Abstract
Im Aufsatz wird die Entwicklung in Ostdeutschland ex-post bis 1999 analysiert und für die Jahre 2000 und 2001 wird eine Prognose abgegeben. Wegen der relativ geringen Außenorientierung wird die Beschleunigung des Wachstums der ostdeutschen Wirtschaft im Prognosezeitraum mit dem Übergreifen des konjunkturellen Aufschwungs in Westeuropa auf die binnenwirtschaftlichen Auftriebskräfte in Deutschland verknüpft. In ausführlicher Form werden die Wachstumschancen und Probleme der großen Wirtschaftsbereiche “Verarbeitendes Gewerbe“ und “Baugewerbe“ analysiert, wobei Produktivität, Löhne und Lohnstückkosten eine zentrale Rolle spielen.

Abstract
Mit dem Jahresausblick für 2000 wird die ausführliche Konjunkturprognose von Mitte 1999 für das Jahr 2000 aktualisiert. Nach einer leichten Tempoverlangsamung Anfang des Jahres 2000 wird sich der konjunkturelle Auftrieb in Deutschland im Sommerhalbjahr wieder verstärken. Dafür sprechen vor allem der sich kräftigende Aufschwung in der Weltwirtschaft, das günstige monetäre Umfeld und die dieser Prognose zugrunde gelegte Rückkehr der Lohnpolitik auf einen moderaten Pfad. Die wirtschaftlichen Voraussetzungen für den Abbau der Arbeitslosigkeit verbessern sich deutlich. Der Aufschwung verläuft spannungsfrei und geldpolitischer Handlungsbedarf ist nicht angezeigt.

Abstract
War die Binnenmigration zwischen Ost- und Westdeutschland von 1989 bis 1991 durch eine überproportionale Abwanderung mittlerer und hoher Bildungsabschlüsse aus Ostdeutschland gekennzeichnet, so hat sich das Bild danach deutlich gewandelt. Seither wandern zwar noch immer überwiegend junge und gut ausgebildete Personen von Ost- nach Westdeutschland, jedoch ist dies auch bei der inzwischen bedeutenden Zahl der Umzüge in der Gegenrichtung der Fall. Der Saldo der Wanderungen von Personen mit einem (Fach-)Hochschulabschluß ist für Ost-deutschland seit 1992 sogar positiv.

Abstract
Derzeit werden in Deutschland verschiedene Modelle zur Reform des Steuer- und Transfersystems und zur Subventionierung eines Niedriglohnsektors diskutiert. Der Hintergrund dieser Reformansätze ist die Umgestaltung der Sozialtransfers, die in der jetzigen Ausgestaltung durch hohe Transferentzugsraten negative Anreize zur Aufnahme einer gering entlohnten Beschäftigung setzen. Bei hohen Transferentzugsraten kommt es zu der Situation, daß trotz einer Steigerung des Erwerbseinkommens keine wesentliche Erhöhung des verfügbaren Einkommens folgt, da die Transfers gleichzeitig gekürzt werden. Es entsteht eine sogenannten "Arbeitslosigkeitsfalle", in der sich die Aufnahme einer Beschäftigung für Transferempfänger kaum lohnt. Die Fehlanreize des Steuer- und Transfersystems stellen vor allem für Personen mit niedriger Produktivität und entsprechend geringen potentiellen Löhnen ein Problem dar.

Abstract
Die Eintrübung der weltwirtschaftlichen Rahmenbedingungen infolge der Währungs- und Finanzkrisen in Asien und in Russland hatte im Verlauf von 1998 bis in das Jahr 1999 hinein zu einem merklichen Rückgang der Ausfuhren der Euro-Länder in diese Regionen geführt, wovon Italien neben Finnland besonders stark betroffen war. Eine regressionsanalytische Untersuchung verdeutlicht hier, dass für die italienischen Ausfuhren in die Krisenregionen eine höhere Exportnachfrageelastizität charakteristisch ist, als beispielsweise für Deutschland oder für Frankreich. Die Ursachen dafür sind vor allem in der Exportgüterangebotsstruktur zu suchen.

Abstract
Derzeit werden in Deutschland verschiedene Modelle zur reform des Steuer- und Transfersystems zur Subventionierung eines Niedriglohnsektors diskutiert. In anderen Ländern gibt es bereits seit mehreren jahren Konzepte zur finanziellen Besserstellung von beschäftigung gegenüber Arbeitslosigkeit. Zu den wohl bekanntesten programmen gehören der Earned Income Taxe Credit (EITC) in den USA sowie der Family Credit (FC) in Grossbritannien.Von besonderen Interesse sind die dort gewonnenen Erfahrungen über die Anreizwirkungen auf das Arbeitsangebot. Die Untersuchungen zeigen, daß für die Gruppe der bereits der bereits Erwerbstätigen eine Verringerung des Arbeitsvolumens folgt. Dieser negative Effekt kann jedoch überkompensiert werden durch positive Partizipationseffekte von bislang Nichterwerbstätigen. Eine Übertragung dieser programme auf Deutschland würde aufgrund einer vergleichsweise komprimierten Einkommensverteilung sowie eiem höherem Grundsicherungsniveau voraussichtlich zu einer stärkeren fiskalischen Belastung als in den USA oder Grossbritannien führen.

Abstract
Der Aufsatz analysiert und prognostiziert die konjunkturelle Entwicklung in Deutschland und im Euroraum in ausführlicher Form für das laufende Jahr 1999 und das Folgejahr 2000. Im Frühjahr 1999 haben sich die Perspektiven der Weltwirtschaft wieder aufgehellt. Auch im Euroraum und in Deutschland mehren sich die Anzeichen, dass der Tiefpunkt der konjunkturellen Delle durchschritten ist und die Wirtschaft auf den eingeschlagenen Aufschwungspfad zurückkehrt. Die konjunkturelle Wende in Deutschland kommt von der Auslandsnachfrage. Als Stütze der Konjunktur erweist sich die Konsumnachfrage der privaten Haushalte. Anregungen kommen aus den Einkommenssteigerungen infolge der höheren Lohnabschlüsse, der Entlastungen bei den direkten Steuern und Beiträgen zur Rentenversicherung, dagegen wirkt die Ökosteuer leicht bremsend. Die wichtigsten Daten der Volkswirtschaftlichen Gesamtrechnung für Deutschland sowie eine Chronologie fiskalischer Maßnahmen seit dem Regierungswechsel sind im Anhang enthalten.
