Abstract
Etwa 10% der Güter, die in Deutschland in den Konsum, in Investitionen und in den Export fließen, kamen nach letzten verfügbaren Angaben aus Importen. Neben diesen direkt in die Endverwendung eingehenden Güter aus dem Ausland werden auch Importe benötigt, um die im Inland hergestellten Konsum-, Investitions- und Exportgüter zu produzieren. Diese über die Produktionsverflechtung induzierten indirekten Importe machten etwa 15% der gesamten letzten Verwendung aus, so daß rund ein Viertel aller Güter der letzten Verwendung direkt und indirekt aus importierten Produkten bestand.

Abstract
Zu den Traditionen des IWH zählt die regelmäßige Analyse und Bewertung der wirtschaftlichen Entwicklung in den neuen Bundesländern. Nach 15 Jahren Aufbauarbeit, die wir im Innern des Labors miterlebten, gibt uns eine Kooperation mit dem Mitteldeutschen Rundfunk (MDR) Gelegenheit, die Berichterstattung zu verbreitern: Am 15. und am 22. November 2005, jeweils um 22.05 Uhr, wird die „Akte Mitteldeutschland“ ausgestrahlt, die wir mitgestalten und wissenschaftlich begleiten durften.

Abstract
Bevölkerungsprojektionen kommt eine wichtige Bedeutung im politischen und wirtschaftspolitischen Entscheidungsprozess zu. Aus diesem Grund veröffentlicht das IWH in unregelmäßigen Abständen Bevölkerungsprojektionen sowohl für die einzelnen neuen Bundesländer als auch für Ostdeutschland insgesamt. In diesem Beitrag wird die voraussichtliche Bevölkerungsentwicklung für Sachsen-Anhalt bis 2020 untersucht. Hierbei zeigt sich, dass den Annahmen über mögliche Wanderungsbewegungen eine bedeutende Rolle zukommt. Je nach Annahme über den Wanderungssaldo fallen die Berechnungen der zukünftigen Bevölkerung günstiger oder ungünstiger für Sachsen-Anhalt aus.

Abstract
Wachstum und Beschäftigung fallen in Ostdeutschland weiterhin unbefriedigend aus. Durch die Osterweiterung der EU wird der Wettbewerb für ostdeutsche Produzenten und Standorte intensiver werden. Langfristig werden Fördermittel wegfallen, sodass Wettbewerbsfaktoren wie Arbeitskosten und Innovationsaktivitäten auf Industrie- und Unternehmensebene an Bedeutung gewinnen werden. Vorerst droht jedoch kein Abbruch des Aufbauprozesses durch die Osterweiterung. Erstens zeichnet sich ab, dass etwaige Kürzungen in der EU-Förderung ostdeutscher Regionen weniger stark als ursprünglich erwartet ausfallen werden. Zweitens zeigt die gesamtwirtschaftliche Lohnstückkostenentwicklung in Ostdeutschland eine eher sinkende, in den neuen EU-Mitgliedsländern zunehmende Tendenz. Drittens signalisieren die für die ostdeutschen Industrieprodukte erzielten Absatzpreise Qualitäts- und Technologievorsprünge gegenüber den Industrien der Beitrittsländer. Diese Vorsprünge erschließen sich nicht bei einer gesamtwirtschaftlichen, sondern industriespezifischen Betrachtung. Diese macht auch deutlich, dass in vielen Industriezweigen Kosten- und Qualitätsanpassungen weiterhin notwendig sind. Das eigentliche Problem der ostdeutschen Wirtschaft ist aber ihre starke Abhängigkeit von der Nachfragedynamik der westdeutschen Wirtschaft. Solange dort keine nachhaltige und starke Belebung eintritt, kann auch in Ostdeutschland kaum beschäftigungswirksames Wirtschaftswachstum erwartet werden.

Are German exports losing their power as driving force of the economy?

Abstract
Auf den ersten Blick scheinen die Exporte als Impulsgeber für die gesamtwirtschaftliche Produktion in Deutschland in letzter Zeit dramatisch an Bedeutung verloren zu haben. Während sie bis in die neunziger Jahre hinein nur zu 25% von Einfuhren gespeist wurden, kletterte ihr Importgehalt im Jahr 2000 auf 38%. Entsprechend hätte sich die Antriebskraft im Inland um 13 Prozentpunkte verringert. Der zweite Blick zeigt jedoch, dass dieser Sprung vor allem mit der Wiederausfuhr vorher importierter Güter verbunden ist. Die eigentliche Exportgüterproduktion in Deutschland absorbierte zwar im Jahr 2000 auch relativ mehr importierte Vorleistungsgüter als zuvor. Der direkte und indirekte Importgehalt an Vorleistungsgütern war aber mit 28% deutlich geringer als unter Einbezug der Wiederausfuhr und hat sich in der zweiten Hälfte der neunziger Jahre nur um 6 Prozentpunkte erhöht. Dies spricht zwar auch für ein Sinken der Antriebskraft des Exports, ist aber weniger dramatisch und steht eher im Einklang mit dem allgemeinen Trend der zunehmenden Internationalisierung der nationalen Produktions- und Wertschöpfungsprozesse als mit der Ausbreitung einer „Basarökonomie“ in Deutschland. Während die Importe für die Wiederausfuhr eher keine in Deutschland hergestellten Güter verdrängen, gibt es im Vorleistungsgüterbereich Indizien für die Verlagerung arbeitsintensiver Produktionsabschnitte in das Ausland aufgrund von Kostenvorteilen. Der damit verbundene Entzug an Wertschöpfung und Arbeitsplätzen wird aber in Deutschland bislang überkompensiert durch die kräftigen absoluten Exportzuwächse.

