Abstract
Die Wirtschaft der Neuen Bundesländer wächst, ist aber seit den letzten 10 Jahren nicht in der Lage, den Rückstand gegenüber dem Westen zu verringern. Der Artikel geht der Frage nach, welche wirtschaftsgeschichtlichen Gründe hierfür verantwortlich zeichnen. Es wird gezeigt, daß der Exodus von Eliten bereits in den dreißiger Jahren in der Vertreibung und Ermordung jüdischer Eliten beginnt. In der Zeit nach dem 2. Weltkrieg bis zum Mauerbau 1961 verlassen vor allem junge und qualifizierte Menschen die sowjetische Zone und später die DDR, so daß die durch das Dritte Reich und den Krieg zerstörten Eliten nicht ersetzt werden. Das wohlstandsfeindliche Wirtschaftssystem zerstört Mitte der siebziger Jahre durch die Enteignung des industriellen Mittelstands eine wesentliche Produktivitätsbasis, die vor allem auch half, durch ihren Export in den Westen Devisen zu erwirtschaften. Damit war die Zahlungsbilanzkrise von 1981 zwangsläufig, die nur notdürftig durch den Straußkredit überbrückt wurde, 1988 aber wieder wirksam wurde und zur Aufgabe des Wirtschaftssystems zwang. Die Treuhandprivatisierung wollte die aufgelaufenen Defizite in den Führungsfunktionen nicht durch Restitution kompensieren. Das damit heute sichtbare Defizit an Headquarterfunktionen ist die zentrale Wachstums- und Wohlstandsbremse der Neuen Bundesländer und wird erst in längerer Frist durch Aufbau entsprechender Strukturen in einem neuen Technologiezyklus abgebaut werden.

Abstract
Die Gemeinschaftsaufgabe „Verbesserung der regionalen Wirtschaftsstruktur“ gehört(e) zu den wichtigsten Instrumenten beim „Aufbau Ost“. Die Bundesländer haben hier einen relativ hohen Gestaltungsspielraum, gezielt industriepolitische Anreize zu setzen. Der vorliegende Beitrag ist auf die neuen Bundesländer fokussiert, da sie immer noch durch strukturelle Defizite gekennzeichnet sind. Vor dem Hintergrund sinkender Fördervolumina stehen die Länder mehr denn je unter Druck, ihre Subventionen effizient einzusetzen. Das kann beispielsweise durch eine regionale sowie sektorale Fokussierung geschehen. Der Beitrag zeigt, dass keines der neuen Bundesländer diese Fokussierung in seinen Richtlinien konsequent verankert hat.

