Abstract
Multinationale Unternehmen haben sich in Mittelund Osteuropa angesiedelt, um zum einen am Markt präsent zu sein und zum anderen den Standort als Basis für den internationalen Handel zu nutzen. Marktpräsenz hat sich als Motiv für Neuansiedlungen weitestgehend erschöpft. Zeitgleich konkurriert Mittel- und Osteuropa verstärkt mit asiatischen Ökonomien als Produktionsstandort. Die Ressource Wissen stellt ein zusätzliches entscheidendes Motiv für Investitionen dar. Multinationale Unternehmen übertragen spezifisches Wissen an einen anderen Unternehmensteil, damit dieser seine Funktion innerhalb des Konzerns erfüllen kann. Der effiziente Transfer kann durch die Beschaffenheit des Wissens, geographische und sprachliche Barrieren aber auch durch unzureichende absorptive Kapazität im Tochterunternehmen behindert werden. D. h., Tochterunternehmen müssen komplementäres Wissen und Fähigkeiten besitzen, um das externe Wissen produktiv absorbieren zu können. Der vorliegende Beitrag untersucht anhand eines Mikrodatensatzes in fünf EU-Beitrittsländern den Zusammenhang zwischen komplementärem Wissen und Produktivitätswachstum. Es kann festgestellt werde, daß ausländische Tochterbetriebe von direktem Wissenstransfer profitieren und lokales Wissen ebenfalls einen positiven Effekt auf das Produktivitätswachstum hat. Es werden zwei dominierende Typen der Wissenskomplementarität identifiziert. Bei Typ (I) transferiert der ausländische Investor technologisches Kernwissen und das Tochterunternehmen besitzt komplementäres Wissen in der Anwendung. Bei Typ (II) ist technologisches Kernwissen auf Mutter- und Tochterunternehmen komplementär verteilt. Aus der Forschung kann geschlußfolgert werden, daß es für die Länder Mittel- und Osteuropas von Bedeutung ist, die Humankapitalbasis ausreichend zu entwickeln, um in Zukunft nicht vom technologischen Wissenstransfer durch ausländische Investitionen ausgeschlossen zu werden.

Ausschlaggebend dafür war der nur geringe Aufholeffekt im Baugewerbe nach dem ungewöhnlich lang anhaltenden Wintereinbruch. Zudem gab es im Handel nach dem Vollzug der im alten Jahr zurückgestellten Käufe wieder Rückschläge, das Gastgewerbe litt weiterhin unter der Kaufkraftschwäche. Die Wertschöpfung der produktionsnahen Dienstleister hat sich wenig erholt. Auf Expansionskurs blieb dagegen das Verarbeitende Gewerbe, so daß sich gesamtwirtschaftlich ein kleines Produktionsplus ergab.

Abstract
Im ersten Jahr ihrer Mitgliedschaft in der Europäischen Union kam es zu starken Nettokapitalzuflüssen in die neuen Mitgliedsländer Mittelosteuropas. Allein die Portfolioinvestitionen nahmen um 18 Mrd. USDollar zu, während sich der Zustrom an Direktinvestitionen verlangsamte. Die Folge der Zuflüsse war eine nominale und reale Aufwertung der Währungen, eine Inflationierung der Vermögenswerte und eine weitere Verschlechterung der Leistungsbilanzen. Die Anforderungen an die Zentralbanken, die Kapitalzuflüsse in ihrer Wirkung auf die Preisstabilität zu neutralisieren und einigermaßen Wechselkursstabilität zu sichern, nahmen zu, führten jedoch zu unterschiedlichen Reaktionen. Während die meisten Zentralbanken Zinssenkungen präferierten, erhöhte die polnische Nationalbank die Zinsen, was weitere Kapitalzuflüsse vor allem im kurzfristigen Bereich nach sich ziehen dürfte. In Kombination mit einem instabilen makroökonomischen Umfeld zeigt der Test mit dem IWH-Indikator für Polen einen beträchtlichen Anstieg des Potenzials für eine Finanzkrise. Trotz der problematischen monetären Effekte blieb das Wachstum von Produktion und Einkommen hoch. Die Wachstumsrate des realen Bruttoinlandsprodukts der Beitrittsregion nahm auf 5% zu, und die Arbeitslosigkeit ging etwas zurück. Ein noch stärkeres Wachstum wiesen die übrigen Länder Mittel- und Osteuropas auf. Ausschlaggebend für die positive realwirtschaftliche Entwicklung war die Binnennachfrage, und hier vor allem privater Konsum und Investitionen. Zwar nahmen auch die Exporte deutlich zu. Dabei spielte aber die Belebung der Weltwirtschaft die entscheidende Rolle. Bei ebenfalls steigenden Importen verbesserten sich die Handelsbilanzen nur unwesentlich, im Handel der neuen Mitgliedsländer mit der EU verschlechterten sie sich sogar beträchtlich. Die Inflationsrate – gemessen am Konsumgüterpreisindex – nahm zu, wofür auch Sondereffekte aus dem EU-Beitritt verantwortlich waren. Für das laufende und das kommende Jahr ist eine Zunahme der Nettokapitalzuflüsse und eine weitere Aufwertung der Währungen zu erwarten. Das Bruttoinlandsprodukts in der Beitrittsregion wird sich im laufenden Jahr auf 4,6% abschwächen. Ausschlaggebend dafür ist vor allem die Abschwächung der Wirtschaftsleistung in Polen, bei der die Aufwertung der Währung den Außenbeitrag verringern wird. Für das Jahr 2006 ist mit einem Wachstums in der Region von 5% zu rechnen. Unter Einbeziehung der Beitrittskandidaten und der Nicht-Mitglieder wird sich das hohe Wachstum des BIP von 6,7% im vergangenen Jahr auf 6,0% im laufenden Jahr und 5,8% im nächsten Jahr abschwächen. Generell gilt, dass die Arbeitslosenquoten in der Region deutlich abnehmen werden.

