Investitionen in Köpfe stärker in den Fokus rücken – Stellungnahme zu den Neuregelungsplänen der GRW-Förderung in Sachsen-Anhalt
Die wirtschaftliche Lücke zu den westdeutschen Ländern kann in Sachsen-Anhalt nur verringert werden, wenn die Förderstrategie von Sachkapitalinvestitionen auf Investitionen in Köpfe umschwenkt. Für mehr Effizienz kommt es nun auf Innovationen an – und diese hängen vor allem von der Kreativität und der Qualifikation der Menschen im Land ab.

Abstract
Inspiriert durch die Beispiele westlicher Staaten sind Technologie-, Gründer- und Innovationszentren (TGZ) auch in mittel- und osteuropäischen (MOE-)Ländern aus dem Spektrum wirtschaftspolitischer Maßnahmen nicht mehr wegzudenken. Die Errichtung von TGZ in MOE-Ländern folgt der generellen Annahme, dass diese als
zentrale Katalysatoren hin zu einer mittelstands- und existenzgründungsbasierten Restrukturierung ökonomischer Systeme fungieren können. Neben der Unterstützung von Unternehmensgründungen und kleinen und mittleren Unternehmen wird von TGZ außerdem beispielsweise erwartet, dass sie den regionalen Wissens- und Technologietransfer beschleunigen. Gegenwärtig ist nicht bekannt, inwiefern TGZ in MOE-Ländern den verschiedenen Facetten ihres Auftrags gerecht werden. Um diesbezüglichen Untersuchungen eine Datengrundlage bereitzustellen, hat das IWH im Rahmen der Aktualisierung der IWH-TGZ-Datenbank eine Erweiterung auf ausgewählte MOELänder vorgenommen: Polen, die Tschechische Republik, die Slowakei sowie Lettland, Estland und Litauen. Der Beitrag stellt erste Ergebnisse dieser Erhebungswelle vor.

Technologie- und Gründerzentren: Hoffnungsträger der Wirtschaftsförderung auch in den Ländern Mittel- und Osteuropas
Das Institut für Wirtschaftsforschung Halle (IWH) erhebt regelmäßig zentrale Indikatoren zur Entwicklung der Technologie- und Gründerzentren (TGZ) in Deutschland. Diese Datenbank ist um wichtige mittel- und osteuropäische Staaten ergänzt worden. Erste Ergebnisse dieser Erhebungswelle liegen nun vor. Es zeigt sich, dass auch in den betrachteten Ländern große Hoffnungen in das Instrument der TGZ gesetzt und diese teilweise sehr dicht gestreut etabliert worden sind.

Unternehmen aus Technologie- und Gründerzentren überleben nicht länger
Unternehmen, die durch Technologie- und Gründerzentren (TGZ) gefördert werden, haben keine höheren Überlebenschancen als andere neu gegründete Unternehmen. Diesen Schluss legt eine neue Studie des Instituts für Wirtschaftsforschung Halle (IWH) nahe, die für fünf ostdeutsche Standorte erstmals die langfristige Entwicklung ehemaliger TGZ-Mieterunternehmen mit einer Kontrollgruppe nicht geförderter Unternehmen vergleicht.

Abstract
Im Handlungsspektrum wirtschaftspolitischer Entscheidungsträger zugunsten technologie- und innovationsbasierter Wachstumsdynamik gelten Technologie- und Gründerzentren (TGZ) seit fast 30 Jahren vielfach als Herzstück urbaner Wirtschafts-und Innovationsstrategien in Deutschland.
Neben breit aufgestellten, in ihrer sektoralen und technologischen Ausrichtung eher diversifizierten TGZ werden zunehmend so genannte spezialisierte TGZ errichtet. Diese stimmen ihr Förderinstrumentarium auf die Unterstützung einer einzigen Branche bzw. weniger komplementärer Branchen (oder Technologien) ab.

Technologie- und Gründerzentren – Spezialisierung nimmt zu!
Technologie- und Gründerzentren (TGZ) sind seit fast 30 Jahren ein wichtiger Bestandteil urbaner Wirtschafts- und Innovationsstrategien in Deutschland. Es handelt sich dabei um öffentlich geförderte Standortgemeinschaften zumeist junger Unternehmen. Wie eine Studie des Instituts für Wirtschaftsforschung Halle (IWH) zeigt, werden diese Zentren zunehmend mit einer expliziten Spezialisierung auf bestimmte, meist wissensintensive Branchen errichtet, vorrangig in der Biotechnologie. Von 413 bestehenden TGZ Anfang des Jahres 2010 ordneten die IWH-Forscher 94 als spezialisiert ein. Dies entspricht einem Anteil von knapp 23%. Nahezu die Hälfte (45%) aller seit der Jahrtausendwende neu errichteten Zentren weist eine Spezialisierung auf.

