Abstract
Auch 30 Jahre nach der Deutschen Vereinigung erreicht die ostdeutsche Wirtschaft nur 82% der westdeutschen Arbeitsproduktivität. Dieser Unterschied in der gesamtwirtschaftlichen Arbeitsproduktivität steht in engem Zusammenhang mit vielen wirtschaftlichen und gesellschaftlichen Problemen, denen Ostdeutschland heute gegenübersteht. Auf Basis differenzierter Daten zu den einzelnen Produkten, die Firmen im deutschen Verarbeitenden Gewerbe herstellen, untersuchen wir in diesem Beitrag, wie sich ost- und westdeutsche Firmen bezüglich Produktspezialisierung, Produktpreisen und technischer Effizienz unterscheiden. Wir zeigen auf, dass der Osten – entgegen der Hypothese der „verlängerten Werkbank“ – nicht aufgrund einer Spezialisierung auf Vorprodukte weniger produktiv als der Westen ist. Obwohl Ostprodukte zu deutlich geringeren Preisen verkauft werden, können auch Preisunterschiede zwischen Ost- und Westfirmen den Produktivitätsrückstand nicht erklären. Stattdessen sind Faktoren, welche die physische Produktivität (technische Effizienz) von Unternehmen beeinflussen, entscheidend, um den Produktivitätsrückstand auf Unternehmensebene zu erklären.

What is holding back the banking union?
The European Commission wants to better regulate and monitor the European banking sector. In many EU Member States, however, the necessary directives are being implemented extremely slowly. Surprisingly, the reasons for this do not lie in politics and banking structures, but in the institutional framework conditions and existing regulations in the Member States, as argued by Michael Koetter, Thomas Krause and Lena Tonzer from the Halle Institute for Economic Research (IWH).

Gemeindegröße, Verwaltungsform und Effizienz der kommunalen Leistungserstellung – Das Beispiel Sachsen-Anhalt

Abstract
Der Beitrag befasst sich am Beispiel Sachsen-Anhalts mit der Frage nach den Determinanten der Effizienz der kommunalen Leistungserstellung. Im Vordergrund stehen dabei der Einfluss der Gemeindegröße, der Verwaltungsform sowie von siedlungsstrukturellen, demographischen und räumlichen Faktoren. Dazu wird eine nichtparametrische Effizienzmessung (Data Envelopment Analysis bzw. der Convex-order-m-Ansatz nach Daraio und Simar) durchgeführt. Im Unterschied zu vergleichbaren Studien setzt die Untersuchung dabei auf der konsolidierten Ebene der Verwaltungsgemeinschaften und Einheitsgemeinden an, da wesentliche Kompetenzen auf der gemeinsamen Verwaltungsebene angesiedelt sind. Die Ergebnisse zeigen, dass Verwaltungsverbände oder -gemeinschaften keinen signifikanten Effizienznachteil gegenüber Einheitsgemeinden aufweisen müssen. Ferner deuten die Analysen zur Skaleneffizienz darauf hin, dass die meisten sachsen-anhaltischen Gemeinden durch die Bildung von Verwaltungs-gemeinschaften 2004 eine weitgehend effiziente „Betriebsgröße“ hatten. Demogra-phische und siedlungsstrukturelle Faktoren haben außerdem einen maßgeblichen Einfluss auf die technische Effizienz der Städte und Gemeinden: Während eine höhere Bevölkerungsdichte zumindest teilweise effizienzfördernd ist, wirken ein höherer Seniorenanteil, aber auch eine positive Bevölkerungsentwicklung tendenziell eher effizienzmindernd. Die Berücksichtigung räumlicher Zusammenhänge in der Effizienzschätzung ist ein komplexes Problem, das bisher nur unzureichend gelöst wurde. Allerdings zeigten die Schätzergebnisse für Moran’s I zwar größtenteils signifikante, aber trotzdem nur geringe bis mäßige Zusammenhänge zwischen den einzelnen Input- und Outputgrößen auf. Daher ist hier eine wesentliche Verzerrung der Ergebnisse nicht zu befürchten, wenn räumliche Zusammenhänge vernachlässigt werden. Auch konnte nicht nach-gewiesen werden, dass Umlandgemeinden von der Nähe zu Kernstädten in Form größerer Effizienz ihrer Leistungserstellung profitieren.

