During Corona, households are saving more – not for fear of unemployment but for lack of spending opportunities
During the Corona crisis, European households increased their savings dramatically. According to an analysis carried out by the Halle Institute for Economic Research (IWH), the increase in savings is largely due to the inability of households to consume in the face of government lockdown measures, rather than other factors such as economic uncertainty. IWH President Reint Gropp therefore sees potential for a significant catch-up effect in consumption as soon as the lockdown is lifted.

Abstract
Auf große Wirtschaftskrisen reagiert die Finanzpolitik häufig mit einer massiven Ausweitung der öffentlichen Verschuldung, so auch in der gegenwärtigen Coronakrise. In diesem Beitrag wird gezeigt, dass die deutsche Schuldenbremse die Tragfähigkeit der öffentlichen Finanzen auch dann gewährleistet, wenn im Abstand von zehn Jahren Krisen auftreten, in denen die Neuverschuldungsgrenze außer Kraft gesetzt wird. Die Tragfähigkeit zusätzlicher Staatsschulden begründet jedoch nicht deren Sinnhaftigkeit. Diskretionäre Finanzpolitik zur Stimulierung der gesamtwirtschaftlichen Nachfrage leistet insgesamt einen eher kleinen Anteil zur Stabilisierung der realwirtschaftlichen Entwicklung. Maßnahmen zur Eindämmung der Corona-Epidemie, für den Ausgleich tatsächlicher sozialer und wirtschaftlicher Schäden und für die Aufrechterhaltung des Bildungsbetriebs unter den Bedingungen einer Epidemie könnten einen wichtigeren Beitrag zur Krisenbekämpfung leisten als kurzfristige Nachfragestimulierung.

Study: How financial crises lower life satisfaction and how to prevent this
Financial crises not only result in severe disruptions to the economic system, they also affect people’s life satisfaction. A new study by Martin Luther University Halle-Wittenberg (MLU) and the Halle Institute for Economic Research (IWH) shows that weaker members of society are more affected by increased uncertainty during crisis times, even if they may not be speculating on the stock market themselves. This could potentially also lower their propensity to consume, thereby intensifying the impact of a financial crisis. The study was recently published in “The B.E. Journal of Economic Analysis & Policy”.

Zum Risiko einer Staatsschuldenkrise in Italien

Abstract
Die wirtschaftliche Entwicklung Italiens war in den vergangenen Jahren durch eine ausgesprochen schwache Produktivitätsentwicklung gekennzeichnet. Das Bruttoinlandsprodukt je Einwohner beträgt nur 92% des Niveaus im Jahr 2007, während es im Euroraum insgesamt (inklusive Italien) bei 103% des Vorkrisenniveaus von 2007 liegt. Die Staatsschuldenquote ist im Zeitraum von 2007 bis 2017 von 100% in Relation zum Bruttoinlandsprodukt um 30 Prozentpunkte auf 130% gestiegen. Es bestehen daher Zweifel, ob die Wirtschaftskraft Italiens ausreichend ist, um die weiter steigenden Staatsschulden künftig bedienen zu können. Diese Zweifel kommen zum Beispiel in der gegenwärtig (August 2018) um gut 3 Prozentpunkte höheren Umlaufsrendite 10-jähriger italienischer Staatsanleihen im Vergleich zu deutschen Staatsanleihen zum Ausdruck.
Die Regierung Italiens will der Wirtschaft durch expansive Finanzpolitik wieder auf die Beine helfen. Im vorliegenden Beitrag wird die Tragfähigkeit der italienischen Staatsverschuldung für verschiedene Szenarien analysiert. Dabei gibt es je nach den getroffenen Annahmen zu wichtigen Wirkungszusammenhängen eine ganze Bandbreite von möglichen Entwicklungen, die aber allesamt eine deutlich expansive Finanzpolitik für Italien nicht ratsam erscheinen lassen, weil sie insgesamt nicht förderlich für die Stabilisierung der Staatsverschuldung wäre. Vielmehr sollten produktivitätssteigernde Strukturreformen umgesetzt werden, die dann auch moderat höhere Staatsausgaben erlauben würden.

Politicians share responsibility for the risk of their state defaulting
Investors assume higher risks of default when a country is politically unstable or governed by a party at the left or right end of the political spectrum. However, according to findings obtained by Stefan Eichler from the Halle Institute for Economic Research (IWH), the more democratic the country is and the more it is integrated into the global economy, the lower is the impact that such political factors have.

