Abstract
Die gegenwärtige Corona-Strategie der Bundesregierung, wenn man sie denn so nennen kann, konzentriert sich darauf, besonders gefährdete Personen durch Impfung zu schützen und die Ansteckung aller anderen durch den Lockdown zu vermeiden. Sie ignoriert, dass Menschen im täglichen Leben immer Risiken eingehen und dabei auch Risiken berücksichtigen, die durch das Verhalten anderer entstehen. Sie entscheiden selbst, wie stark sie sich gefährden, je nach ihrer persönlichen gesundheitlichen Situation und Risikoaffinität. Die Möglichkeit, Risiken einzugehen, ist ein inhärenter Teil einer freiheitlichen Gesellschaft: Die Gesellschaft vertraut prinzipiell dem Einzelnen, einigermaßen vernünftige Entscheidungen zu treffen – und die Konsequenzen zu tragen, wenn die Dinge schiefgehen. Der Staat setzt dabei die Rahmenbedingungen, aber niemals mit dem Ziel, das Risiko für den Einzelnen auf null zu drücken.

Kommentar: Das Corona-Dilemma

Abstract
Die Politik steht zurzeit vor einem scheinbar unlösbaren Dilemma. Einerseits sollen die Infektionszahlen niedrig gehalten werden: um die medizinische Infrastruktur nicht zu überfordern, und weil in Abwesenheit einer wirkungsvollen Behandlung Menschenleben gerettet werden sollen. Andererseits wäre aber die Ansteckung großer Teile der Bevölkerung (jünger als 60 Jahre und ohne Vorerkrankungen) vielleicht sogar erstrebenswert, weil die Symptome bei dieser Gruppe ohnehin kaum bis gar nicht wahrnehmbar sind und durch sie eine Herdenimmunität entstehen würde, die systematisch Infektionsketten unterbrechen könnte.

Finanzielle Instabilität und Krise in den Post-Transformations-Ländern

Abstract
Die Ansteckung durch die globale Finanzkrise war nur ein Auslöser für die schwere Krise in den europäischen Post-Transformations-Ländern. Ursache war die seit 2001 zunehmende finanzielle Instabilität der Länder in Zusammenhang mit der Übernahme ihres Banken- und Finanzsektors durch internationale Finanzinstitutionen. Allgemeine euphorische Renditeerwartungen bildeten den Auftakt für Vermögenspreisblasen und die steigende Verschuldung des privaten Sektors, die durch ausländische Kapitalzuflüsse genährt wurde. Die Studie argumentiert daher, dass simple Konzepte einer Beschränkung inländischer Nachfrage keinen Ausweg aus der Krise weisen. Vielmehr wird eine zweite Transformation notwendig, die ein Wachstumsmodell etabliert, das den Einfluss spekulativer Kapitalzuflüsse reduziert und weiterhin hohe Wachstumsraten ermöglicht.

Abstract
Seit Mitte der neunziger Jahre brachen in den Ländern Mittel- und Osteuropas mehrere Finanzkrisen aus. Darunter waren mit Bulgarien, Rumänien und der Tschechischen Republik auch Länder, mit denen die EU Beitrittsverhandlungen führt. Die Krisenprävention ist nicht zuletzt wegen der Wachstumsverluste für die betroffenen Länder und der ökonomischen Ansteckungseffekte für die westeuropäischen Länder bedeutsam. Deshalb kommt einem Frühwarnsystem zur rechtzeitigen Erkennung von Krisenpotenzialen in den zukünftigen Mitgliedsländer eine hohe Bedeutung zu. Vor diesem Hintergrund führt das IWH regelmäßig Untersuchungen des Risikopotenzials für Finanzkrisen für ausgewählte mittel- und osteuropäischen Länder sowie für die Türkei und Russland durch.
Seit Anfang 1999 lassen sich in den meisten Ländern dieser Region zwei unterschiedliche Phasen des Risikopotenzials unterscheiden. Im Zuge der Russlandkrise im August 1998 war in den mittel- und osteuropäischen Ländern aufgrund der Ansteckungs- und Übertragungseffekte durchgängig eine Zunahme des Risikopotenzials zu beobachten. Nach dem Auslaufen dieser Effekte reduzierte sich die Anfälligkeit in den meisten Ländern deutlich. Seit Mitte 2000 führte ein schwächeres außenwirtschaftliches Umfeld in der Mehrzahl der Länder zu einem erneuten Anstieg des Gefährdungspotenzials, der dringenden wirtschaftspolitischen Handlungsbedarf signalisiert.
