Abstract
Jugendarbeitslosigkeit und mangelnde Chancen sozialen Aufstiegs gehören zu den wichtigsten sozialpolitischen Herausforderungen in vielen Ländern. Die Probleme erweisen sich als so hartnäckig, dass die These naheliegt, sie würden innerhalb der Familien „vererbt“. Eine Studie des IWH und der Friedrich-Alexander-Universität Erlangen-Nürnberg hat jetzt erstmals für Deutschland untersucht, wie lange junge Männer, die als Kinder einen zeitweise arbeitslosen Vater hatten, später selbst arbeitslos gewesen sind. Zudem wurde geprüft, ob die Ursache für die Arbeitslosigkeit der Söhne in der Arbeitslosigkeit der Väter selbst oder in gemeinsamen familiären Faktoren zu suchen ist, die zu einer höheren Arbeitslosigkeit von Vätern und Söhnen führen.

Paternal Unemployment During Childhood: Causal Effects on Youth Worklessness and Educational Attainment

Abstract
Using long-running data from the German Socio-Economic Panel (1984-2012), we investigate the impact of paternal unemployment on child labor market and education outcomes. We first describe correlation patterns and then use sibling fixed effects and the Gottschalk (1996) method to identify the causal effects of paternal unemployment. We find different patterns for sons and daughters. Paternal unemployment does not seem to causally affect the outcomes of sons. In contrast, it increases both daughters‘ worklessness and educational attainment. We test the robustness of the results and explore potential explanations.

Exit Expectations and Debt Crises in Currency Unions

Abstract
Membership in a currency union is not irreversible. Exit expectations may emerge during sovereign debt crises, because exit allows countries to reduce their liabilities through a currency redenomination. As market participants anticipate this possibility, sovereign debt crises intensify. We establish this formally within a small open economy model of changing policy regimes. The model permits explosive dynamics of debt and sovereign yields inside currency unions and allows us to distinguish between exit expectations and those of an outright default. By estimating the model on Greek data, we quantify the contribution of exit expectations to the crisis dynamics during 2009 to 2012.

Intergenerational Transmission of Unemployment - Evidence for German Sons

Abstract
This paper studies the association between the unemployment experience of fathers and their sons. Based on German survey data that cover the last decades we find significant positive correlations. Using instrumental variables estimation and the Gottschalk (1996) method we investigate to what extent fathers' unemployment is causal for offsprings' employment outcomes. In agreement with most of the small international literature we do not find a positive causal effect for intergenerational unemployment transmission. This outcome is robust to alternative data structures and to tests at the intensive and extensive margin of unemployment.

Women Move Differently: Job Separations and Gender

Abstract
Using a large German linked employer–employee data set and methods of competing risks analysis, this paper investigates gender differences in job separation rates to employment and nonemployment. In line with descriptive evidence, we find lower job-to-job and higher job-to-nonemployment transition probabilities for women than men when controlling for individual and workplace characteristics and unobserved plant heterogeneity. These differences vanish once we allow these characteristics to affect separations differently by gender. When additionally controlling for wages, we find that both separation rates are considerably lower and also significantly less wage-elastic for women than for men, suggesting an interplay of gender differences in transition behaviour and the gender pay gap.

Abstract
The paper subjects seven structural DSGE models, all used heavily by policymaking institutions, to discretionary fiscal stimulus shocks using seven different fiscal instruments, and compares the results to those of two prominent academic DSGE models. There is considerable agreement across models on both the absolute and relative sizes of different types of fiscal multipliers. The size of many multipliers is large, particularly for spending and targeted transfers. Fiscal policy is most effective if it has moderate persistence and if monetary policy is accommodative. Permanently higher spending or deficits imply significantly lower initial multipliers.

Abstract
Social security revenues are influenced by business cycle movements. In order to
support the working of automatic stabilizers it would be necessary to calculate social insurance contribution rates independently from the state of the business cycle. This paper investigates whether European countries set social contribution rates according to such a rule. By means of VAR estimations, country-specific effects can be analyzed – in contrast to earlier studies which used a panel design. As a result, some countries under investigation seem to vary their social contribution rates in a procyclical way.

Determinants of Female Migration – The Case of German NUTS 3 Regions

Abstract
Our study examines the regional patterns and determinants of migration flows of young women. At the NUTS-3 regional level, i.e. the district level (Kreise), the German internal migration flows of the year 2005 are explored. From descriptive statistics it can be seen that peripheral regions in East Germany face the strongest migration deficit with respect to young women, whereas agglomerations in West Germany but also in the East benefit from an intense migration surplus within this group. An econometric analysis of determinants of regional migration flows gives evidence of the importance of labour market, family-related and educational migration motives. Generally speaking, young women tend to choose regions with good income and job opportunities, in addition they seem to be attracted by regions enabling an appropriate balance between family and career. Furthermore the existence of excellent educational facilities is a significant influence for young women’s migration. This educationally motivated type of migration generates a long lasting effect on the regional migration balance, especially when the educational opportunities in the destination region are associated with adequate career perspectives for high qualified female graduates. In view of considerable losses due to migration, the study shows various options for action. An important course of action is to incorporate policy measures improving regional employment and income opportunities. Secondly, extending vocational and academic offers addressed to women seems to be a suitable way to stimulate women’s immigration. Moreover, enhancing the social infrastructure, which contributes to a satisfactory work life balance, might attract young women or at least reduce the number of them leaving a region.

Abstract
Die absehbare Alterung der Erwerbstätigen in Deutschland wird Konsequenzen für die Arbeitsmarktmobilität haben, ist doch bekannt, dass die Wechselbereitschaft mit zunehmendem Alter sinkt. Die vorliegende Arbeit analysiert auf Basis der IAB-Beschäftigtenstichprobe (IABS) die Wirkung des Alters auf die betriebliche Mobilität. Im Zentrum steht dabei die Frage, wie sich die Einkommensdifferentiale eines betrieblichen Wechsels im Laufe des Erwerbslebens verändern. Es zeigt sich, dass Ältere im Falle eines Wechsels weniger stark als junge Beschäftigte von Einkommensgewinnen profitieren. Die Analyse macht jedoch ebenfalls deutlich, dass diese Einkommenskomponente den Mobilitätsvorsprung der Jüngeren nicht vollständig erklären kann.
