufschwung in Deutschland greift frühestens im Sommerhalbjahr. Für den Arbeitsmarkt bedeutet die schwache Konjunktur zunächst noch eine zunehmende Belastung im Jahr 2003 und nur einen geringen Abbau der hohen Arbeitslosigkeit im Jahr 2004. Die konjunkturelle Wirkung der jüngsten Leitzinssenkung der EZB dürfte schwach bleiben. Die Finanzpolitik wirkt in 2003 merklich restriktiv.

Abstract
Deutschland ist ein im internationalen Vergleich überdurchschnittlich stark reguliertes Land. Und es ist inzwischen kaum mehr strittig, dass Regulierungen gleich welcher Art wegen der damit verbundenen Einschränkungen der wirtschaftlichen Entfaltungsmöglichkeiten des Einzelnen Wachstum und Beschäftigung behindern können. Zunehmend wird deshalb gefordert, wenigstens in Ostdeutschland der Wirtschaft mehr Freiheit zu geben, um auf diese Weise dem stockenden Aufbauprozess hier neuen Schwung zu geben. Was ist von dieser Idee zu halten?

Konjunkturausblick des IWH für 2003: Warten auf den Aufschwung in Deutschland – Warten auf Godot?
Die Konjunktur in Deutschland hängt an den Impulsen aus dem Ausland; die geringe Eigendynamik der binnenwirtschaftlichen Kräfte wird von der restriktiven Finanzpolitik verstärkt gebremst. Die Signale für die deutsche Wirtschaft stehen vorerst auf Stagnation. Mit der Beseitigung der Flutschäden nimmt die gesamtwirtschaftliche Aktivität in Ostdeutschland etwas stärker zu als in Westdeutschland,
aber nur vorübergehend.

Abstract
Ostdeutsche Regionen können ihr Wirtschafts- und Innovationspotential erhöhen, wenn sie sich auf Technologien orientieren, die bedeutsame Wachstumseffekte auslösen. Eine solche Wachstumsbranche ist die moderne Biotechnologie. In diesem Aufsatz werden die Entwicklung und die Standortfaktoren der Biotechnologiebranche in Sachsen-Anhalt analysiert und mit der Bioregion München verglichen, die zu den führenden Bioregion in Deutschland zählt. Die Analyse zeigt, dass die Entwicklung der modernen Biotechnologie in ostdeutschen Regionen begünstigt werden kann, wenn die Standortfaktoren verbessert werden.

Abstract
Vor dem Hintergrund der Diskussion über die Neuordnung der Regionalpolitik in Deutschland sowie auf europäischer Ebene untersucht der Beitrag die Ost-West-Entwicklungsunterschiede im wiedervereinigten Deutschland, und zwar differenziert nach verschiedenen Raumtypen. Hinter den pauschalen Ost-West-Unterschieden bei der Wohlfahrt und der hinter ihr stehenden Wohlfahrtsdeterminanten verbergen sich deutliche räumliche Differenzierungen. Speziell die Agglomerationsräume in Ostdeutschland sind, was die Ausstattung mit wichtigen Wohlfahrtsdeterminanten betrifft, im Standortwettbewerb mit ihren westdeutschen Pendants noch nicht hinreichend gerüstet, während bei den verstädterten und ländlichen Räumen die Ost-West-Unterschiede weniger stark ausfallen. Die festgestellten Ausstattungsnachteile der Agglomerationsräume legen eine stärkere Konzentration der Regionalpolitik auf diese Räume nahe, um ihre Attraktivität im überregionalen Standortwettbewerb und damit ihre motorische Funktion beim Aufholprozess Ostdeutschlands zu stärken.

Abstract
Nach Veröffentlichung der neuesten Quartalsdaten der Volkswirtschaftlichen Gesamtrechnungen hat das IWH seine Konjunkturprognose auf den Prüfstand gestellt und korrigiert. Außerdem wurden die Folgen der Hochwasserkatastrophe auf die gesamtwirtschaftliche Aktivität abgeschätzt. Während die Flut in Deutschland insgesamt im Großen und Ganzen konjunkturneutral wirken dürfte, lässt sie die für dieses Jahr bis dahin vorhandenen schwachen Wachstumsaussichten im Ostteil gänzlich schwinden. Bestenfalls kommt es hier zur Stagnation des Bruttoinlandsprodukts. Im nächsten Jahr dagegen wird der öffentliche und private Mitteleinsatz zur Behebung der Flutschäden die Produktion in Ostdeutschland stimulieren.

Abstract
Die Hochwasserkatastrope an Elbe, Donau und deren Nebenflüssen hat Schäden in Milliardenhöhe am öffentlichen und privaten Kapitalstock angerichtet. Die Sozialproduktsrechnung erfasst dagegen vor allem die Produktionsausfälle infolge der Flut sowie die Produktionsaktivitäten zur Beseitigung der Flutschäden. Die Ausfälle werden auf der Grundlage plausibler Annahmen für Deutschland insgesamt und für die am meisten betroffenen Länder Sachsen und Sachsen-Anhalt geschätzt. Ausgehend vom vorgesehenen Mitteleinsatz zur Beseitigung der Schäden werden die direkten Produktions- und Beschäftigungseffekte für die Wirtschaftszweige mit dem Input-Ouptput-Modell berechnet und den entgangenen Konsumeffekte infolge der Verschiebung der nächsten Stufe der Steuerreform gegenübergestellt. Nennenswerte Effekte treten per saldo vor allem im Baugewerbe auf.
