Bottom-up or Direct? Forecasting German GDP in a Data-rich Environment

Abstract
In this paper, we investigate whether there are benefits in disaggregating GDP into its components when nowcasting GDP. To answer this question, we conduct a realistic out-of-sample experiment that deals with the most prominent problems in short-term forecasting: mixed frequencies, ragged-edge data, asynchronous data releases and a large set of potential information. We compare a direct leading indicator-based GDP forecast with two bottom-up procedures—that is, forecasting GDP components from the production side or from the demand side. Generally, we find that the direct forecast performs relatively well. Among the disaggregated procedures, the production side seems to be better suited than the demand side to form a disaggregated GDP nowcast.

Abstract
Menschen, die über ökonomische Bildung verfügen, reagieren stärker auf wirtschaftliche Anreize. Entgegen der verbreiteten Annahme handeln Ökonomen jedoch nicht egoistischer als Nicht-Ökonomen, wenn es darum geht, gemeinsam ein öffentliches Gut zu finanzieren. Mit Hilfe eines Experiments, in dem die Teilnehmer echtes Geld gewinnen konnten, wird gezeigt, dass Ökonomen sich stärker an den vorliegenden Anreizstrukturen orientieren. Auf der einen Seite tragen Ökonomen am Anfang leicht höher zu dem öffentlichen Gut bei und fangen signifikant später an, von der sozial optimalen Strategie abzuweichen. Auf der anderen Seite leisten Ökonomen zum Ende des Experiments, wenn Trittbrettfahrerverhalten weniger Konsequenzen hat, deutlich geringere Beiträge als Nicht-Ökonomen. Im zweiten Teil des Experiments wird den Teilnehmenden die Möglichkeit gegeben, in eine Erleichterung der kooperativen Finanzierung des öffentlichen Guts zu investieren, wobei zwischen einem investitionsfreundlichen (Geld-zurück-Garantie) und einem weniger investitionsfreundlichen Szenario (keine Garantie) unterschieden wird. Das Experiment zeigt, dass die Probanden mit ökonomischer Ausbildung auf diesen kleinen Unterschied in den Anreizstrukturen stärker reagieren.

Does Administrative Status Matter for Urban Growth? – Evidence from Present and Former County Capitals in East Germany

Abstract
Public sector activities are often neglected in the economic approaches used to analyze the driving forces behind urban growth. The institutional status of a regional capital is a crucial aspect of public sector activities. This paper reports on a quasi-natural experiment on county towns in East Germany. Since 1990, cities in East Germany have demonstrated remarkable differences in population development. During this same period, many towns have lost their status as a county seat due to several administrative reforms. Using a difference-in-difference approach, the annual population development of former county capitals is compared to population change in towns that have successfully held on to their capital status throughout the observed period. The estimations show that maintaining county capital status has a statistically significant positive effect on annual changes in population. This effect is furthermore increasing over time after the implementation of the respective reforms.

"The Good News about Bad News": Information about Past Organisational Failure and its Impact on Worker Productivity

Abstract
Failure in organisations is a very common phenomenon. Little is known about whether past failure affects workers’ subsequent performance. We conduct a field experiment in which we follow up a failed mail campaign to attract new volunteers with a phone campaign pursuing the same goal. We recruit temporary workers to carry out the phone campaign and randomly assign them to either receive or not receive information about the previous failure and measure their performance. We find that informed workers perform better – in terms of both numbers dialed (about 14% improvement) and completed interviews (about 20% improvement) – regardless of whether they had previously worked on the failed mail campaign. Evidence from a second experiment with student volunteers asked to support a campaign to reduce food waste suggests that the mechanism behind our finding relates to contextual inference: Informing workers/volunteers that they are pursuing a goal that is hard to attain seems to add meaning to the work involved, leading them to exert more effort.

Endogenous Institution Formation in Public Good Games: The Effect of Economic Education

Abstract
In a public good experiment, the paper analyses to which extent individuals with economic education behave differently in a second-order dilemma. Second-order dilemmas may arise, when individuals endogenously build up costly institutions that help to overcome a public good problem (first-order dilemma). The specific institution used in the experiment is a communication platform allowing for group communication before the first-order public good game takes place. The experimental results confirm the finding of the literature that economists tend to free ride more intensively in public good games than non-economists. The difference is the strongest in the end-game phase, yielding in the conclusion that the magnitude of the end-game effect depends on the share of economists in the pool of participants. When it comes to the building-up of institutions, the individual efficiency gain of the institution and its inherent cost function constitute the driving forces for the contribution behaviour. Providing an investment friendly environment yields in economists contributing more to the institution than non-economists. Therefore, we make clear that first-order results of a simple public good game cannot be simply applied for second-order incentive problems.