Abstract
Die Entwicklung der gesamtwirtschaftlichen Produktion in den Neuen Bundesländern wird derzeit von zwei gegenläufigen Tendenzen geprägt. Der Unternehmenssektor steigert seine Wertschöpfung, und dies seit zwölf Jahren überdurchschnittlich, der staatliche Sektor baut weiter ab. Auch zwischen den Unternehmen verläuft die Entwicklung nicht einheitlich. Während die auf Ostdeutschland ausgerichteten Unternehmen kaum Wachstumsimpulse empfangen, nehmen die anderen die Impulse von den wachsenden externen Märkten in den Alten Bundesländern und im Ausland auf. Diese Gefälle dämpfen den Anstieg von Produktion und Beschäftigung und führen letztlich zum Wachstumsrückstand gegenüber den Alten Bundesländern. Er wird auch nicht wie in den vergangenen Jahren durch das Einbeziehen der divergierenden Bevölkerungsdynamik zwischen den Neuen und den Alten Bundesländern aufgewogen. Der Abstand in der Pro-Kopf-Produktion verringert sich kaum.
Die Nachfrage auf den externen Märkten hat nicht nur die Ausfuhren über die Grenzen des Wirtschaftsgebiets hinaus angeregt, sondern auch die Investitionstätigkeit der Firmen vor Ort wieder in Schwung gebracht. Selbst in bauliche Anlagen wurde in den vergangenen beiden Jahren verstärkt investiert. Allein die privaten Haushalte haben ihre Konsumausgaben weiter eingeschränkt. Selbst das von Sondereffekten im Vorfeld der Anhebung der Mehrwertsteuer geprägte Jahr 2006 hat die Abwärtstendenz nicht unterbrechen können. Die schwache Kaufkraft und die rückläufige Zahl an Konsumenten bestimmen die Grundtendenz. Treibende Kraft der wirtschaftlichen Entwicklung war, ist und bleibt auf absehbare Zeit das Verarbeitende Gewerbe, auch wenn sich seine Wachstumsdynamik im Sog der geschwächten Weltkonjunktur zunächst verlangsamt. Es profitiert von der Expansion der Nachfrage auf den externen Märkten und ist aufgrund der regionalen Ausrichtung der Lieferungen in das Ausland weniger anfällig gegenüber den derzeitigen Immobilienkrisen in den USA und einigen Ländern Westeuropas sowie den Turbulenzen an den internationalen Finanzmärkten. Auch hat sich der preisliche Wettbewerbsvorteil gegenüber den Alten Bundesländern trotz verstärkt gestiegener Arbeitskosten im Jahr 2007 nochmals verbessert, und der Nachteil gegenüber industriellen Anbietern aus Mittelosteuropa ist etwas geringer geworden. Die überwiegende Zahl dieser Länder hat bei den Löhnen stärker als bei der Produktivität aufgeholt. Die kräftige industrielle Expansion strahlt über die Produktionsverflechtungen auf das Verkehrsgewerbe und die wirtschaftsnahen Dienstleister aus. Dagegen bleiben der Handel und die personennahen Dienstleister aufgrund der sinkenden Verbraucherzahlen und deren schwacher Kaufkraft zurück. Insgesamt wird das Bruttoinlandsprodukt in diesem Jahr um 1,7% und damit erneut langsamer als in den Alten Bundesländern steigen.
Die Lage am Arbeitsmarkt verbessert sich dank der Expansion von Nachfrage und Pro-duktion sowie der steigenden Wettbewerbsfähigkeit der Unternehmen gegenüber auswärtigen Anbietern nochmals. Die registrierte Arbeitslosigkeit unterschreitet in diesem Jahr die Eine-Million-Marke. Unternehmensdienstleister und Industrieunternehmen stellen zusätzliches Personal ein. Gemessen an der Beschäftigungsdichte setzt sich die Re-Industrialisierung fort. Zur Unterstützung der Aufwärtsbewegung ist den Instrumenten zur Förderung von Investitionen und Innovationen höchste Priorität einzuräumen und die Vergabe der Fördermittel effizienter zu gestalten. Mit dem Produktionsanstieg wird sich das Defizit in der regionalen Leistungsbilanz der Neuen Bundesländer weiter verringern. Die Absorption von Gütern und Dienstleistungen übertrifft nach Schätzung des IWH das Niveau der gesamtwirtschaftlichen Produktion nur noch um etwa 10%, nach einem Drittel im Jahr 2000.

Abstract
Das Postulat, „gleichwertige Lebensverhältnisse“ in allen Teilräumen der Bundesrepublik Deutschland herzustellen, wurde in den letzten Jahren in der öffentlichen und wissenschaftlichen Diskussion zunehmend zur Disposition gestellt. Die Kritiker des Status quo reklamieren sowohl eine geringe Effektivität der interregionalen Ausgleichspolitik für die Empfängerregionen als auch die Erwartung negativer Effekte für die wirtschaftliche Entwicklung in den Geberregionen und in der deutschen Volkswirtschaft insgesamt. Gleichwohl hat sich am Umfang und am traditionellen Instrumentarium der interregionalen Ausgleichspolitik, die dem genannten Postulat dienen soll, bislang kaum etwas verändert. Der Bund als staatlicher Oberverband sowie die wirtschafts- und finanzstarken Bundesländer werden immer noch in erheblichem Umfang in die Pflicht genommen, Unterstützung für die weniger prosperierenden Länder und Regionen zu leisten.

