The Contribution of Employer Changes to Aggregate Wage Mobility

Abstract
Wage mobility reduces the persistence of wage inequality. We develop a framework to quantify the contribution of employer-to-employer movers to aggregate wage mobility. Using three decades of German social security data, we find that inequality increased while aggregate wage mobility decreased. Employer-to-employer movers exhibit higher wage mobility, mainly due to changes in employer wage premia at job change. The massive structural changes following German unification temporarily led to a high number of movers, which in turn boosted aggregate wage mobility. Wage mobility is much lower at the bottom of the wage distribution, and the decline in aggregate wage mobility since the 1980s is concentrated there. The overall decline can be mostly attributed to a reduction in wage mobility per mover, which is due to a compositional shift toward lower-wage movers.

Abstract
We analyse the impact of robot adoption on employment composition using novel micro data on robot use in German manufacturing plants linked with social security records and data on job tasks. Our task-based model predicts more favourable employment effects for the least routine-task intensive occupations and for young workers, with the latter being better at adapting to change. An event-study analysis of robot adoption confirms both predictions. We do not find adverse employment effects for any occupational or age group, but churning among low-skilled workers rises sharply. We conclude that the displacement effect of robots is occupation biased but age neutral, whereas the reinstatement effect is age biased and benefits young workers most.

Forecast Combination and Interpretability Using Random Subspace

Abstract
This paper investigates forecast aggregation via the random subspace regressions method (RSM) and explores the potential link between RSM and the Shapley value decomposition (SVD) using the US GDP growth rates. This technique combination enables handling high-dimensional data and reveals the relative importance of each individual forecast. First, it is possible to enhance forecasting performance in certain practical instances by randomly selecting smaller subsets of individual forecasts and obtaining a new set of predictions based on a regression-based weighting scheme. The optimal value of selected individual forecasts is also empirically studied. Then, a connection between RSM and SVD is proposed, enabling the examination of each individual forecast’s contribution to the final prediction, even when there is a large number of forecasts. This approach is model-agnostic (can be applied to any set of predictions) and facilitates understanding of how the aggregated prediction is obtained based on individual forecasts, which is crucial for decision-makers.

Abstract
The Mannheim Enterprise Panel linked to the Establishment History Panel (MUP-BHP) is made up of cross-sectional data sets from 2010 onwards. Each cross-section includes all limited liability companies (GmbH) from the Mannheim Company Panel (MUP) and their permanent establishments throughout Germany that are recorded in the Establishment History Panel (BHP) (BeH) as of 31.12. This linking of establishments and businesses is based on a record linkage of the address data of the MUP held by the Leibniz Centre for European Economic Research and the business address data at the IAB. The individual cross-sectional data sets contain information on the establishments and companies as well as an additional file on shareholders. The data sets can be linked to form a panel. This data report describes the Mannheim Enterprise Panel linked to the Establishment History Panel (MUP-BHP) 2010-2020.

Abstract
This article examines how collective bargaining through unions and workplace codetermination through works councils relate to labor market imperfections and how labor market imperfections relate to employer wage premia. Based on representative German plant data for the years 1999-2016, the authors document that 70% of employers pay wages below the marginal revenue product of labor and 30% pay wages above that level. Findings further show that the prevalence of wage markdowns is significantly smaller when organized labor is present, and that the ratio of wages to the marginal revenue product of labor is significantly larger. Finally, the authors document a close link between labor market imperfections and mean employer wage premia, that is, wage differences between employers corrected for worker sorting.

Who Benefits from Place-based Policies? Evidence from Matched Employer-Employee Data

Abstract
We study the wage and employment effects of a German place-based policy using a research design that exploits conditionally exogenous EU-wide rules governing the program parameters at the regional level. The place-based program subsidizes investments to create jobs with a subsidy rate that varies across labor market regions. The analysis uses matched data on the universe of establishments and their employees, establishment-level panel data on program participation, and regional scores that generate spatial discontinuities in program eligibility and generosity. These rich data enable us to study the incidence of the place-based program on different groups of individuals. We find that the program helps establishments create jobs that disproportionately benefit younger and less-educated workers. Funded establishments increase their wages but, unlike employment, wage gains do not persist in the long run. Employment effects estimated at the local area level are slightly larger than establishment-level estimates, suggesting limited spillover effects. Using subsidy rates as an instrumental variable for actual subsidies indicates that it costs approximately EUR 25,000 to create a new job in the economically disadvantaged areas targeted by the program.

Abstract
We ask if bank supervisors’ efforts to combat climate change affect banks’ lending and their borrowers’ transition to the carbon-neutral economy. Combining information from the French supervisory agency’s climate pilot exercise with borrowers’ emission data, we first show that banks that participate in the exercise increase lending to high-carbon emitters but simultaneously charge higher interest rates. Second, participating banks collect new information about climate risks, and boost lending for green purposes. Third, receiving credit from a participating bank facilitates borrowers’ efforts to improve environmental performance. Our findings establish a hitherto undocumented link between banking supervision and the transition to net-zero.