INNO-KOM-Ost: Wirksame Unterstützung der Industrieforschung in Ostdeutschland – auch ein Modell für den Westen!
Das technologieoffene Programm des BMWi zur „FuE-Förderung gemeinnütziger externer Industrieforschungseinrichtungen in Ostdeutschland – Innovationskompetenz Ost (INNO-KOM-Ost)“ trat am 1. Januar 2009 in Kraft. Die drei Förderlinien „Vorhaben der Vorlaufforschung“, „marktorientierte Forschungs- und Entwicklungsvorhaben“ und „Investitionszuschuss technische Infrastruktur“ zielen auf die Unterstützung der innovativen Leistungsfähigkeit der gemeinnützigen externen Industrieforschungseinrichtungen (IFE) in Ostdeutschland. Diese transferieren ihre Forschungsergebnisse in die ostdeutsche Wirtschaft, um insbesondere die Innovationsfähigkeit von kleinen und mittleren Unternehmen (KMU) zu verbessern. Im Zeitraum von 2009 bis 2011 wurden 610 FuE-Projekte mit einer Gesamtsumme von rund 173 Mio. Euro gefördert. Das Institut für Wirtschaftsforschung Halle (IWH) und das Zentrum für Europäische Wirtschaftsforschung (ZEW) haben die Wirksamkeit, Effizienz und Transparenz der Förderung untersucht – mit folgenden Ergebnissen: Das Programm erreicht seine Zielgruppe umfänglich, die Mitnahmeeffekte sind marginal. Die geförderten Projekte weisen deutliche Verwertungserfolge auf. Die Effizienz der eingesetzten Mittel ist erheblich. Mit einem Euro an Fördermitteln wird ein Mehrfaches an Umsatzerlösen und Kosteneinsparungen erzielt, sowohl in den IFE selbst als auch in den kooperierenden Unternehmen. In den Unternehmen sind die Umsatzerlöse und Kosteneinsparungen sogar noch höher als in den IFE selbst. Das IWH empfiehlt, die Förderung mindestens bis zum Jahr 2019 weiterzuführen, da die strukturellen Nachteile der ostdeutschen Wirtschaft fortbestehen werden.

Abstract
Die aktuelle Diskussion um den Umfang des Börsengangs der Deutschen Bahn – unter Einbeziehung des Schienennetzes oder nicht – konzentriert sich im wesentlichen auf Fragen der Wettbewerbswirkung und der zukünftigen Belastung des Staatshaushaltes. Eventuelle Vorteile der bestehenden Organisationsform der Deutschen Bahn, also eines vertikal integrierten Eisenbahnunternehmens, das sowohl den Infrastrukturzugang als auch Transportdienstleistungen anbietet, blieben trotz ihrer Bestätigung in einer Vielzahl theoretischer Analysen weitgehend unberücksichtigt. Die Deutsche Bahn äußerte nun die Befürchtung, daß eine solche Separierung Vorteile der vertikalen Integration (sogenannte Verbundvorteile) vermindern würde und somit nicht geeignet sei, die gesamtgesellschaftliche Wohlfahrt zu erhöhen. In einer paneuropäischen Analyse der Produktivität europäischer Eisenbahnunternehmen wird mit dem Fokus der Untersuchung auf etwaige Verbundvorteile überprüft, ob integrierte Eisenbahnunternehmen eine höhere technische Effizienz aufweisen als vertikal separierte Unternehmen. Dazu wird ein Modell erstellt, das die Effizienz der integrierten Produktionstechnologie im Verhältnis zu einer Referenzgruppe virtueller, aus den separierten Unternehmen konstruierter Beobachtungseinheiten berechnet. Die Ergebnisse weisen auf existierende Verbundvorteile für die Mehrzahl der europäischen Eisenbahnunternehmen hin. Dies sollte in der Entscheidung hinsichtlich des Börsengangs der Deutschen Bahn explizite Berücksichtigung finden.

Abstract
Die realisierte Arbeitsproduktivität wird wesentlich von der Kapitalausstattung der Unternehmen
sowie der Auslastung der Kapazitäten bestimmt. Eine zentrale Ursache für die Produktivitätsdifferenz zu westdeutschen Unternehmen ist in dem Umstand zu suchen, daß in Ostdeutschland weniger kapitalintensiv produziert wird. Das Anlagevermögen ist dabei im Durchschnitt moderner als das der westdeutschen Unternehmen und durch eine hohe Auslastung der Ausrüstungen gekennzeichnet. Die geringere Kapitalintensität der Produktion ist primär als Folge transformationsbedingt unterschiedlicher Wirtschaftsstrukturen einzuordnen und läßt zunächst keine Schlussfolgerungen im Hinblick auf die technische Effizienz der Produktion zu. Eine weitere Angleichung der Faktoreinsatzrelationen an westdeutsche Verhältnisse ist dennoch zu erwarten. Sie muß von einer entsprechenden Erhöhung der gesamtwirtschaftlichen Produktionsmöglichkeiten und einer realistischen Lohnpolitik begleitet werden, um negative Auswirkungen auf die Beschäftigung auszuschließen. Der Spielraum für beschäftigungsneutrale Einkommenssteigerungen wird dabei immer von der erzielten Arbeitsproduktivität vorgegeben.
