The merger of London Stock Exchange and Deutsche Boerse was reasonable
Shareholders of Deutsche Boerse AG have agreed to merge with London Stock Exchange (LSE). “I appreciate this decision“, says Prof Reint E. Gropp, president of Halle Institute for Economic Research (IWH). “Europe is in need of a competitive financial center. Especially now, after the Brexit referendum, the arguments for a merger are more convincing than ever.”

Financial market reaction to poll data suggests strong effects of a Brexit on exchange rates and the banking system both in the UK and in the EU
On 23 June 2016, there will be a referendum in the United Kingdom (UK) on the question of whether or not the country should remain in the European Union (EU). We use the polls as a measure of the likelihood of an exit to examine the likely effect of a Brexit on financial markets. “Whenever the probability in the polls of a Brexit moves above 50%, we observe a substantial depreciation of the UK pound with respect to most major currencies (including the euro), and strong decline in bank stock prices, suggesting that markets feel the financial sector (both in the UK and the EU) will be most severely affected by a Brexit”, IWH President Reint E. Gropp says. There is little effect on the euro/US Dollar exchange rate. “A huge concern is that overall market volatility both in the UK and the EU are on record highs since last Thursday, reflecting the higher uncertainty associated with Brexit and how exactly, if it happened, it would come about.” Within the UK, we see some evidence for a flight to safety into UK government bonds, but no effects for German bonds.

The Role of Complexity for Bank Risk during the Financial Crisis: Evidence from a Novel Dataset

Abstract
We construct a novel dataset to measure banks’ business and geographical complexity. Using these measures of complexity, we evaluate how they relate to banks’ idiosyncratic and systemic riskiness. The sample covers stock listed banks in the euro area from 2007 to 2014. Our results show that banks have increased their total number of subsidiaries while business and geographical complexity have declined. Bank stability is significantly affected by our complexity measures, whereas the direction of the effect differs across the complexity measures: Banks with a higher degree of geographical complexity and a higher share of foreign subsidiaries seem to be less stable. In contrast, a higher share of non-bank subsidiaries significantly decreases the probability for a state aid request during the recent crisis period. This heterogeneity advises against the use of a single complexity measure when evaluating the implications of bank complexity.

Are Lacking Structural Reforms in the Financial Sector the Underlying Reason for the German Criticism of the ECB?
The major reason for the intense criticism of the European Central Bank’s (ECB’s) low-interest-rate policy may be the lack of structural reforms in the German banking system. The resulting persistent fragmentation increases the banking sector’s vulnerability to the low-interest-rate environment. Hence, parts of the banking sector, due to their strong ties to politicians, appear to have successfully influenced public opinion against the ECB.

To Separate or not to Separate Investment from Commercial Banking? An Empirical Analysis of Attention Distortion under Multiple Tasks

Abstract
In the wake of the 2008/2009 financial crisis, a number of policy reports (Vickers, Liikanen, Volcker) proposed to separate investment banking from commercial banking to increase financial stability. This paper empirically examines one theoretical justification for these proposals, namely attention distortion under multiple tasks as in Holmstrom and Milgrom (1991). Universal banks can be viewed as combining two different tasks (investment banking and commercial banking) in the same organization. We estimate pay-performance sensitivities for different segments within universal banks and for pure investment and commercial banks. We show that the pay-performance sensitivity is higher in investment banking than in commercial banking, no matter whether it is organized as part of a universal bank or in a separate institution. Next, the paper shows that relative pay-performance sensitivities of investment and commercial banking are negatively related to the quality of the loan portfolio in universal banks. Depending on the specification, we obtain a reduction in problem loans when investment banking is removed from commercial banks of up to 12 percent. We interpret the evidence to imply that the higher pay-performance sensitivity in investment banking directs the attention of managers away from commercial banking within universal banks, consistent with Holmstrom and Milgrom (1991). Separation of investment banking and commercial banking may indeed be associated with a reduction in risk in commercial banking.

Foreign Direct Investment: The Role of Institutional and Cultural Determinants

Abstract
Using panel data for 29 source and 65 host countries in the period 1995–2009, we examine the determinants of bilateral FDI stocks, focusing on institutional and cultural factors. The results reveal that institutional and cultural distance is important and that FDI has a predominantly regional aspect. FDI to developing countries is positively affected by better institutions in the host country, while foreign investors prefer to invest in developed countries that are more corrupt and politically unstable compared to home. The results indicate that foreign investors prefer to invest in countries with less diverse societies than their own.

Abstract
China’s government has recently implemented additional reforms to relax the regulatory environment for foreign banks. Specifically, State Council Order No. 657, signed by Premier Li Keqiang, announced a decision to revise the Regulations of the People’s Republic of China on the Administration of Foreign-Funded Banks, effective from 1 January 2015. Implications of the revised regulations include removal of the requirement that a minimum of RMB100 million operating capital be transferred unconditionally from the overseas parent bank to the newly opened Chinese branch. In addition, in terms of the conditions attached to the right to carry out RMB-denominated activity, foreign banks are now eligible to apply to undertake local currency business after operating in China for one year—down from the previous three years. The requirement for two consecutive years of profit will be scrapped as well.

Abstract
Insgesamt haben die finanzpolitischen Maßnahmen, die in Deutschland in den Jahren 2008 und 2009 inmitten der schweren Finanz- und Wirtschaftskrise zur Stabilisierung der konjunkturellen Lage ergriffen wurden, geholfen, den Einbruch der Produktion abzudämpfen. Die wichtigsten konjunkturellen Impulse kamen im Umfeld der weltweiten Finanzkrise von der Umweltprämie, der Ausweitung der öffentlichen Investitionen und dem Wirtschaftsfonds Deutschland, dem Kredit- und Bürgschaftsprogramm für Unternehmen.
Konjunkturstützend wirkten insbesondere auch automatische Stabilisatoren, d. h. der Anstieg der Sozialausgaben und der Rückgang der Steuereinnahmen, die sich ohne Eingriffe des Staates als eine Folge der konjunkturellen Entwicklung ergeben. Ohne sie wäre das Bruttoinlandsprodukt (BIP) im Jahr 2009 um rund einen halben Prozentpunkt stärker gesunken. Der maßgebliche Stabilisierungseffekt ging dabei von der progressiven Einkommensteuer aus.
Die Ausweitung der Kurzarbeit half zwar, die Beschäftigung zu stützen, trug aber praktisch nicht zur Stabilisierung von Einkommen und Produktion bei. Nahezu alle Maßnahmen entfalteten ihre Effekte erst mit zum Teil deutlicher Verzögerung. Am schnellsten wirkte die Umweltprämie. Die Wirkungen der Infrastrukturmaßnahmen, z. B. des Zukunftsinvestitionsgesetzes, reichten hingegen bis in das Jahr 2012 hinein.
Ein Patentrezept für zukünftige Rezessionen lieferten die in den Jahren 2008 und 2009 ergriffenen Maßnahmen nicht. Die automatischen Stabilisatoren und institutionellen Regeln auf dem Arbeitsmarkt, die eine flexible Reaktion auf Konjunkturschwankungen ermöglichen – wie etwa flexible Arbeitszeiten beziehungsweise Arbeitszeitkonten –, spielen eine große Rolle bei der Stabilisierung der Konjunktur.
