Abstract
Der Beitrag analysiert anhand veröffentlichter Dokumente die Clusterpolitiken in den Ländern Bayern und Thüringen. Ziel dieser Politiken ist die Stärkung der Innovationskraft. Eine explizite allokationspolitische Begründung
für Clusterpolitik mit dem Vorliegen von Externalitäten, Informationsasymmetrien oder Koordinierungsmängeln ist in den Dokumenten nicht sichtbar. Es bleibt daher offen, ob die praktizierte Clusterpolitik tatsächlich ursachenadäquat
ist. Beide Länder fokussieren auf die Unterstützung landesweiter Cluster und Netzwerke. Dadurch könnten aber die Vorteile räumlicher Nähe zu wenig Beachtung finden. Nicht ohne Probleme ist auch die ex ante vorgenommene Auswahl von Branchen und Technologiefeldern in den Clusterpolitiken beider Länder, selbst wenn aus den Eigendarstellungen der fördernden Ressorts Offenheit für Neues ablesbar ist. Denn dem Staat mangelt es generell an Informationen über die Zukunftsfähigkeit von Branchen und Technologien. Der Verzicht auf einen
Branchenfokus zugunsten wettbewerblicher Förderverfahren nach dem Vorbild von Bundesprogrammen kann dieses Problem mildern. Für Thüringen, das seine Clusterpolitik vor allem mit der Kleinteiligkeit der Unternehmensstruktur
motiviert, wird es jenseits clusterpolitischer Bemühungen darauf ankommen, weiterhin auch direkt die Beseitigung dieser strukturellen Nachteile anzuvisieren, insbesondere durch Rahmenbedingungen, die dem Wachstum der vorhandenen Unternehmen förderlich sind.

A Systemic View on Knowledge-based Development Metrics

Abstract
Drawing on the systems perspective of innovation processes, this article proposes a conceptual approach for a comprehensive analysis of regional knowledge generation and transfer. Instead of focusing on one single indicator, the approach emphasizes the importance to take multiple channels of knowledge transfer into account. This provides valuable insights into the spatial structure of innovation processes on different levels. We disentangle the innovation process and consider four different layers: i.) publications in peer-reviewed journals, ii.) patent applications, iii.) formal R&D collaboration projects, the iv.) localized input-output relations. Further, we demonstrate the relevance of the „multi-layer approach‟ by applying it empirically to a specific regional innovation system: The Free State of Saxony – a federal state in Germany. We argue that the approach could be a valuable tool to inform policy-makers about knowledge-based regional development strategies.

Labor Demand During the Crisis: What Happened in Germany?

Abstract
In Germany, the employment response to the post-2007 crisis has been muted compared to other industrialized countries. Despite a large drop in output, employment has hardly changed. In this paper, we analyze the determinants of German firms’ labor demand during the crisis using a firm-level panel dataset. Our analysis proceeds in two steps. First, we estimate a dynamic labor demand function for the years 2000-2009 accounting for the degree of working time flexibility and the presence of works councils. Second, on the basis of these
estimates, we use the difference between predicted and actual employment as a measure of labor hoarding as the dependent variable in a cross-sectional regression for 2009. Apart from total labor hoarding, we also look at the determinants of subsidized labor hoarding through short-time work. The structural characteristics of firms using these channels of adjustment differ. Product market competition has a negative impact on total labor hoarding but a positive effect on the use of short-time work. Firm covered by collective agreements hoard less labor overall; firms without financial frictions use short-time work less intensively.

