Abstract
Ostdeutschland hat vom gegenwärtigen Aufschwung in Deutschland bisher besonders deutlich profitiert. In jedem der Aufschwungsjahre 2014 bis 2016 nahm die gesamtwirtschaftliche Produktion schneller zu als in Westdeutschland; auch für das Jahr 2017 prognostiziert das IWH, dass der Zuwachs der Produktion in Ostdeutschland mit 1,8% etwas höher liegt als in Westdeutschland. Freilich ist auch nach mehr als 25 Jahren Deutscher Einheit in jeder der ostdeutschen Regionen die Produktivität immer noch niedriger als in derjenigen westdeutschen Region mit der geringsten Produktivität. Der größte Teil der Zuweisungen vom Bund wird auch ab dem Jahr 2020, wenn der reformierte Länderfinanzausgleich gilt, in den Osten der Republik fließen. Die Reform des Länderfinanzausgleichs hat dabei nicht zu einer Verbesserung der wirtschaftspolitischen Anreize für die finanzschwachen Bundesländer geführt, was auch dazu beitragen könnte, dass die ökonomische Konvergenz nur schleppend verläuft.

Abstract
Open, transparent communication across the organisation is generally associated with improved employee motivation and organisational outcomes. For supervisors, the question arises how to deal with rather inconvenient information, such as in the case of a project failure. Informing employees after significant investments of time and effort might lead to negative effects on subsequent work motivation, one could argue. To identify a causal relationship between the meaning of previously completed work and workers’ subsequent work performance, we exploited a natural working environment in which the loss of the job’s meaning occurred as a matter of fact. At the same time, it was possible to credibly guide only part of the workforce to believe in the sudden loss of meaning by conducting a controlled experiment.

Abstract
This experiment tests for a causal relationship between the meaning of work and employees’ motivation to perform well. The study builds on an existing employer–employee relationship, adding realism to the ongoing research of task meaning. Owing to an unexpected project cancelation, we are able to study how varying the information provided about the meaning of previously conducted work — without the use of deception, but still maintaining a high level of control — affects subsequent performance. We observe a strong decline in exerted effort when we inform workers about the meaninglessness of a job already done. Our data also suggests that providing a supplemental alternative meaning perfectly compensates for this negative performance effect. Individual characteristics such as reciprocal inclinations and trust prompt different reactions. The data also show that the meaning of work affects workers’ emotions, but we cannot establish a clear relationship between emotional responses and performance.

Abstract
The paper aims at investigating to what extent wage negotiation set-ups have shaped up firms’ response to the Great Recession, taking a firm-level cross-country perspective. We contribute to the literature by building a new micro-distributed database which merges data related to wage bargaining institutions (Wage Dynamic Network, WDN) with data on firm productivity and other relevant firm characteristics (CompNet). We use the database to study how firms reacted to the Great Recession in terms of variation in profits, wages, and employment. The paper shows that, in line with the theoretical predictions, centralized bargaining systems – as opposed to decentralized/firm level based ones – were accompanied by stronger downward wage rigidity, as well as cuts in employment and profits.

Abstract
A large literature documents declining measures of business dynamism including high-growth young firm activity and job reallocation. A distinct literature describes a slowdown in the pace of aggregate labor productivity growth. We relate these patterns by studying changes in productivity growth from the late 1990s to the mid 2000s using firm-level data. We find that diminished allocative efficiency gains can account for the productivity slowdown in a manner that interacts with the within-firm productivity growth distribution. The evidence suggests that the decline in dynamism is reason for concern and sheds light on debates about the causes of slowing productivity growth.

Abstract
We build on the analysis in Akcigit, Grigsby, and Nicholas (2017) by using US patent and census data to examine the relationship between immigration and innovation. We construct a measure of foreign born expertise and show that technology areas where immigrant inventors were prevalent between 1880 and 1940 experienced more patenting and citations between 1940 and 2000. The contribution of immigrant inventors to US innovation was substantial. We also show that immigrant inventors were more productive than native born inventors; however, they received significantly lower levels of labor income. The immigrant inventor wage-gap cannot be explained by differentials in productivity.

The Drivers of Revenue Productivity: a New Decomposition Analysis with Firm-level Data

Abstract
This paper aims to derive a methodology to decompose aggregate revenue TFP changes over time into four different components – namely physical TFP, mark-ups, quality and production scale. The new methodology is applied to a panel of EU countries and manufacturing industries over the period 2006-2012. In summary, patterns of measured revenue productivity have been broadly similar across EU countries, most notably when we group them into stressed (Italy, Spain and Slovenia) and non-stressed countries (Belgium, Finland, France and Germany). In particular, measured revenue productivity drops for both groups by about 6 percent during the recent crisis. More specifically, for both stressed and non-stressed countries the drop in revenue productivity was accompanied by a substantial dip in the proxy we use for TFP in quantity terms, as well as by a strong reduction in mark-ups.

Investitionen in Köpfe stärker in den Fokus rücken – Stellungnahme zu den Neuregelungsplänen der GRW-Förderung in Sachsen-Anhalt
Die wirtschaftliche Lücke zu den westdeutschen Ländern kann in Sachsen-Anhalt nur verringert werden, wenn die Förderstrategie von Sachkapitalinvestitionen auf Investitionen in Köpfe umschwenkt. Für mehr Effizienz kommt es nun auf Innovationen an – und diese hängen vor allem von der Kreativität und der Qualifikation der Menschen im Land ab.