Abstract
Trotz intensiver Wirtschaftsförderung ist es bis heute nicht gelungen, in den Neuen Bundesländern eine Art in sich selbst tragenden Aufschwung zu initiieren. Seit dem Jahr 1995 ist der Konvergenzprozeß Ostdeutschlands ins Stocken geraten. Auch wenn die ostdeutsche Konjunktur aktuell an Fahrt gewinnt, so ist die Sinnhaftigkeit der Wirtschaftsförderung in Ostdeutschland immer wieder Gegenstand der wirtschaftspolitischen Debatte. Der vorliegende Beitrag beschäftigt sich mit einem der wichtigsten Förderinstrumente im Rahmen des Aufbau Ost – der „Gemeinschaftsaufgabe zur Verbesserung der regionalen Wirtschaftsstruktur“. Die Wirksamkeit dieses Instruments im Sinne des Wachstumsziels wurde in empirischen Studien nachgewiesen. Nichtsdestotrotz ist das über dieses Instrument zur Verfügung stehende Fördermittelvolumen in den letzten zehn Jahren sehr stark gesunken. Eine weitere Reduzierung der Mittel ist sehr wahrscheinlich. Bei immer noch vorhandenen strukturellen Defiziten müssen die Neuen Bundesländer auf diesen Umstand mit der stringenten Ausgestaltung ihrer Regionalen Förderprogramme reagieren. Der vorliegende Beitrag zeigt, daß insbesondere in dem Regionalen Förderprogramm des Landes Brandenburg und ansatzweise auch in dem Sachsens ein individuelles Profil erkennbar wird. Ob diese Vorgehensweise die richtige ist, läßt sich ex ante jedoch nicht bestimmen.

Abstract
Das kräftige Wachstum der Produktion in Ostdeutschland im vergangenen Jahr hat überrascht. Die strukturellen Schwächen hatten für eine geringe Produktionszunahme gesprochen. Unterschätzt wurde der Einfluß des nationalen und internationalen Konjunkturverbunds der ostdeutschen Unternehmen. Ein Großteil der Anregungen für den Produktionsanstieg von 3% kam nicht aus Ostdeutschland selbst, sondern aus den Alten Bundesländern und aus dem Ausland. In Ostdeutschland stimulierte 2006 vor allem das Einschwenken der Investitionsaktivitäten in ein kräftiges Plus. Dagegen blieb die Kaufkraft der privaten Haushalte infolge des geringen Anstiegs der Masseneinkommen zurück.
Ausschlaggebend für die regionale Mitnahme der Produktionsimpulse aus dem Export und den Investitionsaktivitäten der deutschen Wirtschaft war die gewachsene Absorptionsfähigkeit konjunktureller Impulse durch die ostdeutschen Unternehmen. Hier schlugen vor allem die Ausstattung der Arbeitsplätze mit modernen Produktionsanlagen und der fortgesetzte Abbau der Nachteile im Kostenwettbewerb im Bereich der Herstellung handelbarer Güter positiv zu Buche. Der Vorteil bei den Arbeitskosten gegenüber westdeutschen Anbietern ist weiter gestiegen, und der Nachteil gegenüber industriellen Anbietern aus dem mittelosteuropäischen Raum hat sich verringert.
Mit diesen Vorzügen ausgestattet, wächst die gesamtwirtschaftliche Aktivität in Ostdeutschland stärker als in Westdeutschland, solange der Aufschwung in Deutschland und im Ausland kräftig ist. Treibende Kräfte bleiben in diesem und im kommenden Jahr die Investitionsaktivitäten – und hier die Anschaffung von Ausrüstungsgütern – sowie die Ausfuhren sowohl in das Ausland als auch in die Alten Bundesländer. Weiter an Bedeutung für den Export gewinnen die kräftig expandierenden Märkte in Mittelosteuropa und Rußland. Der private Konsum wird die Expansion der Produktion mit der Verbesserung der Einkommens- und Beschäftigungsperspektiven stützen. Die registrierte Arbeitslosigkeit dürfte im kommenden Jahr unter die 1-Million-Marke sinken.
Tragende Kraft des Aufschwungs bleibt die Industrie. Ihre Vorteile im Kostenwettbewerb laufen so lange nicht Gefahr zu verschwinden, wie die Löhne und Gehälter auch unter dem Druck der Verknappung des Angebots an Fachkräften nicht stärker steigen als in den Alten Bundesländern. Im Gefolge des kräftigen Wachstums der gesamtwirtschaftlichen Aktivität in Ostdeutschland wird sich der Rückstand gegenüber Westdeutschland bei Produktion und Einkommen je Einwohner weiter verringern. Das Defizit in der regionalen Leistungsbilanz schmilzt.
Die Unternehmen können sich bei ihren Geschäftsaktivitäten wieder auf die private Kreditwirtschaft stützen, auch wenn ein nicht geringer Anteil beispielsweise der Investitionsfinanzierung nach wie vor aus Fördermitteln stammt. Mittelfristig dürfte sich ihr Zugang zur Kreditfinanzierung durch die Verbesserung der Eigenkapitalbasis noch optimieren. Allerdings bleibt die Abhängigkeit von der Innenfinanzierung hoch und birgt zyklische Gefahren. Im konjunkturellen Abschwung dürften dann die strukturellen Schwächen der ostdeutschen Wirtschaft die Entwicklung beeinträchtigen.

