Abstract
This article examines how collective bargaining through unions and workplace codetermination through works councils relate to labor market imperfections and how labor market imperfections relate to employer wage premia. Based on representative German plant data for the years 1999-2016, the authors document that 70% of employers pay wages below the marginal revenue product of labor and 30% pay wages above that level. Findings further show that the prevalence of wage markdowns is significantly smaller when organized labor is present, and that the ratio of wages to the marginal revenue product of labor is significantly larger. Finally, the authors document a close link between labor market imperfections and mean employer wage premia, that is, wage differences between employers corrected for worker sorting.

Criminal Network Formation and Optimal Detection Policy: The Role of Cascade of Detection

Abstract
This paper investigates the effect of cascade of detection, how detection of a criminal triggers detection of his network neighbors, on criminal network formation. We develop a model in which criminals choose both links and actions. We show that the degree of cascade of detection plays an important role in shaping equilibrium criminal networks. Surprisingly, greater cascade of detection could reduce ex ante social welfare. In particular, we prove that full cascade of detection yields a weakly denser criminal network than that under partial cascade of detection. We further characterize the optimal allocation of the detection resource and demonstrate that it should be highly asymmetric among ex ante identical agents.

Abstract
Interkommunale Kooperation wird vielfach als ein Mittel angesehen, mit dem speziell Städte und Gemeinden außerhalb der großen Ballungsräume die Folgen des demographischen Wandels und des zunehmenden interregionalen Standortwettbewerbs besser bewältigen könnten. Obschon immer mehr Gemeinden bei ihrer Aufgabenerfüllung zusammenarbeiten, fehlen für Deutschland bislang großflächige empirische Untersuchungen zum Phänomen der interkommunalen Kooperation. Der vorliegende Beitrag stellt Ergebnisse aus einer Befragung von 6 745 Gemeinden abseits der großen Ballungsräume zu ihrem Kooperationsverhalten in den Aufgabenbereichen Allgemeine Verwaltung, Bauhof und Tourismusmarketing vor. Die Auswertung der 1 321 Antworten gewährt aktuelle Einblicke in Merkmale und Tendenzen der interkommunalen Zusammenarbeit. Es werden unter anderem Befunde zum räumlichen, zeitlichen und thematischen Auftreten sowie zu den dahinterstehenden Rechtsformen und Motiven vorgestellt. Abschließend wird ein Ausblick auf die Möglichkeiten gegeben, mit den erhobenen Daten die Fragen nach den Wirkungen und den Bedingungen für das Zustandekommen von interkommunaler Kooperation zu beantworten.

(De-)Centralization and Voter Turnout: Theory and Evidence from German Municipalities

Abstract
A vast academic literature illustrates that voter turnout is affected by the institutional design of elections (e.g., compulsory voting, electoral system, postal or Sunday voting). In this article, we exploit a simple Downsian theoretical framework to argue that the institutional framework of public good provision – and, in particular, the distribution of political and administrative competences across government levels – likewise affects voters’ turnout decisions by influencing the expected net benefit of voting. Empirically, we exploit the institutional variation across German municipalities to test this proposition, and find supportive evidence.

Socially Gainful Gender Quotas

Abstract
We study the impact of gender quotas on the acquisition of human capital. We assume that individuals’ formation of human capital is influenced by the prospect of landing high-pay top positions, and that these positions are regulated by gender-specific quotas. In the absence of quotas, women consider their chances of getting top positions to be lower than men’s. The lure of top positions induces even men of relatively low ability to engage in human capital formation, whereas women of relatively high ability do not expect to get top positions and do not therefore engage in human capital formation. Gender quotas discourage men who are less efficient in forming human capital, and encourage women who are more efficient in forming human capital. We provide a condition under which the net result of the institution of gender quotas is an increase in human capital in the economy as a whole.