IWH Industry Survey September 2004: Business conditions improved widely while outlook is bleak

Abstract
Das Geschäftsklima im Verarbeitenden Gewerbe Ostdeutschlands hat sich laut IWH-Umfrage unter rund 300 Unternehmen im September leicht erwärmt. Dabei zeichnen die Komponenten kein einheitliches Bild. Während sich die aktuelle Geschäftslage gegenüber der Vorperiode merklich gebessert hat, setzte sich die Eintrübung der Geschäftsaussichten fort. Nach wie vor bewerteten aber 68% der teilnehmenden Firmen die zukünftigen Geschäfte positiv. Auch fiel im September gegenüber Juli ein größerer Anteil der optimistischen Erwartungen auf die Antwortkategorie „gut“.

Abstract
Die Förderung der beruflichen Weiterbildung ist eines der wichtigsten Instrumente der Arbeitsmarktpolitik in den neuen Bundesländern. Ob damit tatsächlich die Integration in den ersten Arbeitsmarkt beschleunigt wird, ist Gegenstand der aktuellen Diskussion. Welche Personengruppen ihre Beschäftigungschancen durch Weiterbildung besonders verbessern können, wurde bisher allerdings nur selten untersucht. In diesem Beitrag wird eine differenzierte Analyse des Maßnahmeeffekts auf die Arbeitslosigkeitsdauer sächsischer Weiterbildungsteilnehmer vorgestellt, bei der insbesondere auch die Zielgruppen der aktiven Arbeitsmarktpolitik untersucht werden. Damit soll eine Antwort auf die Frage, welche persönlichen, ökonomischen und institutionellen Faktoren den Beschäftigungserfolg der geförderten Maßnahmen beeinflussen, gefunden werden. Für die einzelnen Gruppen lassen sich graduell unterschiedliche Ergebnisse feststellen, was darauf hindeutet, dass die untersuchten Faktoren den Maßnahmeeffekt beeinflussen. Allerdings kann für keine der analysierten Gruppen ein positiver Beschäftigungseffekt beobachtet werden.

Current Trends: East German trade: no turnaround in sight

Abstract
Das Handwerk in den neuen Ländern hat, mehr noch als das in den alten Ländern, erhebliche wirtschaftliche Probleme. Seit 1996 geht seine Wirtschaftsleistung zurück; auch die Beschäftigung nimmt seitdem ab. 2003 war der Umsatz der Handwerksbetriebe, ohne die Betriebe des handwerksähnlichen Gewerbes, in den ostdeutschen Flächenländern im Schnitt fast ein Fünftel geringer als 1998. Noch stärker nahm – mit 27% – die Beschäftigtenzahl ab. Auch für 2004 deutet sich keine Trendwende an. Nach den Angaben der Statistischen Landesämter verringerte sich der Umsatz im ersten Halbjahr 2004 im Vergleich zum Vierteljahresdurchschnitt 2003 um etwa 10% und die Beschäftigtenzahl war gegenüber dem 30.09.2003 um etwa 8% niedriger. Wenn sich diese Tendenz im zweiten Halbjahr fortsetzt, wovon in etwa auszugehen ist, wird der Umsatz des Handwerks der neuen Länder (ohne Berlin) 2004 etwa ein Viertel und die Beschäftigtenzahl fast ein Drittel geringer sein als noch 1998.

Abstract
Der Beitrag behandelt die Entwicklung der Kosten- und Ertragslage im Baugewerbe Ost- und Westdeutschlands seit Anfang der 90er Jahre. Im Zuge des Baubooms haben die ostdeutschen Anbieter von Bauleistungen Mitte der neunziger Jahre ihre Lohnstückkosten unter das westdeutsche Niveau senken können. In der zweiten Hälfte der neunziger Jahre gingen die Vorteile bei stark abnehmender Produktivität jedoch wieder verloren. Trotzdem werden im Schnitt Gewinne erwirtschaftet. Die Rendite liegt allerdings in den beiden zuletzt beobachteten Jahren 2001 und 2002 um etwa einen Prozentpunkt unter den westdeutschen Werten.

Solidarity Pact II: adjustments required

Abstract
Auch im Jahre 2003 ist es den ostdeutschen Ländern nicht gelungen, die Vorgaben des Solidarpaktes einzuhalten, nach denen die vom Bund zur Verfügung gestellten Sonderbedarfs-Bundesergänzungszuweisungen für Investitionen bzw. zum Ausgleich der unterproportionalen kommunalen Finanzkraft zu verwenden sind. Neben von den Ländern nicht zu vertretenden Faktoren (konjunkturbedingte Einnahmeausfälle, Politikfehler der Vergangenheit) spiegelt sich hierin auch wider, dass eine ausgabenseitige Konsolidierung bislang nicht gelungen ist. Inzwischen ist die finanzwirtschaftliche Situation der ostdeutschen Flächenländer mit Ausnahme Sachsens so angespannt, dass eine Erfüllung der Solidarpakt-Vorgaben in absehbarer Zeit kaum möglich erscheint. Allerdings weisen die Regelungen des Solidarpaktes II eine Reihe von Schwächen auf, so insbesondere, dass die Beschränkung der Mittelverwendung auf Investitionen im Sinne der traditionellen Haushaltssystematik nicht länger zeitgemäß erscheint. Es wird daher für eine Neudefinition der „aufbaugerechten Verwendung“ der SoBEZ plädiert. Auch dies ändert aber nichts daran, dass die ostdeutschen Länder und Gemeinden ihre ausgabenseitige Konsolidierungspolitik fortsetzen müssen, um eine Haushaltsnotlagensituation zu vermeiden.