Außenhandel als Wachstumsmotor für Ostdeutschland

Abstract
Während in den ersten Jahren nach der Wiedervereinigung die BIP-Zuwächse in Ostdeutschland deutlich höher waren als im Westen, ist der Aufholprozess der neuen Bundesländer seit dem Ende der 90er Jahre etwas ins Stocken geraten. Verantwortlich dafür war in erster Linie die schwache Entwicklung der Binnennachfrage, während die Exporte kräftig zulegten. Der Beitrag untersucht empirisch, welche Exportpotentiale sich für die neuen Bundesländer zukünftig ergeben und kommt zu dem Ergebnis, dass der Außenhandel auch in Zukunft als Wachstumsmotor für Ostdeutschland fungieren kann.

Abstract
Schrumpfung und Alterung sind in vielen Regionen Deutschlands zu beobachten, in den ostdeutschen Ländern nehmen sie jedoch eine besondere Dimension an. Eine der weniger beachteten ökonomischen Folgen dieser Entwicklung besteht im Rückgang des Potentials an Unternehmensgründungen und neuen Selbständigen. Einerseits führt die Schrumpfung zu einem geringeren Pool an Gründerpersonen, andererseits machen sich Personen typischerweise in jüngeren Jahren selbständig, so daß die Alterung zusätzlich dämpfende Effekte generiert. Das Anliegen der Untersuchung ist, den Einfluß der demographischen Entwicklung auf die Gründungstätigkeit in Ostdeutschland bis 2020 zu quantifizieren. Dazu werden im ersten Schritt anhand des Mikrozensus altersspezifische Gründungsquoten ermittelt, welche im zweiten Schritt mit der Bevölkerungsprojektion im Sinne einer Status-quo-Vorausberechnung kombiniert werden. Es zeigt sich zunächst, daß entsprechend der Erwartungen die Gründungsintensität bei Personen im Alter von 25 bis 39 Jahren besonders hoch ist. In der Folge führt deren demographisch verursachte Verringerung bis 2020 zu einer geschätzten Abnahme der Gründungstätigkeit um ca. 25%, wobei die Reduktion in Berlin mit 14% die deutlich geringsten Ausmaße annimmt, während dem Land Brandenburg mit 32% Rückgang die bedenklichste Entwicklung bevorsteht. Hingegen haben die westdeutschen Bundesländer im untersuchten Zeitraum nur eine Verringerung um 6% zu verzeichnen, was die Größenordnung der Entwicklung im Osten unterstreicht.

Abstract
Wer die Sprache und ihre Begriffe beherrscht, der beherrscht oft auch die politische Bühne. Das gilt für das stete Gleichsetzen der Neuen Bundesländer mit dem Mezzogiorno. Soll der Aufbau Ost skandalisiert werden, sind neue Probleme aufzuzeigen oder benötigt Ostdeutschland eine neue Wirtschaftspolitik? Auch wenn die ostdeutsche Industrie hohe Wachstumsraten besitzt, so hat sich doch der Aufholprozeß Ostdeutschlands relativ zu Westdeutschland in den vergangenen zehn Jahren stark abgeschwächt. Das IWH hat die Hintergründe oft analysiert und Empfehlungen gegeben. Westdeutsche Regionen in wirtschaftlich schwieriger Lage nutzen die bisher typisch ostdeutschen Argumentationsketten, um auf ihre Lage aufmerksam zu machen.
