Motivating High‐impact Innovation: Evidence from Managerial Compensation Contracts

Abstract
We investigate the relationship between Chief Executive Officer (CEO) compensation and firm innovation and find that long‐term incentives in the form of options, especially unvested options, and protection from managerial termination in the form of golden parachutes are positively related to corporate innovation, and particularly to high‐impact, exploratory (new knowledge creation) invention. Conversely, non‐equity pay has a detrimental effect on the input, output and impact of innovation. Tests using the passage of an option expensing regulation (FAS 123R) as an exogenous shock to option compensation suggest a causal interpretation for the link between long‐term pay incentives, patents and citations. Furthermore, we find that the decline in option pay following the implementation of FAS 123R has led to a significant reduction in exploratory innovation and therefore had a detrimental effect on innovation output. Overall, our findings support the idea that compensation contracts that protect from early project failure and incentivize long‐term commitment are more suitable for inducing high‐impact corporate innovation.

Abstract
When an external shock such as the economic crisis in 2008/2009 occurs, the interconnectedness of sectors can be affected. This paper investigates whether the R&D sector experienced changes in its sectoral integration through the recession. Based on an input-output analysis, it can be shown that the linkages of the R&D sector with other sectors remain stable. In some countries, the inter-sectoral integration becomes even stronger. Policy makers can be encouraged to use public R&D spending as a means of fiscal policy against an economic crisis.

Does Extended Unemployment Benefit Duration Ameliorate the Negative Employment Effects of Job Loss?

Abstract
We study the effect of job displacement due to bankruptcies on earnings and employment prospects of displaced workers and analyse whether extended potential unemployment benefit duration (PBD) ameliorates the negative consequences of job loss. Using German administrative linked employer-employee data, we find that job loss has long-lasting negative effects on earnings and employment. Displaced workers also more often end up in irregular employment relationships (part-time, marginal part-time employment, and temporary agency work) than their non-displaced counterparts. Applying a regression discontinuity approach that exploits a three months PBD extension at the age threshold of 50 we find hardly any effects of longer PBD on labour market outcomes of displaced workers.

Abstract
By conducting a natural field experiment, we analyze the managerial policy of delegating the wage choice to employees. We find that this policy enhances performance significantly, which is remarkable since allocated wage premiums of the same size have no effect at all. Observed self‐imposed wage restraints and absence of negative peer effects speak in favor of wage delegation, although the chosen wage premium levels severely dampen its net value. Additional experimental and survey data provide important insights into employees' underlying motivations.

Exporting Liquidity: Branch Banking and Financial Integration

Abstract
Using exogenous liquidity windfalls from oil and natural gas shale discoveries, we demonstrate that bank branch networks help integrate U.S. lending markets. Banks exposed to shale booms enjoy liquidity inflows, which increase their capacity to originate and hold new loans. Exposed banks increase mortgage lending in nonboom counties, but only where they have branches and only for hard‐to‐securitize mortgages. Our findings suggest that contracting frictions limit the ability of arm's length finance to integrate credit markets fully. Branch networks continue to play an important role in financial integration, despite the development of securitization markets.

Abstract
Mortgage companies (MCs) do not fall under the strict regulatory regime of depository institutions. We empirically show that this gap resulted in regulatory arbitrage and allowed bank holding companies (BHCs) to circumvent consumer compliance regulations, mitigate capital requirements, and reduce exposure to loan-related losses. Compared to bank subsidiaries, MC subsidiaries of BHCs originated riskier mortgages to borrowers with lower credit scores, lower incomes, higher loan-to-income ratios, and higher default rates. Our results imply that precrisis regulations had the capacity to mitigate the deterioration of lending standards if consistently applied and enforced for all types of intermediaries.

Abstract
In the aftermath of the consumer debt–induced recession, policymakers have questioned whether fiscal stimulus is effective during periods of high consumer indebtedness. This study empirically investigates this question. Using detailed data on Department of Defense spending for the 2007–2009 period, we document that the open-economy relative fiscal multiplier is higher in geographies with higher consumer debt. The results suggest that in the short term (2007–2009), fiscal policy can mitigate the adverse effect of consumer (over)leverage on real economic output during a recession. We then exploit detailed microdata to show that both heterogeneous marginal propensities to consume and slack-driven economic mechanisms contribute to the debt-dependent multiplier.

Abstract
Durch die schwere Banken- und Finanzkrise der vergangenen Jahre ist die Notwendigkeit einer besseren Regulierung der Banken und einer besseren Aufsicht über die Märkte offenkundig geworden. Hierzu liegt eine Reihe von Vorschlägen zur Änderungen der Regulierung auf dem Tisch bzw. sind bereits umgesetzt worden. Mit der „Bankenunion“ sollen zentrale Kompetenzen über die Aufsicht von Banken auf die europäische Ebene gezogen werden. Damit bedeutet die Bankenunion einen Schritt weg vom Prinzip des Binnenmarktes, in dem die Aufsicht über die Banken in nationaler Verantwortung liegt.

Abstract
Unternehmensinsolvenzen sind nicht nur für Eigentümer und Gläubiger mit erheblichen Unannehmlichkeiten verbunden, sie haben zumeist auch schwerwiegende Auswirkungen auf die Arbeitnehmer, die dadurch in aller Regel ihre Arbeitsplätze verlieren. Insbesondere Insolvenzen großer Unternehmen mit mehreren Tausend Beschäftigten – prominente Fälle sind beispielsweise Schlecker, Praktiker oder Air Berlin – führen gelegentlich dazu, dass die Schicksale der betroffenen Arbeitnehmer auch in den Fokus einer breiteren Öffentlichkeit geraten. Das Interesse von Politik und Medien lässt jedoch meist schnell wieder nach, obwohl Unternehmensinsolvenzen natürlich weitaus häufiger vorkommen. Zwar ist die Zahl der Unternehmensinsolvenzen seit einigen Jahren rückläufig, dennoch waren 2018 deutschlandweit fast 20 000 Unternehmen und 200 000 Arbeitsplätze betroffen.