Abstract
Seit einigen Jahren können internationale Handels- und Kapitalströme den beobachteten internationalen Konjunkturverbund – insbesondere zwischen den USA und Europa – nicht mehr hinreichend erklären. So hat sich beispielsweise der in den 1970er und 1980er Jahren bestehende enge Konjunkturzusammenhang zwischen Italien, Frankreich sowie Deutschland auf der einen und den USA auf der anderen in den 1990er Jahren aufgelöst, obwohl sich die Handelsverflechtungen zwischen diesen Ländern keinesfalls verringerten.

Deregulation and liberalization in European electricity industry

Abstract
Seit Ende der 80er Jahre ist weltweit eine zunehmende Liberalisierung und Deregulierung von Wirtschaftsbereichen zu verzeichnen, in denen der Ausschluss von Wettbewerb durch das Vorherrschen von Monopolstrukturen und deren Regulierung kennzeichnend war. Im Zuge dieser Entwicklung wurde mit der Verabschiedung der EU-Richtlinie zur Schaffung eines Binnenmarktes für Elektrizität im Jahre 1996 auch in Europa ein neuer energiepolitischer Ordnungsrahmen geschaffen, nachdem hier zunächst kontroverse Debatten für eine zögerliche Herangehensweise an Strukturreformen auf diesem Gebiet geführt haben. Die Umsetzung der Richtlinie hat seither, wenn auch in unterschiedlichem Maße, in den nationalen Strommärkten zu tiefgreifenden strukturellen Umbrüchen geführt. Die Reorganisation dieses Wirtschaftszweigs ist aber im europäischen Maßstab bisher keineswegs abgeschlossen und der transnationale Handel mit Strom noch eingeschränkt. Die vorliegende Arbeit wendet sich angesichts der dynamischen Situation auf diesem noch jungen Wettbewerbsmarkt einer Reihe interessanter wissenschaftlicher Fragestellungen zu, die sich aus dem Prozess der Deregulierung und Liberalisierung der Stromwirtschaft ergeben. Wegen der Besonderheiten des Gutes „Elektrizität“ sind die Erkenntnisse, die über Marktvorgänge in anderen Wirtschaftsbereichen gewonnen wurden, nicht uneingeschränkt auf die Elektrizitätswirtschaft zu übertragen. Die Thematik weist damit eine große Heterogenität und Komplexität auf. Die Autorin trägt diesem Umstand Rechnung, indem sie mehrere Kapitel aus jeweils unterschiedlicher Perspektive mit verschiedenen Methoden den Deregulierungsprozess analysiert. Im Ergebnis lässt sich festhalten, dass der Bereich der Elektrizitätswirtschaft ein Sektor bleiben wird, der nicht nur während seiner Umbruchphase, sondern grundsätzlich auch weiterhin besonderer wettbewerbspolitischer Aufmerksamkeit bedarf, da trotz bereits zu verzeichnender Effizienzgewinne nicht davon ausgegangen werden kann, dass im Zuge der Deregulierung und Liberalisierung eine erhöhte Effizienz allein durch Regulierungsabbau erzielt wird.

