During the financial crisis, billions were spent to rescue banks that were according to their governments too big to be allowed to fail. But a study by Michael Koetter from the Halle Institute for Economic Research (IWH) and co-authors shows that besides the size of the banks, the centrality within the global financial network was also pivotal for financial institutions to receive a bail-out.

Higher capital requirements: It’s the firms that end up suffering
61 European banks were scheduled to increase their capital cover by 2012 to provide a sufficient buffer for future crises. As the study by the research group chaired by Reint E. Gropp at the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association shows, the banks did implement these requirements – not by raising their levels of equity, but by reducing their credit supply. This resulted in lower firm, investment, and sales growth for firms which obtained a larger share of their bank credit from these banks.

Abstract
Am 29. und 30. September 2016 fand am IWH in Zusammenarbeit mit dem International Network for Economic Research (INFER) der 6. Workshop in der Reihe „Applied Economics and Economic Policy“ statt. Im Rahmen des Workshops stellten Wissenschaftler europäischer Universitäten und internationaler Organisationen ihre neuesten Forschungsergebnisse zu aktuellen ökonomischen Fragen und Problemen vor und diskutierten diese intensiv. Insbesondere gab es einen regen Austausch über das Spezialthema „(Ending) Unconventional Monetary Policy“. Hier ging es vor allem um die geldpolitischen Maßnahmen und Instrumente, die neben dem Zentralbankzins seit der Finanzkrise eingesetzt werden.

Abstract
Im Zuge der Finanzkrise der Jahre 2007 bis 2009 rückte die Kontroverse um staatliche Notrettungsprogramme für den Bankensektor verstärkt ins Blickfeld. Diese Programme haben das Ziel, den Finanzsektor und somit auch realwirtschaftliche Entwicklungen zu stabilisieren. Dem stehen die finanziellen Kosten zu Lasten des Steuerzahlers, erhöhte Risikoübernahmen durch den Staat sowie mögliche verzerrende Wirkungen auf die Marktstruktur gegenüber. Dieser Artikel diskutiert mögliche Preisverzerrungen durch das Troubled Asset Relief Program (TARP) in den USA aus dem Jahr 2008 vor dem Hintergrund eines aktuellen Forschungsbeitrags, der die langfristigen indirekten Effekte des Programms innerhalb der Gruppe der nicht unterstützten Banken untersucht. Hierbei zeigen sich keine Hinweise dafür, dass das Programm zur Bankenrettung zu nachhaltigen Unterschieden im Bankenwettbewerb nach 2010 geführt hat. Die Zinsmargen von Banken mit einer höheren Rettungswahrscheinlichkeit stiegen nur in der direkten Folgezeit von TARP, d. h. im Jahr 2010 an. Ein signifikanter Anstieg des Kredit- und Depotwachstum der Banken für den Zeitraum von 2010 bis 2013 kann nicht verzeichnet werden.

Abstract
Deutschland weist im europäischen Vergleich seit langem besonders geringe Geburtenraten und einen hohen Altersdurchschnitt der Bevölkerung auf. Nun zeichnet sich aber eine Wende in der Geburtenentwicklung ab, die von den Großstädten ausgeht und sich von dort sukzessive ausbreitet. Der zeitliche Schwerpunkt dieser Geburtenwende liegt in den Jahren 2009 bis 2011, zeitgleich mit der Wirtschafts- und Finanzkrise dieser Jahre und in unmittelbarer Folge zu der 2007/2008 vollzogenen familienpolitischen Wende.

Abstract
Der Euroraum verharrt in einer tiefen, vierfachen Krise. Die erste ist eine Wachstumskrise. Im Euroraum liegt die wirtschaftliche Leistung immer noch unterhalb des Niveaus von vor der Finanzkrise 2008. Zudem leidet der Euroraum weiterhin unter hoher Arbeitslosigkeit und zu niedriger Inflation. Der Euroraum leidet außerdem unter einem zu geringen Produktivitätswachstum, vor allem bei den Dienstleistungen. Es fehlt hier an Innovationsdynamik und Investitionen.

Are Lacking Structural Reforms in the Financial Sector the Underlying Reason for the German Criticism of the ECB?
The major reason for the intense criticism of the European Central Bank’s (ECB’s) low-interest-rate policy may be the lack of structural reforms in the German banking system. The resulting persistent fragmentation increases the banking sector’s vulnerability to the low-interest-rate environment. Hence, parts of the banking sector, due to their strong ties to politicians, appear to have successfully influenced public opinion against the ECB.

Einlagensicherungssysteme erhöhen das moralische Risiko von Banken

Abstract
Einlagensicherungsmechanismen sind Bestandteil vieler Finanzsysteme und sollen in Krisenzeiten einen Ansturm der Sparer auf Banken und daraus resultierende Ansteckungseffekte verhindern. Jedoch bergen Sicherungssysteme zusätzliche Risikoanreize für Kreditinstitute, da eine solche Versicherung die Überwachungsanreize der Einlagengeber reduziert. Im Zuge der Finanzkrise von 2007 bis 2009 ist es in vielen Ländern zu Reformen hinsichtlich der Einlagensicherungssysteme gekommen. Dieser Artikel diskutiert die jüngste Anhebung der Einlagensicherungsgrenze in den USA von 100 000 auf 250 000 US-Dollar aus dem Jahr 2008 vor dem Hintergrund eines aktuellen Forschungsbeitrags. Dieser zeigt deutlich, dass durch die Erhöhung der Einlagensicherung in den USA das Risiko der Banken, die von der Erhöhung besonders profitierten, deutlich gestiegen ist, und gibt damit Hinweise auf den bekannten Zielkonflikt von Einlagensicherungssystemen: kurzfristige Stabilisierung während einer Krise gegenüber langfristigen Risikoanreizen für Banken.

Evaluierung der Konjunkturpakete aus der Finanzkrise: wirksam, aber auch prozyklisch
Das Leibniz-Institut für Wirtschaftsforschung Halle (IWH) und Kiel Economics haben im Auftrag des Bundesministeriums der Finanzen (BMF) die ökonomische Wirksamkeit der konjunkturstützenden finanzpolitischen Maßnahmen der Jahre 2008 und 2009 untersucht. Die Ergebnisse des Forschungsvorhabens belegen, dass die finanzpolitischen Maßnahmen, die in Deutschland in diesen Jahren zur Stabilisierung der konjunkturellen Lage ergriffen wurden, insgesamt geholfen haben, den Einbruch der Produktion abzudämpfen, aber in erheblichem Umfang auch prozyklisch wirkten.
