IWH-Konjunkturbarometer Ostdeutschland: Gute Aussichten nach schwachem Start in das Jahr 2016
Das Bruttoinlandsprodukt der ostdeutschen Flächenländer ist von Januar bis März dieses Jahres – saisonbereinigt nach dem Berliner Verfahren – um 0,1% gegenüber dem starken Schlussquartal 2015 gestiegen. Damit expandierte die Produktion in den Neuen Bundesländern deutlich langsamer als in den Alten (0,5%).

IWH-Konjunkturbarometer Ostdeutschland: Inlandsnachfrage schiebt ostdeutsche Produktion an
Im vierten Quartal 2015 hat das Bruttoinlandsprodukt in den ostdeutschen Flächenländern – saisonbereinigt nach dem Berliner Verfahren – um 0,4% gegenüber dem schwachen dritten Vierteljahr zugenommen. Getrieben wurde die Aufwärtsbewegung vom Produzierenden Gewerbe. Der Dienstleistungssektor stagnierte. Obwohl sich der Produktionsanstieg beschleunigte und die Entwicklung in den Alten Bundesländern übertraf (0,2%), stieg das Bruttoinlandsprodukt im Durchschnitt des Jahres 2015 – wie bereits im vergangenen Dezember vom IWH geschätzt – nur um 1,3%. Damit expandierte die Produktion in den Neuen Bundesländern erneut langsamer als in den Alten (1,7%).

Abstract
n zahlreichen ostdeutschen Regionen existieren inzwischen deutlich ausgeprägte Branchenschwerpunkte mit im ostdeutschen Vergleich hoher Beschäftigung. So weisen vor allem die Wirtschaftszweige in den Bereichen Finanzierung, Vermietung und Unternehmensdienstleistungen eine hohe regionale Konzentration auf. Aber auch in den Bereichen Land- und Forstwirtschaft, Handel, Gastgewerbe und Verkehr sowie bei öffentlichen und privaten Dienstleistern ist in einigen Teilbereichen eine regionale Konzentration feststellbar. Ein Vergleich zwischen den neuen und alten Bundesländern zeigt, dass die Anteile der Beschäftigten in den Branchen des Produzierenden Gewerbes Ostdeutschlands zumeist deutlich unter den entsprechenden Werten im Westen liegen und die ostdeutschen Branchenschwerpunkte mithin noch vergleichsweise schwach ausgeprägt sind.

Abstract
In der Politik wird in letzter Zeit verstärkt darüber diskutiert, wie dem Aufbau Ost eine größere Dynamik verliehen werden könnte. Immer stärker in den Vordergrund der Debatte rückt dabei die Forderung, dass die Finanzhilfen sowohl regional als auch sektoral stärker konzentriert werden sollten. Dies war Anlass näher zu betrachten, wie die unternehmerischen Aktivitäten der einzelnen Branchen in Ostdeutschland räumlich verteilt sind und in welchen Bereichen die ostdeutschen Regionen Stärken aufweisen. Die Befunde der Untersuchung zeigen, dass in Ostdeutschland zahlreiche Branchen regional stark konzentriert sind und dass sich die wichtigsten Standorte des Produzierenden Gewerbes und der Unternehmensdienstleistungen auf Berlin und auf Regionen in Sachsen konzentrieren. Die Standorte knüpfen dabei in der Regel an den traditionellen Strukturen oder an spezifischen Potenzialen der Regionen an.