Abstract
The aim of this study is to assess the contributions of investment banking to the economy with a particular focus on the German economy. To this end we analyse both the economic benefits and the costs stemming from investment banking.
The study focuses on investment banks as this part of banking is particularly relevant for financing companies as well as the development and use of specific products to support the needs of private and professional clients. The assessment of benefits and costs of investment banking has been conducted from a European perspective. Nevertheless there is a focus on the German economy to allow a more detailed analysis of certain aspects as for example the use of derivatives by German companies, the success of M&As in Germany or the effect of securitization on loan supply and GDP in Germany. For comparison purposes other European countries and also the U.S. have been taken into account.
The last financial crisis has shown the negative impacts of banks on the financial system and the whole economy. In a study on the contribution of investment banks to systemic risk we quantify the negative side of the investment banking business.
In the last part of the study we assess how the effects of regulatory changes on investment banking. All important changes in banking and capital market regulation are taken into account such as Basel III, additional capital requirements for systemically important financial institutions, regulation of OTC derivatives and specific taxes.

Related Variety, Unrelated Variety and Regional Functions: Identifying Sources of Regional Employment Growth in Germany from 2003 to 2008

Abstract
This article analyses how regional employment growth in Germany is affected by related variety, unrelated variety and the functions a region performs in the production process. Following the related variety literature, we argue that regions benefit from the existence of related activities that facilitate economic development. However, we argue that the sole reliance of related variety on standard industrial classifications remains debatable. Hence, we offer estimations for establishing that conceptual progress can indeed be made when a focus for analysis goes beyond solely considering industries. We develop an industry-function based approach of related and unrelated variety. Our findings suggest that related variety only in combination with a high functional specialization of the region facilitates regional growth in Germany. Additionally, also unrelated variety per se fails to wield influences affecting development of regions. It is rather unrelated, but functionally proximate variety in the groups “White Collar” and “Blue Collar Workers” positively affects regional employment growth.

Abstract
Selectivity, social ties and spatial mobility. An analysis of preferences for return migration to East Germany. In the public debate, brain drain from East Germany is supposed to be the most critical trend regarding the development and catching up of the New Länder. Therefore, potential for in- and re-migration has attracted much attention at least in the political context. Our contribution analyses the remigration potential on basis of data from a DFG research project focussing on the re-migration intentions of people formerly emigrated from Saxony-Anhalt. The analysis concentrates on the following aspects: the effect of job market success after emigration; the impact of social ties to the origin and the host region and on the selectivity of re-migration preferences. The econometric results confirm several expected effects: On the one hand an individual’s job market success reduces the intention to return. Likewise, the re-migration preference increases for people whose expectations were disappointed. On the other hand, the relevance of social ties to the origin region for re-migration dispositions is confirmed by the estimations. Yet, regarding selectivity of re-migration preferences in terms of human capital econometric results are somewhat ambiguous.

Konjunktur aktuell: Schulden- und Vertrauenskrise bringt Rezessionsgefahr nach Deutschland

Abstract
Drei Jahre nach dem Beginn der schwersten Rezession der Nachkriegsgeschichte steht die Wirtschaft des Euroraums vor einer erneuten Rezession; die Konjunktur in Deutschland gerät aller Wahrscheinlichkeit nach in eine Phase der Stagnation. Nach der hier vorgelegten Prognose wird die gesamtwirtschaftliche Produktion in Deutschland in beiden Quartalen des Winterhalbjahres 2011/2012 leicht sinken; die technische Bedingung für eine Rezession wäre damit auch hier erfüllt.
Eine langsamere Gangart der Konjunktur ab dem zweiten Halbjahr 2011 war schon im Frühjahr weithin erwartet worden. In den vergangenen Wochen hat die Abschwächung jedoch eine neue Qualität bekommen. Die Aktienkurse sind rund um den Globus massiv eingebrochen und zeigen deutlich erhöhte Schwankungen. Gleichzeitig haben sich die Vertrauensindikatoren weltweit stark verschlechtert, zuletzt insbesondere auch in Deutschland. Der Vertrauensverlust setzte ein, während in den USA um die Ausweitung der Obergrenze für Bundesschulden und in der Europäischen Union um ein neues Hilfspaket für Griechenland sowie eine Reform des Rettungsfonds gerungen wurde. Die Ende Juli ausgehandelten Kompromisse wurden weder diesseits noch jenseits des Atlantiks als Befreiungsschläge aus den fiskalpolitischen Krisen aufgefasst und konnten deshalb die Stimmungseinbrüche nicht aufhalten. Stattdessen hat sich die Situation im Euroraum in den vergangenen Wochen weiter zugespitzt, weil an den Finanzmärkten Zweifel an der Zahlungsfähigkeit der großen Schuldenländer Spanien und vor allem Italien größer geworden sind. Zwar konnte die Europäische Zentralbank eine deutliche Erhöhung der Risikoaufschläge italienischer und spanischer Staatsanleihen durch eine Ausweitung ihres Ankaufprogramms verhindern, eine langfristige Lösung für die Schuldenpro¬blematik ist dies jedoch nicht.