Abstract
Der im Mai des laufenden Jahres bevorstehende Beitritt von acht mittel- und osteuropäischen Ländern zur EU beinhaltet eine weitere Verbesserung der institutionellen Rahmenbedingungen für den bilateralen Handel zwischen den alten und den neuen EU-Mitgliedsstaaten. Mit der Vertiefung der Handelsintegration im Zuge der EU-Erweiterung öffnen sich neue Potenziale im Handel zwischen den beiden Regionen. Über die Höhe dieser Potenziale gibt es allerdings in der Literatur sehr unterschiedliche Auffassungen. Das IWH hat mit Hilfe eines Gravitationsmodells des Außenhandels in der EU das Handelspotenzial der EU-Osterweiterung geschätzt und ist zu dem Ergebnis gekommen, dass das langfristig bestehende Handelspotenzial gegenwärtig nur zum Teil ausgenutzt wird, die EU-Ausfuhren mittel- bis langfristig um etwa 50% und die Einfuhren um etwa 80% höher liegen werden als im Jahre 2001 und der bestehende Handelsbilanzüberschuss der EU zurückgehen wird. Dieses Wachstumspotenzial ergibt sich allein aus der weitergehenden Integration und kann zu den Handelseffekten addiert werden, die sich aus der Einkommensentwicklung ergeben. Danach erscheinen jährliche reale Wachstumsraten des Außenhandels von durchschnittlich bis zu 6% in den nächsten zehn Jahren realistisch.

Abstract
Der Beitrag untersucht Kernfragen des Strukturwandels und der Spezialisierungsmuster in den Volkswirtschaften der erweiterten Europäischen Union. In allen Transformationsländern wurden, gemessen an Beschäftigung und Produktivität, Verschiebungen von landwirtschaftlichen und industriellen Sektor hin zum Dienstleistungssektor beobachtet – z.T. mit späteren Reindustrialisierungsphasen. Während einige Ländern, insbesondere Tschechien, Ungarn, die Slowakei, Polen, Estland und Slowenien ihre Produktivität in mittleren technologieintensiven Bereichen verbessert haben und die Technologieleiter aufwärts steigen können, bleiben andere bei einer Struktur mit vielen arbeitsintensiven Zweigen. Im Kontext der EU-Erweiterung sind handelsschaffende Effekte – insbesondere in Verbindung mit einem Anstieg des intra-industriellen Handels – und verstärkte Direktinvestitionen zu erwarten. Alle beteiligten Länder müssen sich gemäß ihren komparativen Vorteilen spezialisieren, allerdings können staatliche F&E-Ausgaben sowie Bildungsanstrengungen auf die Entwicklung solcher Vorteile Einfluss nehmen. Die Gerschenkron-Hypothese postuliert für die Beitrittsländer einen „Vorteil der Rückständigkeit“. Da diese Länder in der ersten Transformationsphase niedrige F&E-Intensitäten in der ersten Transformationsphase aufweisen, ist die Modernisierung des Bildungs- und Forschungssektors wesentlich. Für die EU-15 als Ganzes wird ein Erweiterungsgewinn erwartet, aber die Vorteile werden sich über die Länder hinweg unterschiedlich darstellen, da die ökonomische Geografie eine Rolle spielt. Österreich, Deutschland, die skandinavischen Länder, die Niederlande, Italien und Frankreich werden voraussichtlich stärker von der Erweiterung profitieren als die anderen Mitglieder der EU-15. Deutschland und Österreich spielen zusätzlich eine wichtige Rolle als Ursprungsländer für Direktinvestitionen. Es gibt noch einen erheblichen Forschungsbedarf bezüglich Ausmaß und Richtung des Strukturwandels.

Neben der Steigerung der Pro-Kopf-Einkommen sorgte vor allem die Reintegrationder ehemaligen Planwirtschaften in die Weltwirtschaftfür diesen signifikanten Handelsanstieg.Die Errichtung von Freihandelszonen mit den einzelnenBeitrittsländern erzeugte zusätzlich handelssteigerndeImpulse. Zukünftig könnten sich imZuge der EU-Osterweiterung Chancen für eineweitere Vertiefung der Handelsintegration mitMittel- und Osteuropa ergeben. Mit Hilfe einesGravitationsmodells des Außenhandels der EULänderkann das langfristige Potenzial im Handelmit den Beitrittsländern in der erweiterten Uniongeschätzt werden, das sich ausschließlich aus Integrationseffektenergibt. Danach wäre mit einerAusweitung des Potenzials um 20% bis 60% gegenüberdem Vergleichsjahr (2000) zu rechnen.

Intra-industry trade and the productivity gap in the enlarged EU

Abstract
Der Handel der EU mit den zehn Kandidatenländern Mittel- und Osteuropas wird durch vertikale Strukturen bestimmt. Dabei besitzen die Produzenten in den EU-Ländern einen Vorteil in der Produktion von Gütern höherer Qualität. Umfangreiche Direktinvestitionen in die Kandidatenländer haben offensichtlich die Überlegenheit der EU-Produzenten in der angewendeten Technologie, in der Sachkapital- und Humankapitalausstattung nicht verringert. Damit bleibt auch die Produktivitätslücke zwischen EU und Kandidatenländern bestehen. Dieses Phänomen kann damit erklärt werden, dass die Produktion von gleichen Gütern mit niedrigerer Qualität in die Kandidatenländer verlegt wird, während die Produktion einer höheren Qualität in der EU verbleibt und ausgebaut wird. Der Test dieser Hypothese mit dem Modell eines Produkt-Qualität- Zyklus erbringt dafür Hinweise.
