German economy will pick up speed only slowly
In winter of 2018/2019, the global economy weakened considerably, mainly due to economic policy risks. In Germany, the economy will pick up speed only slowly. According to IWH spring economic forecast, gross domestic product will increase by 0.5% in 2019. Growth in East Germany will amount to 0.7%.

How Do Banks React to Catastrophic Events? Evidence from Hurricane Katrina

Abstract
This paper explores how banks react to an exogenous shock caused by Hurricane Katrina in 2005, and how the structure of the banking system affects economic development following the shock. Independent banks based in the disaster areas increase their risk-based capital ratios after the hurricane, while those that are part of a bank holding company on average do not. The effect on independent banks mainly comes from the subgroup of highly capitalized banks. These independent and highly capitalized banks increase their holdings in government securities and reduce their total loan exposures to non-financial firms, while also increasing new lending to these firms. With regard to local economic development, affected counties with a relatively large share of independent banks and relatively high average bank capital ratios show higher economic growth than other affected counties following the catastrophic event.

Abstract
In Deutschland wird die Anzahl der Erwerbspersonen mittelfristig aufgrund der Alterung der Bevölkerung sinken und damit auch das Wirtschaftswachstum niedriger ausfallen als in den vergangenen Jahren. Gleichzeitig hat die Bundesregierung eine Reihe von zusätzlichen Staatsausgaben beschlossen. Auf der Grundlage einer gesamtwirtschaftlichen Projektion mit dem IWH-Deutschlandmodell lässt sich aber zeigen, dass es bis zum Jahr 2025 kaum zu Haushaltsdefiziten kommt, auch wenn sämtliche im Koalitionsvertrag enthaltenen finanzpolitischen Maßnahmen umgesetzt werden. Selbst wenn sich die makroökonomischen Rahmenbedingungen verschlechtern, etwa wegen eines deutlichen Zinsanstiegs oder eines Einbruchs der ausländischen Nachfrage, würde der Finanzierungssaldo zwar negativ, die zu erwartenden Defizite lägen aber dennoch wohl unter 0,5% in Relation zum Bruttoinlandspro-dukt. Ein Einbruch der ausländischen Nachfrage würde die Produktion zwar stärker dämpfen als ein Zinsschock, die Effekte auf den gesamtstaatlichen Finanzierungssaldo wären aber vergleichbar. Denn ein Zinsschock belastet eher die Binnennachfrage, von deren Rückgang die staatlichen Einnahmen stärker betroffen sind als von einem Rückgang der Exporte. Für die kommenden Jahre dürfte der deutsche Staatshaushalt damit recht robust sein; dabei ist aber zu beachten, dass etwa die aus dem Rentenpaket resultierenden Mehrausgaben erst nach dem Jahr 2025 deutlich zu Buche schlagen.

Abstract
Point estimates and error bands for SVARs that are set identified are only justified if the researcher is persuaded that some parameter values are a priori more plausible than others. When such prior information exists, traditional approaches can be generalized to allow for doubts about the identifying assumptions. We use information about both structural coefficients and impacts of shocks and propose a new asymmetric t-distribution for incorporating information about signs in a nondogmatic way. We apply these methods to a three-variable macroeconomic model and conclude that monetary policy shocks are not the major driver of output, inflation, or interest rates.

Abstract
Der Aufschwung in Deutschland hält bereits seit mehr als fünf Jahren an. Er hat allerdings an Fahrt eingebüβt. Dies hat sowohl nachfrageseitige als auch produktionsseitige Gründe. Zum einen hat sich das Auslandsgeschäft im Einklang mit der Verlangsamung der Konjunktur in den wichtigsten deutschen Absatzmärkten abgeschwächt. Zum anderen sehen sich Unternehmen zunehmend Engpässen gegenüber, vor allem bei Arbeitskräften und beim Bezug von Vorleistungsgütern. Überlagert wird dies durch Probleme in der Automobilindustrie im Zusammenhang mit der Einführung des neuen Prüfverfahrens WLTP. Aufgrund der hohen gesamtwirtschaftlichen Bedeutung der Branche hinterlassen diese sichtbare Spuren beim Zuwachs des Bruttoinlandsprodukts. Die Umstellungsprobleme dürften aber im Winterhalbjahr überwunden werden. Hinzu kommen Impulse aufgrund von finanzpolitischen Maβnahmen, die zum Jahresbeginn 2019 in Kraft treten.

Banks Fearing the Drought? Liquidity Hoarding as a Response to Idiosyncratic Interbank Funding Dry-ups

Abstract
Since the global financial crisis, economic literature has highlighted banks’ inclination to bolster up their liquid asset positions once the aggregate interbank funding market experiences a dry-up. To this regard, we show that liquidity hoarding and its detrimental effects on credit can also be triggered by idiosyncratic, i.e. bankspecific, interbank funding shocks with implications for monetary policy. Combining a unique data set of the Brazilian banking sector with a novel identification strategy enables us to overcome previous limitations for studying this phenomenon as a bankspecific event. This strategy further helps us to analyse how disruptions in the bank headquarters’ interbank market can lead to liquidity and lending adjustments at the regional bank branch level. From the perspective of the policy maker, understanding this market-to-market spillover effect is important as local bank branch markets are characterised by market concentration and relationship lending.

On the Empirics of Reserve Requirements and Economic Growth

Abstract
Reserve requirements, as a tool of macroprudential policy, have been increasingly employed since the outbreak of the great financial crisis. We conduct an analysis of the effect of reserve requirements in tranquil and crisis times on credit and GDP growth making use of Bayesian model averaging methods. In terms of credit growth, we can show that initial negative effects of higher reserve requirements (which are often reported in the literature) tend to be short-lived and turn positive in the longer run. In terms of GDP per capita growth, we find on average a negative but not robust effect of regulation in tranquil times, which is only partly offset by a positive but also not robust effect in crisis times.
