Abstract
We estimate how much firms differentiate pay premia between regular and outsourced workers in temp agency work arrangements. We leverage unique Argentinian administrative data that feature links between user firms (the workplaces where temp workers perform their labor) and temp agencies (their formal employers). We estimate that a high-wage user firm that pays a regular worker a 10% premium pays a temp worker on average only a 4.9% premium, compared to what these workers would earn in a low-wage user firm in their respective work arrangements—the midpoint between the benchmarks for insiders (one) and the competitive spot-labor market (zero).

Does Extended Unemployment Benefit Duration Ameliorate the Negative Employment Effects of Job Loss?

Abstract
We study the effect of job displacement due to bankruptcies on earnings and employment prospects of displaced workers and analyse whether extended potential unemployment benefit duration (PBD) ameliorates the negative consequences of job loss. Using German administrative linked employer-employee data, we find that job loss has long-lasting negative effects on earnings and employment. Displaced workers also more often end up in irregular employment relationships (part-time, marginal part-time employment, and temporary agency work) than their non-displaced counterparts. Applying a regression discontinuity approach that exploits a three months PBD extension at the age threshold of 50 we find hardly any effects of longer PBD on labour market outcomes of displaced workers.

The Investment Strategies of Sovereign Wealth Funds

Abstract
Sovereign wealth funds have emerged as major investors in corporate and real resources worldwide. After an overview of their magnitude, we consider the institutional arrangements under which many of the sovereign wealth funds operate. We focus on a specific set of agency problems that is of first-order importance for these funds: that is, the direct involvement of political leaders in the management process. We show that sovereign wealth funds with greater involvement of political leaders in fund management are associated with investment strategies that seem to favor short-term economic policy goals in their respective countries at the expense of longer-term maximization of returns. Sovereign wealth funds face several other issues, like how best to cope with demands for transparency, which can allow others to copy their investment strategies, and how to address the problems that arise with sheer size, like the difficulties of scaling up investment strategies that only work with a smaller value of assets under investment. In the conclusion, we discuss how various approaches cultivated by effective institutional investors worldwide -- from investing in the best people to pioneering new asset classes to compartmentalizing investment activities -- may provide clues as to how sovereign wealth funds might address these issues.

Abstract
Die EU-Osterweiterung im Mai 2004 hat zur Neuaufnahme von Staaten geführt, die hinsichtlich ihrer Wirtschaftsstruktur und ihres Entwicklungsstandes sehr heterogen sind. Ein Vergleich der „alten“ EU-Mitgliedsländer mit den Beitrittsländern zeigt, daß die Arbeitsmärkte der „neuen“ Länder – bedingt durch den hohen Anteil ehemals planwirtschaftlich organisierter Staaten in dieser Gruppe – zum Teil abweichende Befunde aufweisen. Ein zentrales Thema der hier vorgestellten Erhebung der Europäischen Kommission ist die Arbeitszeitgestaltung, ihre gegenwärtige Struktur und die Präferenzen der Arbeitnehmerinnen und Arbeitnehmer in der erweiterten EU. Nach den vorliegenden Daten überwiegt für die Beschäftigten eine Arbeitszeitregelung von 35 bis 40 Wochenstunden, verteilt auf fünf Tage. Die Teilzeitbeschäftigung ist nach wie vor eine Domäne der Frauen, in den neuen Mitgliedsländern aber weniger stark verbreitet. Mit ihrer Arbeitszeitregelung sind die meisten Befragten zufrieden. Überstunden gehören für viele zum Arbeitsalltag, und flexible Arbeitszeiten würde die Mehrheit am liebsten durch Überstundenregelungen realisieren. In den Beitrittsländern wird derzeit länger als in den alten Mitgliedsländern gearbeitet, und die Arbeitnehmer sind auch in stärkerem Maße bereit, für den Job nicht nur zeitlich, sondern auch räumlich flexibel zu sein, beispielsweise durch Pendeln.

A Game Theoretic Analysis of the Conditions of Knowledge Transfer by New Employees in Companies

Abstract
The availability of knowledge is an essential factor for an economy in global competition. Companies realise innovations by creating and implementing new knowledge. Sources of innovative ideas are partners in the production network but also new employees coming from another company or academia. Based on a model by HECKATHORN (1996) the conditions of efficient knowledge transfer in a team are analysed. Offering knowledge to a colleague can not be controlled directly by the company due to information asymmetries. Thus the management has to provide incentives which motivate the employees to act in favour of the company by providing their knowledge to the rest of the team and likewise to learn from colleagues. The game theoretic analysis aims at investigating how to arrange these incentives efficiently. Several factors are relevant, especially the individual costs of participating in the transfer. These consist mainly of the existing absorptive capacity and the working atmosphere. The model is a 2x2 game but is at least partly generalised on more players. The relevance of the adequate team size is shown: more developers may increase the total profit of an innovation
(before paying the involved people) but when additional wages are paid to each person a greater team decreases the remaining company profit. A further result is
that depending on the cost structure perfect knowledge transfer is not always best for the profit of the company. These formal results are consistent with empirical studies to the absorptive capacity and the working atmosphere.