Abstract
Staatliche Zahlungsausfälle haben nicht selten politische Ursachen. Während ökonomische Rahmenbedingungen wie etwa Wirtschaftswachstum, Finanzstabilität oder globale Investorenstimmungen die Zahlungsfähigkeit eines Staates beeinflussen, wird die tatsächliche Rückzahlung von Staatsschulden letztendlich von der einheimischen Regierung entschieden. Die Zahlungswilligkeit einer Regierung spielt daher eine entscheidende Rolle für das Risiko eines staatlichen Zahlungsausfalls. In diesem Artikel wird der Einfluss politischer Faktoren auf das staatliche Ausfallrisiko für 27 Schwellen- und Entwicklungsländer im Zeitraum von 1996 bis 2009 untersucht. Die Auswertung von Anleihedaten zeigt, dass Investoren ein höheres Ausfallrisiko fürchten, falls ein Land politisch instabil ist oder von einer Rechts- bzw. Linkspartei regiert wird. Der Einfluss politischer Faktoren auf das staatliche Ausfallrisiko eines Landes sinkt mit dessen Grad an Demokratie und Integration in die Weltwirtschaft.

Abstract
Mit Beginn der Finanzkrise 2008 wurde quer durch Europa die antizyklische Fiskalpolitik als Mittel zur Krisenbekämpfung wiederentdeckt. Nach dieser vielleicht wenig überraschenden Renaissance der Fiskalpolitik ist die ökonomische Mehrheitsmeinung inzwischen wieder weitaus skeptischer im Hinblick auf keynesianische Politik. Mittlerweile ist die These sehr verbreitet, es seien die aus dem Ruder gelaufenen Staatsfinanzen in den südlichen Mitgliedsländern (Griechenland, Portugal, Spanien, Italien, ergänzt um das nördlichere Irland), welche die Eurozone in die schärfste Krise seit ihrem Bestehen geführt haben. Als Gradmesser der „Schuldenkrise“ werden dabei im Allgemeinen die steigenden Finanzierungskosten (Risikoaufschläge der Staatsschuldentitel im Vergleich zu deutschen Staatsschulden) in den betroffenen Ländern angeführt. Die in diesem Beitrag vertretene Sichtweise ist hingegen, dass ein wesentlicher Grund für die erhöhten staatlichen Finanzierungskosten in der Zunahme der Unsicherheit an den Finanzmärkten zu sehen ist.

Abstract
Nach dem Ende der Nachholphase der Produktionsausfälle in der globalen Wirtschafts- und Finanzkrise ist die ostdeutsche Wirtschaft in schwieriges Fahrwasser geraten. Ähnlich wie damals verliert in der Realwirtschaft infolge der erneut gestiegenen Unsicherheiten auf den Außenmärkten und der konjunkturellen Abschwächung in Deutschland zuerst die Industrie ihre Antriebskraft. Das Baugewerbe profitiert nur wenig von der Flucht in Immobilien. Wie lange diese Entwicklung anhält, hängt von der Entschärfung der Staatsschulden- und Vertrauenskrisen im Euroraum ab.
Ein Teil der Eintrübung wird kompensiert durch die steigende Nachfrage der privaten Haushalte nach Konsumgütern und Wohnungen. Dämpfend wirken dabei allerdings die Ausrichtung der Produktion in Ostdeutschland auf Standardprodukte und auf Regionen in Westeuropa sowie der demographische Faktor. Der Aufschwung am Arbeitsmarkt läuft im Jahr 2012 aus. Der nachfragebedingte Produktionsrückgang wird nicht durch die gestiegene Wettbewerbsfähigkeit der Unternehmen auf der Kostenseite ausgeglichen. So besteht in der gewerblichen Wirtschaft insgesamt nur ein minimaler Wettbewerbsvorsprung der ost- gegenüber den westdeutschen Anbietern.
Gemäß dieser Prognose wächst das Bruttoinlandsprodukt der ostdeutschen Flächenländer auch in diesem Jahr langsamer als in Westdeutschland. Der wirtschaftliche Aufholprozess stagniert pro Einwohner. Der Abstand in der Arbeitsproduktivität verringert sich leicht.
