Abstract
Unternehmensgründungen durch Wissenschaftler und Studenten sind ein wesentlicher Kanal zur Kommerzialisierung von Ergebnissen akademischer Forschung. Dabei zeichnen sich gerade wissensintensive Unternehmen durch hohe Wettbewerbsfähigkeit und Potenziale zur Schaffung von Arbeitsplätzen aus. Dieser Beitrag diskutiert die besonderen Probleme von Unternehmensgründungen aus Hochschulen sowie mögliche Ansatzpunkte einer Förderung.

Abstract
Hochschulen haben neben der Ausbildungs- und Forschungsfunktion auch eine Transferfunktion. Geht aufgrund des demographischen Wandels die Bedeutung der Ausbildungsfunktion von Hochschulen zurück, so stellt sich die Frage, ob die Forschungs- und Transferfunktion dies kompensieren können. Ziel dieses Beitrags ist es, einen Ansatz zur Erfassung der Transferfunktion vorzustellen.

Universitäten sind als FuE-Kooperationspartner für Firmen sehr gut geeignet, da Universitäten eine breite Wissensbasis haben, oft über aktuelles Wissen aus dem Bereich der Grundlagenforschung verfügen und zudem kaum Interessenskonflikte bei der Kooperation bestehen.

Der Umfang der Forschungs- und Transferfunktion von Hochschulen lässt sich über die Drittmittelquote messen. Hierbei werden die Drittmitteleinnahmen ins Verhältnis zu den Gesamtausgaben gesetzt. Der Beitrag vergleicht die Entwicklung der Drittmittelquoten in ost- und westdeutschen Regionen im Zeitraum von 2002 bis 2010.

Abstract
Eine wichtige Funktion von Hochschulen liegt in der Ausbildung von Arbeitskräften. Hierbei stellt sich die Frage, inwiefern sich die fachliche Ausrichtung von Hochschulen an den regionalen Beschäftigungsprofilen orientiert. Gibt es hier eine gute Übereinstimmung, dann können die Arbeitgeber in einer Region die hochqualifizierten Arbeitskräfte vor Ort rekrutieren.

Abstract
Gut qualifizierte Erwerbspersonen sind eine Voraussetzung für die internationale Wettbewerbsfähigkeit einer Region. Daraus leitet sich die Bildungsfunktion der Hochschulen ab. In welchem Ausmaß Kapazitäten für die Bildungsfunktion eingeplant werden müssen, hängt unter anderem von der Anzahl der Studienanfänger und der Betreuungsrelation ab. Wir betrachten dies hier für sechs exemplarische Raumordnungsregionen in west- und ostdeutschen Bundesländern.

Abstract
Hochschulen gewinnen in einer heraufziehenden Wissensgesellschaft zwar stetig an Bedeutung, sehen sich aber gerade in finanzschwachen Ländern wiederholt mit Unsicherheiten ihrer Finanzierung konfrontiert. Unter diesem Aspekt erweitert der Wandel von der „administrierten“ zur „unternehmerischen Hochschule“ jedoch die
Handlungsspielräume der Hochschulen für eine höhere Selbstfinanzierung. In der vorliegenden Studie wird eruiert, welche neuen Einnahmepotenziale sich den Hochschulen durch diesen Wandel erschließen und welche strategischen Optionen zu einer Einnahmeverbesserung führen könnten. Die Analyse erfolgt am Beispiel der Hochschullandschaft Sachsen-Anhalts, einem Land, das bei schrumpfender Einwohnerzahl und sich verringernden finanziellen Spielräumen vergleichsweise viele Finanzmittel für Hochschulen ausgibt und mit einer wachsenden Zahl von Studierenden konfrontiert ist.

Die Hochschulen Sachsen-Anhalts auf der Suche nach eigenen Einnahmequellen: Einstieg in den Weiterbildungsmarkt vielversprechend
Die angespannte Haushaltslage des Landes Sachsen-Anhalt lässt in den nächsten Jahren Einschnitte bei der Grundfinanzierung der Hochschulen erwarten. Der politisch forcierte Wandel von der „administrierten“ zur „unternehmerischen“ Hochschule eröffnet allerdings neue Möglichkeiten, eigene Einnahmen zu erzielen. Eine Studie des Instituts für Wirtschaftsforschung Halle (IWH) kommt zu dem Ergebnis, dass das größte Einnahmepotenzial in professionellen Weiterbildungsangeboten für Berufstätige liegt, die einen weiterqualifizierenden akademischen Abschluss (Aufbaustudium) oder spezielle Zertifikate erwerben möchten. Vorreiter sind hier die Fachhochschulen des Landes.

Determinants of the Efficiency of Regional Innovation Systems

Abstract
Determinanten der technischen Effizienz von regionalen Innovationssystemen, Regional Studies. Wir analysieren Unterschiede in der Effizienz regionaler Innovationssysteme (RIS). Zunächst werden alternative Maße für die Effizienz von RIS diskutiert, die auf dem Konzept der Wissensproduktionsfunktion aufbauen. Die empirischen Ergebnisse deuten darauf hin, dass sowohl Spillover aus dem privaten Sektor als auch von Hochschulen und anderen öffentlichen Forschungseinrichtungen die Effizienz privater F&E-Aktivitäten positiv beeinflussen. Insbesondere die Intensität der Interaktion zwischen öffentlichen Einrichtungen und dem Privatsektor führt zu hoher Effizienz. Regionen, die durch Großbetriebe dominiert sind, weisen tendenziell eine geringere Effizienz der Innovationsaktivitäten auf als Regionen mit einer geringeren durchschnittlichen Betriebsgröße.

Geballt: Unternehmen in Leipzig, Dresden, Chemnitz und Halle in lokalen Netzwerken
Angesichts der kleinteiligen Unternehmenslandschaft in Ostdeutschland setzt die Politik große Hoffnungen auf Unternehmensnetzwerke: Lokal konzentrierte Zusammenarbeit einerseits und Einbindung von Partnern aus anderen Regionen und dem Ausland andererseits sollen die wirtschaftliche Leistungskraft der vernetzten Unternehmen stärken. Eine heute erscheinende Studie des Instituts für Wirtschaftsforschung Halle (IWH) gibt dem Optimismus Nahrung. In den Stadträumen Sachsens und Sachsen-Anhalts sind eine Reihe lokal stark konzentrierter Netzwerke entstanden, die ansatzweise auch Verflechtungspotenziale zu den anderen Zentren einer Metropolregion Mitteldeutschland aufweisen. Zwar fehlen noch weitgehend Netzwerkpartner aus dem Ausland, dafür sind in vielen Netzen Hochschulen vertreten, die ihrerseits in die internationalen Wissensnetze eingebunden sind.
