Gesamtwirtschaftliche Effekte von Fußball-Meisterschaften: Die WM 2006 und die EM 2024 in Deutschland

Abstract
Fußball-Welt- und Europameisterschaften sind große gesellschaftliche Ereignisse. Gesamtwirtschaftlich fallen sie in großen Volkswirtschaften mit bestehender Sport- und Verkehrsinfrastruktur und vorhandenen Kapazitäten im Gastgewerbe allerdings kaum ins Gewicht. In diesem Beitrag werden Studien zu den ökonomischen Effekten von Sportgroßveranstaltungen zusammengefasst, die wirtschaftlichen Effekte der Fußball-Weltmeisterschaft 2006 in Deutschland untersucht und daraus die zu erwartenden gesamtwirtschaftlichen Effekte der Fußball-Europameisterschaft 2024 in Deutschland abgeleitet. Die Bauaktivität in den Spielorten nimmt im Vorfeld der Meisterschaften zu; Effekte auf das Gastgewerbe gibt es hingegen kaum – vermutlich vor allem aufgrund von Verdrängungseffekten. Insgesamt war die gesamte nominale Bruttowertschöpfung im WM-Jahr 2006 in den Spielorten gut 1% höher als ohne die WM zu erwarten gewesen wäre; in realer Rechnung ist insgesamt kein signifikanter Effekt zu beobachten.

Risk in the banking sector: four out of ten top supervisors come from the financial industry
Europe's banks realise excess returns on the stock market when their alumni join the boards of national supervisory authorities. A study by the Halle Institute for Economic Research (IWH) shows that this happens more frequently than previously recognised. The findings indicate a risk to financial stability and call for a more merit-based, transparent appointment of senior regulators.

Real Estate Transaction Taxes and Credit Supply

Abstract
We exploit staggered real estate transaction tax (RETT) hikes across German states to identify the effect of house price changes on mortgage credit supply. Based on approximately 33 million real estate online listings, we construct a quarterly hedonic house price index (HPI) between 2008:q1 and 2017:q4, which we instrument with state-specific RETT changes to isolate the effect on mortgage credit supply by all local German banks. First, a RETT hike by one percentage point reduces HPI by 1.2%. This effect is driven by listings in rural regions. Second, a 1% contraction of HPI induced by an increase in the RETT leads to a 1.4% decline in mortgage lending. This transmission of fiscal policy to mortgage credit supply is effective across almost the entire bank capitalization distribution.

Abstract
Over the last decade, German housing prices have increased unprecedentedly. Drawing on quality-adjusted housing price data at the district level, we document large and increasing regional disparities: Growth rates were higher in 1) the largest seven cities, 2) districts located in the south, and 3) districts with higher initial price levels. Indications of price bubbles are concentrated in the largest cities and in the purchasing market. Prices seem to be driven by the demand side: Increasing population density, higher shares of academically educated employees and increasing purchasing power explain our findings, while supply remained relatively constrained in the short term.

Income Inequality and Minority Labor Market Dynamics: Medium Term Effects from the Great Recession

Abstract
Using a difference-in-differences framework we evaluate the effect that exposure to a bank failure in the Great Recession period had on income inequality. We find that it led to a 1% higher Gini, relative rise of 38 cents for high earners, and 7% decline for lowest earners in treated MSAs. Moreover, we show that blacks saw a decline of 10.2%, Hispanics 9.8%, and whites 5.1% in income. Low income blacks and Hispanics drove much of the effect on inequality.