Abstract
Auch zu Beginn des dritten Quartals 2011 setzt sich im Verarbeitenden Gewerbe Ostdeutschlands die sehr gute Stimmung fort. Das zeigen die Ergebnisse der IWH-Industrieumfrage vom Juli unter knapp 300 Unternehmen. Sowohl die aktuelle Geschäftslage als auch die Geschäftsaussichten haben sich gegenüber der Maiumfrage im Saldo nochmals verbessert. Die hohen Erwartungen, die sich bereits zu Jahresbeginn in der ostdeutschen Industrie eingestellt hatten, sind gegenüber Mai um sieben Saldenpunkte nach oben geschnellt.

Abstract
Mit der Studie legt Dominik Weiß die erste umfassende Untersuchung vor, die sich quantitativ mit den Effekten des Stadtumbaus auf Preisbildung und Wertentwicklung am Immobilienmarkt auseinandersetzt. Durch die Anwendung eines realoptionstheoretischen Ansatzes wird eine innovative Analysemethodik angewendet, die zumindest in Deutschland bisher kaum mit umfangreichen empirischen Analysen verknüpft worden ist. Dadurch wird die Problematik der zeitlich verzögerten Wirkung baulicher Maßnahmen am Markt und der indirekte Charakter der Stadtumbauförderung für private Wohnungseigentümer adäquat berücksichtigt. Die Studie beleuchtet Entscheidungskalküle und das Investitionsverhalten von Hauseigentümern und liefert Erkenntnisse über die Potenziale und Grenzen der klassischen Stadtumbaumaßnahmen. Von besonderem Wert für Entscheider in Stadtentwicklung, Förderpolitik und Wohnungswirtschaft sind die umfangreiche Aufarbeitung ökonomischer Begründungen für die Stadtumbauförderung und die vielfältigen Hinweise und Empfehlungen zur Verbesserung und Weiterentwicklung des Stadtumbaus.

International Fragmentation of Production and the Labour Input into Germany’s Exports – An Input-Output-analysis

Abstract
The import penetration of exports has become a topic of public debate, particularly in the context of Germany’s position as one of the world’s leading exporters. The growth in the volume of intermediate products purchased from abroad for subsequent processing into export goods in Germany seems to be undermining the importance of exports as a driver of domestic production and employment. The gains that arise from an increase in exports seem to have been offset by the losses caused by the crowding out of local production by imports. Empirical evidence on the impact of this international integration of the goods market on the German labour market is ambiguous. Short-term negative effects on employment are claimed to be offset by the long-term benefit that the jobs lost in the short run will eventually be replaced by higher-skilled jobs with better
perspectives. Against this background, the following hypothesis is tested empirically: Germany is poor in natural resources, but rich in skilled labour. In line with the Heckscher- Ohlin theory, Germany should therefore specialize in the production of export goods and services that are relatively intensive in these factors and should import those goods and services that are relatively intensive in unskilled labour. The empirical part of the paper deals with the extent of the German export penetration by imports. At first, it analyses by what ways imports are affecting the exports directly and indirectly and shows the consequences of import penetration of exports for the national output and employment. Secondly, consequences for employment are split in different skill types of labour. These issues are discussed with the standard open static inputoutput- model. The data base is a time series of official input-output tables. The employment effects for Germany divided by skill types of labour are investigated using skill matrices generated by the authors.
