German economy still on the defensive – but first signs of an end to the downturn
In the first half of 2024, signs of an economic recovery are increasing. Production, however, is likely to expand only modestly during summer. From the autumn, the recovery is likely to pick up speed with higher real incomes and a modest increase in exports. In its summer forecast, the Halle Institute for Economic Research (IWH) expects gross domestic product to expand by 0.3% in 2024 and by 1.5% in 2025 (East Germany: 0.6% and 1.4%). In March, the IWH forecast had assumed a growth of 0.2% in 2024 and of 1.5% in 2025.

Stubborn Core Inflation – Time for Supply Side Policies
The leading economic research institutes have raised their forecast for growth in German economic output in the current year to 0.3%. In the fall, they were still expecting a decline of 0.4%. “The economic setback in the winter half-year 2022/2023 is likely to have been less severe than feared in the fall. The main reason for this is a smaller loss of purchasing power as a result of a significant drop in energy prices,” says Timo Wollmershäuser, Head of Forecasts at ifo. Nevertheless, the rate of inflation will fall only slowly from 6.9% last year to 6.0% this year.

Increase in personal contacts spurs economic activity
This summer the economic outlook in Germany is bright. As the pandemic is in retreat, the restrictions that have hampered many service activities are likely to be gradually lifted, and a strong boost in private purchases can be expected. Abstract
Im Sommer 2021 expandiert die weltwirtschaftliche Produktion kräftig, hauptsächlich dank rasch voranschreitender Impfkampagnen in den fortgeschrittenen Volkswirtschaften des Westens. Geld- und Finanzpolitik bleiben dort expansiv, und die konjunkturelle Dynamik wird auch in den kommenden Quartalen hoch sein. In vielen Schwellen- und Entwicklungsländern wird die Pandemie hingegen das ganze Jahr 2021 über noch auf der Wirtschaft lasten. In Deutschland sind die konjunkturellen Aussichten günstig, weil die Corona-Restriktionen nach und nach aufgehoben werden. Das BIP wird 2021 um 3,9% und 2022 um 4,0% zunehmen. Die Produktion in Ostdeutschland dürfte in beiden Jahren um jeweils 3% zulegen.

New wave of infections suspends economic recovery
The lockdown is being eased only slightly in Germany in March 2021, and gross domestic product (GDP) declines significantly in the first quarter of 2021. As vaccination campaigns progress and restrictions are gradually eased, a normalisation of household consumption patterns will likely boost the economy later during the year. The Halle Institute for Economic Research (IWH) forecasts that GDP will increase by 3.7% in 2021, following a decline of 4.9% in 2020. In East Germany, both the contraction and the rebound are much less pronounced.

New wave of infections delays economic recovery in Germany
The lockdown is causing production in Germany to decline at the end of the year. When restrictions will be relaxed again, the recovery is likely to pick up pace only slowly, partly because the temporary reduction in value-added taxes is expiring. In spring, milder temperatures and an increasing portion of the population being vaccinated are likely to support the German economy to expand more strongly. The Halle Institute for Economic Research (IWH) forecasts that gross domestic product will increase by 4.4% in 2021, following a 5% decline in 2020. In East Germany, both the decline and the recovery will be significantly less pronounced.
