Excess Volatility in European Equity Style Indices - New Evidence

Abstract
Are financial markets efficient? One proposition that seems to contradict this is Shiller’s finding of excess volatility in asset prices and its resulting rejection of the discounted cash flow model. This paper replicates Shiller’s approach for a different data set and extends his analysis by testing for a long-run relationship by means of a cointegration analysis. Contrary to previous studies, monthly data for an integrated European stock market is being used, with special attention to equity style investment strategies. On the basis of this analysis’ results, Shiller’s findings seem questionable. While a long-run relationship between prices and dividends can be observed for all equity styles, a certain degree, but to a much smaller extent than in Shiller’s approach, of excess volatility cannot be rejected. But it seems that a further relaxation of Shiller’s assumptions would completely eliminate the finding of an overly strong reaction of prices to changes in dividends. Two interesting side results are, that all three investment styles seem to have equal performance when adjusting for risk, which by itself is an indication for efficiency and that market participants seem to use current dividend payments from one company as an indication for future dividend payments by other firms. Overall the results of this paper lead to the conclusion that efficiency cannot be rejected for an integrated European equity market.

Abstract
This study deals with the effect of fixed-term contracts on work-related training. Though previous studies found a negative effect of fixed-term contracts on the participation in training, from the theoretical point of view it is not clear whether workers with fixed-term contracts receive less or more training, compared to workers with permanent contracts. In addition to the existing strand of literature, we especially distinguish between employer- and employee-financed training in order to allow for diverging investment patterns of worker and firm. Using data from the German Socio-Economic Panel (GSOEP), we estimate a bivariate probit model to control for selection effects that may arise from unobservable factors, affecting both participation in training and holding fixed-term contracts. Finding negative effects for employer-sponsored, as well as for employee-sponsored training, leads us to conclude that workers with fixed-term contracts do not compensate for lower firm investments.

Diese Arbeit betrachtet die südafrikanischen Währungskrisenepisoden von 1996, 1998 und 2001, um gemeinsame länderspezifische Ursachen für Währungskrisen in Südafrika zu ermitteln. Die Identifikation der Währungskrisen erfolgt mittels des Exchange Market Pressure Indexes, welcher von Eichengreen, Rose und Wyplosz (1996) entwickelt wurde. Dann wird ein Signalansatz, basierend auf Kaminsky und Reinhart (1996, 1998) verwendet, um mit dessen Hilfe das Risiko für Währungskrisen in Südafrika zu evaluieren. Die Arbeit berücksichtigt als potentielle Einflussgrößen die üblichen Variablen aus der Währungskrisentheorie sowie länderspezifische Faktoren, welche sich aus dem Bericht der Myburgh Commission (2002) und aktueller Literatur ergeben.

Abstract
Im Jahr 2005 hat sich infolge der Produktionsschwäche die an sich schon schwierige Lage auf dem Arbeitsmarkt nochmals verschlechtert. Die Zahl der Erwerbstätigen (Inland) nahm gegenüber dem Vorjahr um 74 000 Personen bzw. 1,3% ab. Nur durch die Ausweitung von staatlich subventionierten Ich-AGs (ca. +30 000) sowie der Bereitstellung von Arbeitsgelegenheiten (ca. +90 000), die beide statistisch den Erwerbstätigen zugeordnet werden, kam es zu keinem noch stärkeren Rückgang.

Abstract
Die bislang bestehenden Förderkonzepte zur Gründung einer selbständigen Existenz aus der Arbeitslosigkeit – das Überbrückungsgeld und der Existenzgründungszuschuß – sollen zum 1. August 2006 zu einem einheitlichen Förderkonzept „Gründungszuschuß“ zusammengefaßt werden. Neben einer verbesserten Transparenz in den Förderinstrumenten erwartet die Regierung hiervon eine zielgerichtetere Förderung mit einer höheren Erfolgswahrscheinlichkeit und nicht unerhebliche Einsparungen bei den Fördermitteln. Der Beitrag überprüft auf der Grundlage der bisher veröffentlichten Informationen über das neue Förderkonzept, ob mit den erwarteten Einsparungen zu rechnen ist und welche beschäftigungspolitischen Signale hiervon ausgehen können. Die Ergebnisse einer Überschlagsrechnung zeigen, daß es voraussichtlich nicht zu den erhofften Einsparungen kommen wird, wenn nicht die Zahl der geförderten Personen deutlich abgesenkt wird. Als eindeutige „Gewinner“ der Neuregelung gelten die Empfänger von Überbrückungsgeld; für die vorherigen Ich-AGs ergeben sich keine nennenswerten Einspareffekte pro geförderte Person. Somit stellt sich die Frage, ob dieser Effekt aus arbeitsmarktpolitischen Überlegungen heraus gewünscht ist.

Original Sin - Analysing Its Mechanics and a proposed Remedy in a Simple Macroeconomic Model

Abstract
This paper analyses the problem of “original sin“ (the fact that the currency of an emerging market economy usually cannot be used to borrow abroad) in a simple thirdgeneration model of currency crises. The approach differs from alternative frameworks by explicitly modeling the price setting behavior of firms if prices are sticky and the future exchange rate is uncertain. Monetary policy optimally trades off effects on price competitiveness and on debt burdens of firms. It is shown that the proposal by Eichengreen and Hausmann of creating an artificial basket currency as denominator of debt is attractive as a provision against contagion.

Entry and Strategic Information Display in Credit Markets

Abstract
In many countries, lenders voluntarily provide information about their borrowers to private credit registries. A recent World Bank survey reveals that the display of a lender's own borrower information is often not reciprocated. That is, access to these registries does not require the prior provision of proprietary data. We argue that incumbent lenders release information about a portion of their profitable borrowers for strategic reasons. The reasoning is that the pool of unreleased borrowers becomes characterised by a severe adverse selection problem. This prevents the entrants from bidding for all the incumbent's profitable borrowers and reduces their scale of entry.

Does Transparency of Central Banks produce Multiple Equilibria on Currency Markets?

Abstract
A recent strand of literature shows that multiple equilibria in models of markets for pegged currencies vanish if there is slightly diverse information among traders; see Morris and Shin (2001). It is known that this approach works only if the common knowledge in the market is not too precise. This has led to the conclusion that central banks should try to avoid making their information common knowledge. We develop a model in which more transparency of the central bank implies better private information, because each trader utilises public information according to her own private information. Thus, transparency makes multiple equilibria less likely.

Asset Tangibility and Capital Allocation within Multinational Corporations

Abstract
We investigate capital allocation across a firm's divisions that differ with respect to the degree of asset tangibility. We adopt an incomplete contracting approach where the outcome of potential debt renegotiations depends on the liquidation value of assets. However, with diversity in terms of asset tangibility, liquidation proceeds depend on how funds have been allocated across divisions. As diversity can be traced back to institutional differences between countries, we provide a rationale for multidivisional decision- making in an international context. A main finding is that multinationals may be bound to go to certain countries when financiers cannot control the capital allocation.