Wachstum, Stagnation oder Schrumpfung? Entwicklungsdynamik ehemaliger TGZ-Unternehmen

Abstract
Wirtschaftspolitische Entscheidungsträger weltweit setzen große Hoffnungen in Technologie- und Gründerzentren als effektive Förderinstrumente auf regionaler und lokaler Ebene zur Unterstützung junger, innovativer Unternehmen. Oftmals wird hierbei unterstellt, dass die Wachstumsphase der geförderten Jungunternehmen erst mit dem erfolgreichen Auszug zum Tragen kommt. Ob dies allerdings tatsächlich der Fall ist, ist bislang kaum empirisch belegt. Das vorliegende Papier versucht zur Verminderung dieses Kenntnisdefizites beizutragen. Es wird detailliert die langfristige Entwicklung von 324 ausgezogenen Unternehmen auf fünf deutschen Technologie- und Gründerzentren untersucht. Um Verzerrungen durch bereits aus dem Markt ausgeschiedene Unternehmen zu vermeiden (Survivor Bias), schließt die Analyse auch die Entwicklung dieser Unternehmen ein. Dies ist im vorliegenden Forschungskontext erstmalig möglich. Als Indikatoren der Unternehmensentwicklung werden Beschäftigungs- und Umsatzgrößen herangezogen. Die empirischen Ergebnisse weisen ein teilweise sehr starkes Wachstum der geförderten Unternehmen nach – allerdings weitgehend beschränkt auf den eigentlichen Förderzeitraum. Entgegen der oben genannten Annahme kann in der vorliegenden Studie nicht bestätigt werden, dass die ehemals geförderten Unternehmen nach dem Verlassen der Technologie- und Gründerzentren nachhaltig stark wachsen. Nach dem Auszug bleibt das Wachstum der überwiegenden Mehrheit der Unternehmen moderat. Nur ein kleiner Anteil ehemaliger Zentrums-Unternehmen kann starke Wachstumsraten nach beendeter Förderung vorweisen. Ein größerer Teil der Unternehmen stagniert oder schrumpft sogar. Im Durchschnitt befinden sich die ausgezogenen Unternehmen ab einem Zeitraum von acht bis zehn Jahren auf einem zum Auszug vergleichbaren Entwicklungsstand bzw. sogar auf einem niedrigeren Niveau.

Langfristwirkung von Technologie- und Gründerzentren – Eine empirische Untersuchung von ausgezogenen Unternehmen an ausgewählten Standorten in den Neuen Bundesländern

Abstract
Technologie- und Gründerzentren (TGZ) sind das weltweit meistgenutzte Instrument zur Unterstützung junger innovativer Unternehmen. Allein in Deutschland existieren über 400 dieser Einrichtungen. Nahezu jede größere Stadt verfügt über eines dieser Zentren. Ziel der TGZ ist es, durch spezifische Förderstrukturen nachhaltiges Wachstum und das langfristige Überleben von innovativen Jungunternehmen über die Förderdauer hinaus zu sichern. Doch können TGZ diese Aufgabe tatsächlich erfüllen? Um dieser Frage nachzugehen, ist es zwingend erforderlich, die vormals geförderten, aber bereits ausgezogenen Unternehmen einer umfassenden Analyse ihrer seit dem Wegfall der Förderung vollzogenen Entwicklung zu unterziehen. Bislang allerdings haben insbesondere eingeschränkte Datenverfügbarkeiten diesbezügliche Forschungsvorhaben weitgehend unterbunden. Die entscheidende Frage “Was passiert mit den Unternehmen nach Beendigung der Förderung?“ ist bislang kaum beantwortet!
Die empirischen Analysen des Verfassers konzentrieren sich dabei auf die Überlebensprozesse, die Wachstumsdynamik sowie die Einbindung in Netzwerkstrukturen ehemaliger Förderempfänger aus fünf TGZ in den Neuen Bundesländern. Insgesamt 410 vormals geförderte Unternehmen wurden identifiziert und deren Entwicklungspfade analysiert. Aufgrund der sehr detaillierten Datenbasis war es dabei erstmalig auch möglich, bereits geschlossene Unternehmen in den Analysen zu berücksichtigen. Es werden beispielsweise folgende Fragen beantwortet: Sind die Unternehmen mehrheitlich auch außerhalb der schützenden Umgebung der TGZ lebensfähig? Bewirkt der Wegfall der Förderung eine sofortige Gefährdung der Überlebensfähigkeit? Welche Beschäftigungswirkung entfalten die Unternehmen? Zeigen sich nach dem Auszug aus den TGZ Wachstumskrisen? Welche Elemente der Förderung wirken positiv auf den Unternehmenserfolg? Ist es gelungen, die geförderten Unternehmen in Netzwerke und Wertschöpfungsketten einzubinden? Sind die ausgezogenen Unternehmen standorttreu?
Aus den reichhaltigen empirischen Ergebnissen lässt sich eine Vielzahl an Implikationen für eine effektivere Ausgestaltung des Förderspektrums der TGZ ableiten. Vor allem werden Empfehlungen an politische Entscheidungsträger und weitere Interessensgruppen, welche sich mit der Errichtung und dem Betrieb von Technologie- und Gründerzentren – nicht nur in den Neuen Bundesländern – beschäftigen, gegeben.

