Abstract
This paper assess determinants of productivity gaps between firms in the European transition countries and regions and firms in West Germany. The analysis is conducted at the firm level by use of a unique database constructed by field work. The determinants tested in a simple econometric regression model are focussed upon the issue of human capital and modern market-oriented management. The results are novel in as much as a solution was established for the puzzling results in related research with respect to a comparison of formal qualification between East and West. Furthermore, the analysis was able to establish that the kind of human capital and expertise mostly needed in the post-socialist firms are related to the particular requirements of a competitive marketbased economic environment. Finally, the analysis also finds empirical support for the role of capital deepening in productivity catch-up, as well as the case that the gaps in labour productivity are most importantly rooted in a more labour-intense production, which does not give rise to a competitive disadvantage.

Does Qualification Drive Innovation? A Microeconometric Analysis Using Linked-employer-employee Data

Abstract
Degree-level science and engineering skills as well as management and leadership skills are often referred to as a source of innovative activities within companies. Broken down by sectoral innovation patterns, this article examines the role of formal education and actual occupation for product innovation performance in manufacturing firms within a probit model. It uses unique micro data for Germany (LIAB) that contain detailed information about innovative activities and the qualification of employees. We find significant differences of the human capital endowment between sectors differentiated according to the Pavitt classification. Sectors with a high share of highly skilled employees engage in product innovation above average (specialized suppliers and science based industries). According to our hitherto estimation results, within these sectors the share of highly skilled employees does not, however, substantially increase the probability to be an innovative firm.

Abstract
The study evaluates different ESF-funded labour market programmes by comparing the labour market status at different points in time after the treatment. In order to solve the selection problem we employ a standard matching algorithm with a multi-dimensional distance measure. The effects of the analyzed programmes (wage subsidies, start-up subsidies and qualification measures for recipients of social welfare) are very heterogeneous. It can be observed that the direct integration into the regular labour market provides an advantage for the supported individuals. Its lasting effects, however, strongly depend on the group of persons being supported, the type of treatment and the employers’ financial share.

Abstract
In der Studie werden Weiterbildungs- und Arbeitsbeschaffungsmaßnahmen mit Daten des unterjährigen Mikrozensus Sachsen evaluiert. Dazu wird ein zweistufiger Matchingansatz verwendet. Im ersten Schritt wird über die Teilnahmeneigung eine Vorgruppierung vorgenommen, aus der im zweiten Schritt mit einem iterativen Optimierungsalgorithmus Paare gebildet werden. Mit diesem können den Teilnehmern ähnlichere Nichtteilnehmer zugeordnet werden. Dem Heterogenitätsproblem wird mit der zusätzlichen Einbeziehung der Erwerbsvorgeschichte in den Matchingprozess begegnet. Der Effekt der Maßnahmenteilnahme wird anhand der Dauer der Arbeitslosigkeit bei Teilnahme bzw. Nichtteilnahme mit Hilfe der Cox-Proportional-Hazard-Regression bestimmt. Beide arbeitsmarktpolitischen Programme führen bei den untersuchten langzeitarbeitslosen Maßnahmeteilnehmern zu einer Verlängerung der Arbeitslosigkeitsdauer.

Abstract
Vor dem Hintergrund stetig steigender Finanzierungslasten durch die Sozialhilfe gehen Kommunen zunehmend dazu über, neben den Arbeitsämtern eigene arbeitsmarktpolitische Programme für arbeitsfähige Sozialhilfeempfänger durchzuführen. Kritiker wenden jedoch ein, dass es sich hierbei lediglich um den Versuch einer Lastenverschiebung handle und weniger um eine am Integrationserfolg orientierte Politikoption. Um diesen Einwand näher untersuchen zu können, hat das IWH bundesweit eine explorative Untersuchung in zwölf ausgewählten Städten und Landkreisen durchgeführt, bei der aus der Gruppe der arbeitsfähigen Sozialhilfeempfänger insgesamt etwa 200 Maßnahmenteilnehmer und Nichtteilnehmer als Vergleichsgruppe befragt wurden. Die Ergebnisse der IWH- Sozialhilfestudie sprechen für einen eher mäßigen Erfolg der Maßnahmen im Hinblick auf die nachfolgende Integration der Teilnehmer in den regulären Arbeitsmarkt. Dessen ungeachtet dürften sich die Maßnahmen aus kommunaler Sicht rechnen, da es mit ihrer Hilfe gelingt, die Maßnahmenteilnehmer für längere Zeit von der Sozialhilfe unabhängig zu machen, wenn auch in der Regel zu Lasten von anderen föderalen Finanzierungsinstanzen. Die Aussagefähigkeit der Ergebnisse ist allerdings dadurch beschränkt, dass die Kommunen offenbar bevorzugt besonders geeignete Personen in Maßnahmen zuweisen. Dies beeinträchtigt die Vergleichbarkeit von Teilnehmern und Nichtteilnehmern in einer durchaus ernst zu nehmenden Weise. Angesichts des beträchtlichen finanziellen Aufwands für die Förderung erscheint es daher ratsam, den Aspekt des Wirkungsnachweises stärker als bisher in den Vordergrund zu rücken. Dem könnte beispielsweise durch eine experimentell ausgerichtete Förderpraxis entsprochen werden.

n dem Papier wird untersucht, inwieweit Qualifikationsstrukturen das Wachstum bei den produktionsnahen Dienstleistungen in den neuen Ländern behindern. Die Analyse zeigt, dass in manchen Bereichen (z.B.
