Abstract
Die Aussichten für die internationale Konjunktur bleiben leicht eingetrübt. In Europa setzt sich die zaghafte Erholung fort. In Deutschland vermehren sich die Anzeichen für eine konjunkturelle Besserung. Alles in allem wird die Produktion im Sommerhalbjahr wohl nur verhalten ausgeweitet, doch ab Herbst dürfte die Belebung Fahrt aufnehmen. Das Bruttoinlandsprodukt dürfte im Jahr 2024 um 0,3% expandieren, für 2025 prognostiziert das IWH einen Zuwachs um 1,5%.

International Trade Barriers and Regional Employment: The Case of a No-Deal Brexit

Abstract
We use the World Input–Output Database (WIOD) combined with regional sectoral employment data to estimate the potential regional employment effects of international trade barriers. We study the case of a no-deal Brexit in which imports to the United Kingdom (UK) from the European Union (EU) would be subject to tariffs and non-tariff trade costs. First, we derive the decline in UK final goods imports from the EU from industry-specific international trade elasticities, tariffs and non-tariff trade costs. Using input–output analysis, we estimate the potential output and employment effects for 56 industries and 43 countries on the national level. The absolute effects would be largest in big EU countries which have close trade relationships with the UK, such as Germany and France. However, there would also be large countries outside the EU which would be heavily affected via global value chains, such as China, for example. The relative effects (in percent of total employment) would be largest in Ireland followed by Belgium. In a second step, we split up the national effects on the NUTS-2 level for EU member states and additionally on the county (NUTS-3) level for Germany. The share of affected workers varies between 0.03% and 3.4% among European NUTS-2 regions and between 0.15% and 0.4% among German counties. A general result is that indirect effects via global value chains, i.e., trade in intermediate inputs, are more important than direct effects via final demand.

Abstract
Protektionismus ist schlecht, aber vielleicht nicht ganz so schlecht, wie ihn viele Leute machen. Zölle sind kurzfristig nichts anderes als Umverteilung: von vielen Konsumenten zu einigen wenigen inländischen Produzenten und deren Mitarbeitern. Denken Sie zum Beispiel an Zölle auf Stahl: Die Konsumenten leiden, weil Autos, Maschinen und alles, wofür es sonst noch Stahl braucht, teurer wird. Allerdings profitieren die im Vergleich zu den ausländischen Wettbewerbern ineffizienteren inländischen Stahlhersteller.

Abstract

In line with other studies we assume that imports from the European Union (EU) to the UK will decline by 25% after a hard Brexit. The absolute effects are largest in big EU countries which have close trade relationships with the UK like Germany and France. However, there are also large countries outside the EU which are heavily affected via global value chains like China, for example. The relative effects (in percent of total employment) are largest in Malta and Ireland. UK employment will also be affected via intermediate input production. Within Germany, the motor vehicle industry and in particular the “Autostadt” Wolfsburg are most affected.

Bracket Creeps: Bane or Boon for the Stability of Numerical Budget Rules?

Abstract
As taxpayers typically pay low attention to a small inflation-induced bracket creep of the income tax, policy-makers tend to postpone its correction into the future. However, the fiscal illusion fades away and political pressure for a tax relief arises since after some years the cumulative increase of the average tax rate exceeds a critical threshold. Using Germany as an example, this paper shows that bracket creeps can provoke revenue cycles in public budgets hindering governments’ compliance with the numerical budget rules. An indexation of the tax tariff could prevent such fluctuations and thus provides a favourable framework for the debt rule.

Trade Misinvoicing: The Dark Side of World Trade

Abstract
We analyse the determinants of trade misinvoicing using data on 86 countries from 1980 to 2005. In a simple microeconomic framework, we derive the determinants of four different types of trade misinvoicing taking into account that only the financial incentives determine whether and how much exports/imports to underinvoice or overinvoice, whereas the deterrents only affect the extent of misinvoicing. The hypothesised determinants are tested using data on discrepancies in bilateral trade with the United States. We find that the black market premia and tariffs motivate illegal trading activities. Higher financial penalties effectively act as a deterrent to this crime.

Smuggling Illegal versus Legal Goods across the U.S.-Mexico Border: A Structural Equations Model Approach

Abstract
We study the smuggling of illegal and legal goods across the U.S.-Mexico border from 1975 to 2004. Using a Multiple Indicators Multiple Causes (MIMIC) model we test the microeconomic determinants of both smuggling types and reveal their trends. We find that illegal goods smuggling decreased from $116 billion in 1984 to $27 billion in 2004 as a result of improved labor market conditions in Mexico and intensified U.S. border enforcement. Smuggling legal goods is motivated by tax and tariff evasion. While export misinvoicing fluctuated at low levels, import misinvoicing switched from underinvoicing to overinvoicing after Mexico's accession to the GATT and the North American Free Trade Agreement (NAFTA) induced lower tariffs.

Abstract
Laut IWH-Umfrage ziehen sich die ostdeutschen Industrieunternehmen weiter aus Tarifverträgen zurück. Gehörten im November 2003 noch rund 45% der Firmen aus dem Längsschnitt einer Tarifgemeinschaft an, so unterliegen im Jahr 2005 lediglich 40% der Befragten der Tarifbindung. Gegenwärtig sind Flächen- bzw. Haustarifverträge in etwa gleich stark vertreten. Für die Tarifzugehörigkeit spielt die Betriebsgröße eine wesentliche Rolle. Während rund drei von vier Unternehmen mit bis zu 49 Beschäftigten nicht an einen Tarifvertrag gebunden sind, gehören die Großunternehmen, die 250 und mehr Mitarbeiter beschäftigen, zu rund zwei Dritteln einer Tarifgemeinschaft an. Für letztere ist überwiegend ein Flächentarif relevant (ca. 54% gegenüber 46% Haustarif).