Abstract
Im Kontext einer Unternehmens- und Existenzgründerförderung auf kommunaler Ebene in Deutschland lässt sich seit Ende des 20. Jahrhunderts ein expliziter Trend zur Errichtung einer neuen Art von Technologie- und Gründerzentren (TGZ) erkennen. In zunehmender Anzahl werden Zentren errichtet, die ihre Förderstrukturen auf eine einzige oder auf wenige komplementäre Branchen bzw. Technologien ausrichten. Mittlerweile kann jedes fünfte in Betrieb stehende TGZ in Deutschland als spezialisiert bezeichnet werden. Trotz steigender Bedeutung dieser spezifischen Maßnahme städtischer Wirtschaftsförderung existieren noch keine verlässlichen Analysen, welche Bedingungen gegeben sein sollten und welche Besonderheiten zu beachten sind, damit spezialisierte Zentrenkonzepte überhaupt langfristig erfolgreich operieren können. Im Rahmen dieses Beitrags wird nun erstmalig dieser Forschungsfrage nachgegangen. Basierend auf den theoretischen Schlüsselprinzipien und -elementen einer Unternehmensförderung durch TGZ sowie bisherigen empirischen Ergebnissen zur Auswirkung einer Spezialisierung diskutiert der vorliegende Beitrag die besonderen Anforderungen an die regionale Wirtschaftsstruktur sowie an die Betreiber dieser Einrichtungen selbst. In diesem Kontext werden insbesondere die Chancen aufgezeigt, die sich gegenüber eher traditionell diversifizierten Zentrenkonzepten zeigen können. Ebenso wird die Entwicklung und regionale Verteilung dieses Konzeptes in Deutschland analysiert.

Possible Ways for Developing a Media City: Chances for Newcomer Cities are rather Limited!

Abstract
Zahlreiche Städte sind bestrebt, sich als Zentren der Kreativ- und Medienwirtschaft zu etablieren. Hinter derartigen Strategien zur Entwicklung der lokalen Medienwirtschaft steht das Ziel, vom hohen Anteil des überregionalen Absatzes der Medienwirtschaft, von möglichen Imageeffekten sowie Rückflüssen von Gebühren des öffentlich-rechtlichen Rundfunks zu profitieren. Vor diesem Hintergrund untersucht der vorliegende Beitrag die Leistungsfähigkeit möglicher Instrumente der Kommunen, um die lokalen Standortbedingungen im Bereich der Medienwirtschaft zu verbessern. Eine Analyse der Standortpräferenzen der Branchen zeigt, dass in der Medienwirtschaft sowohl Lokalisations- als auch Urbanisierungseffekten eine hohe Bedeutung zukommt. Wesentliche wirtschaftspolitische Maßnahmen, die auf die Generierung bzw. Verstärkung dieser Effekte abzielen, können die Ansiedlung öffentlich-rechtlicher Rundfunkanstalten, die Vergabe von Subventionen durch die Film- und Medienförderung der Länder, die Einrichtung von medienrelevanten Wissenschafts- und Bildungseinrichtungen, die Errichtung von auf die Medienbranche spezialisierten Technologie- und Gründerzentren sowie die Netzwerk- und Quartiersentwicklung sein. Der Beitrag macht deutlich, dass die meisten dieser Instrumente hinsichtlich ihrer möglichen Effekte nur begrenzt wirksam sein können. Für Städte ohne eine öffentlich-rechtliche Sendeanstalt und ohne medienrelevante Bildungseinrichtungen sind die Chancen, sich neu als Medienstadt zu positionieren, eher als gering einzuschätzen.
