Growing Income Inequality in the United States and Other Advanced Economies

Abstract
This paper studies the contribution of both labor and non-labor income in the growth in income inequality in the United States and large European economies. The paper first shows that the capital to labor income ratio disproportionately increased among high-earnings individuals, further contributing to the growth in overall income inequality. That said, the magnitude of this effect is modest, and the predominant driver of the growth in income inequality in recent decades is the growth in labor earnings inequality. Far more important than the distinction between total income and labor income, is the way in which educational factors account for the growth in US labor and capital income inequality. Growing income gaps among different education groups as well as composition effects linked to a growing fraction of highly educated workers have been driving these effects, with a noticeable role of occupational and locational factors for women. Findings for large European economies indicate that inequality has been growing fast in Germany, Italy, and the United Kingdom, though not in France. Capital income and education don't play as much as a role in these countries as in the United States.

Private Equity and Portfolio Companies: Lessons From the Global Financial Crisis

Abstract
Critics of private equity have warned that the high leverage often used in PE-backed companies could contribute to the fragility of the financial system during economic crises. The proliferation of poorly structured transactions during booms could increase the vulnerability of the economy to downturns. The alternative hypothesis is that PE, with its operating capabilities, expertise in financial restructuring, and massive capital raised but not invested ("dry powder"), could increase the resilience of PE-backed companies. In their study of PE-backed buyouts in the U.K. - which requires and thereby makes accessible more information about private companies than, say, in the U.S. - the authors report finding that, during the 2008 global financial crisis, PE-backed companies decreased their overall investments significantly less than comparable, non-PE firms. Moreover, such PE-backed firms also experienced greater equity and debt inflows, higher asset growth, and increased market share. These effects were especially notable among smaller, riskier PE-backed firms with less access to capital, and also for those firms backed by PE firms with more dry powder at the crisis onset. In a survey of the partners and staff of some 750 PE firms, the authors also present compelling evidence that PEs firms play active financial and operating roles in preserving or restoring the profitability and value of their portfolio companies.

Promoting Higher Productivity in China — Does Innovation Expenditure Really Matter?

Abstract
The slowing down of the global economy adds additional challenges to China? economic policies as the country orchestrates its transition to lower resource dependency and higher technology intensity of output. Are policies aimed at technologically advanced sectors the right answer? Drawing from a newly created dataset of firms? balance sheets over the period 1998?2013, matched with patents data until 2009, we uncover that expenditure in innovation had limited effect on boosting productivity, without generating a clear gain in overall productivity for the high-tech sector. As a matter of fact, there is a much higher dispersion in productivity outcomes in firms belonging to the low-technology sectors, which derives from a bunch of champions in those sectors scoring higher productivity dynamics than in the High-technology sectors. The paper finds those barriers to entry and in general, market power of incumbents in the high-tech generate less than optimal resource reallocation, which hampers the overall productivity. Policies should presumably aim at removing such obstacles rather than solely promote innovation expenditure.

Abstract
Die vorliegende Studie untersucht die ökonomischen Auswirkungen eines durch die Klimaziele der Bundesregierung induzierten Kohleausstiegs in Deutschland. Der Fokus liegt hierbei auf der Braunkohlenwirtschaft – insbesondere in den Braunkohleregionen. Diese werden in einem ersten Schritt räumlich abgegrenzt und beschrieben. Für die weitere Untersuchung bilden energiewirtschaftliche Modellierungen die Grundlage. Diese liefern Ausstiegspfade für die Kohlenutzung, welche sich in den gewählten Kriterien (spezifische Emissionen oder Kraftwerksalter) für die Abschaltungsreihenfolge der Kraftwerke unterscheiden. Darauf aufbauend werden mit Hilfe eines Input-Output-Modells und eines regionalwirtschaftlichen Modells die ökonomischen Effekte des Kohleausstiegs sowohl in den Braunkohleregionen als auch im übrigen Deutschland untersucht. Die Modelle zeigen, dass bei einem frühzeitigen Ausstieg die negativen Effekte des Strukturwandels früher zu Tage treten. Dafür können in diesem Fall jedoch Erholungseffekte laut regionalwirtschaftlichem Modell stärker den negativen Effekten entgegenwirken.
Die Studie untersucht die wirtschaftlichen Chancen in den Braunkohleregionen. Diese bestehen im Grundsatz in einem breiten Spektrum wirtschaftlicher Aktivitäten. Die durchgeführten, exemplarischen Untersuchungen zeigen für alle Braunkohleregionen bedeutende Beschäftigungspotenziale auf. Bereits die aufgezeigten potenziellen Arbeitsplätze in den Bereichen Erneuerbare Energien und Gebäudesanierung können dem Stellenabbau im Zuge des untersuchten Strukturwandels durch den Kohleausstieg entgegenwirken. Abschließend werden flankierende politische Instrumente beschrieben, die die Regionen bei dem bevorstehenden Strukturwandel nutzen und unterstützen können.

IWH Mid-term Projections: The German Economy and Public Finances 2018 to 2025
In 2018 the general government overall balance is likely to be in surplus by almost 60 billion euros. In the medium term, however, demographic conditions will deteriorate, as will public finances. The financial position of the German state will nevertheless remain stable until 2025, unless major negative shocks occur. “But even if interest rates rose significantly or foreign demand declined markedly, only moderate deficits would arise”, says Oliver Holtemöller, head of the Department of Macroeconomics and vice president at Halle Institute for Economic Research (IWH). However, given the expected reduction of the surplus under existing legislation, there is no room for further increases in spending.

Joint Economic Forecast Spring 2018: Germany’s Economic Experts Raise Forecast Slightly
Berlin, 19 April – Germany’s leading economic experts raised their forecasts for 2018 and 2019 slightly in their Spring Joint Economic Forecast released on Thursday in Berlin. They now expect economic growth of 2.2 percent for this year and 2.0 percent for 2019, versus 2.0 percent and 1.8 percent respectively in their autumn forecast. “The German economy is still booming, but the air is getting thinner as unused capacities are shrinking“, notes Timo Wollmershaeuser, ifo Head of Economic Forecasting. Commenting on the new German government’s economic policy, he adds: “It is precisely when the government’s coffers are full that fiscal policy should reflect the implications of its actions for overall economic stability and the sustainability of public finances. The extension of statutory pension benefits outlined in the coalition agreement runs counter to the idea of sustainability.”