Measuring Indirect Effects of Unfair Employer Behavior on Worker Productivity – A Field Experiment

Abstract
We present a field experiment in which we set up a call-center to study how the productivity of workers is affected if managers treat their co-workers in an unfair way. This question cannot be studied in long-lived organizations since workers may change their career expectations (and hence effort) when managers behave unfairly towards co-workers. In order to rule out such confounds and to measure productivity changes of unaffected workers in a clean way, we create an environment where employees work for two shifts. In one treatment, we lay off parts of the workforce before the second shift. Compared to two different control treatments, we find that, in the layoff treatment, the productivity of the remaining, unaffected workers drops by 12 percent. We show that this result is not driven by peer effects or altered beliefs about the job or the managers’ competence, but rather related to the workers’ perception of unfair behavior of employers towards co-workers. The latter interpretation is confirmed in a survey among professional HR managers. We also show that the effect of unfair behavior on the productivity of unaffected workers is close to the upper bound of the direct effects of wage cuts on the productivity of affected workers. This suggests that the price of an employer’s unfair behavior goes well beyond the potential tit-for-tat of directly affected workers.

Abstract
Any organisation that needs to restructure, cut wages, or make layoffs needs to know how the employees who are not affected will respond. This column presents a field experiment which revealed that the perception that employers are unfair – in this case, as a result of layoffs – reduces the performance of employees who have not been not directly affected. As part of the experiment, experienced HR managers were able to successfully anticipate the consequences of unfair employer behaviour on unaffected workers.

Abstract
Arbeit ohne Sinn ruft nicht nur negative Emotionen wie Enttäuschung oder das Gefühl, ersetzbar zu sein, hervor; vielmehr wird auch die zukünftige Arbeitsmotivation der Beschäftigten beeinflusst. Eine experimentelle Studie, die auf einer realen Arbeitssituation beruht, zeigt, dass Beschäftigte einen signifikant niedrigeren Arbeitseinsatz leisten, wenn ein vorangegangenes Projekt seinen ursprünglichen Sinn verloren hat. Die Information, dass das Projekt auch einen alternativen Zweck erfüllte, kompensiert die negativen Effekte allerdings vollständig, sowohl was den Arbeitseinsatz als auch den emotionalen Zustand der Beschäftigten angeht. Unternehmen und Personalverantwortliche sollten daher die Sinnhaftigkeit von Arbeitsaufgaben klar an ihre Beschäftigten kommunizieren sowie versuchen, auch gescheiterten Projekten eine Sinnhaftigkeit beizumessen.

Abstract
We empirically analyse whether television (TV) can influence entrepreneurial identity and incidence. To identify causal effects, we utilise a quasi-natural experiment setting. During the division of Germany after WWII into West Germany with a free-market economy and the socialistic East Germany with centrally-planned economy, some East German regions had access to West German public TV that – differently from the East German TV – transmitted images, values, attitudes and view of life compatible with the free-market economy principles and supportive of entrepreneurship. We show that during the 40 years of socialistic regime in East Germany entrepreneurship was highly regulated and virtually impossible and that the prevalent formal and informal institutions broke the traditional ties linking entrepreneurship to the characteristics of individuals so that there were hardly any differences in the levels and development of entrepreneurship between East German regions with and without West German TV signal. Using both, regional and individual level data, we show then that, for the period after the Unification in 1990 which made starting an own business in East Germany, possible again, entrepreneurship incidence is higher among the residents of East German regions that had access to West German public TV, indicating that TV can, while transmitting specific images, values, attitudes and view of life, directly impact on the entrepreneurial mindset of individuals. Moreover, we find that young individuals born after 1980 in East German households that had access to West German TV are also more entrepreneurial. These findings point to second-order effects due to inter-personal and inter-generational transmission, a mechanism that can cause persistent differences in the entrepreneurship incidence across (geographically defined) population groups.
